Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin, Street Commissioner Lee Hemingway, City Attorney Mike Gillenwater, Utility Director Steve Toiliver, Police Chief Rick Elliott, Assistant Police Chief Charles Elder, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of MAY 11, 1998, as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls and claims as presented~ seconded by Director Matra and carried unanimously. t-WAY STOP Police Chief Elliott did a study last week on the corner of Walnut and Maple Streets. Over the last 3 months in that vacinity there has been a 50~ increase in the number of traffic accidents including Chestnut and Walnut Streets. Chief Elliott recommends to the Board that on the study he did, there should be 8- A-way stops which includes Maple and Walnut Streets and Chestnut and Walnut Streets. Mayor Parker also asked that it be advertised in the newspaper. 3-WAY STOP Chief Rick Elliott made a study at the corner of ?th and Penn Streets and at this location there has been a decrease in accidents~ and he recommends not putting a 3-way stop there. PARKING PROBLEM Marian Streible of 313 Graham Street lives next to Champs Bar from Thursday thru Sunday she can't park in front of her house. Her Mother lives with her and she is handicapped. She would like something done about this situation. Mayor' Parker asked Police Chief Elliott to look into this problem and report to the Board next week. ACCIDENTS AT GATE Marvin Grant a representative of Jeffboat wants the property along Market Street at Gate 2 to be posted no parking because of the accidents that have occured there. Mayor Parker asked Police Chief Elliott to check into this and report back to the Board on Monday. (See attached copy) uBRIDGE CLOSING ~AGE 8 , Assistant Police Chief Charles Elder has a request from the Louisville Deaf-Oral School to close the Clark Memorial Bridge on July lis 199B for their annual fund raiser from ?:OOPM to !i:OOPM for their bicyclists and runners. Louisville Police Department has already agreed to block their side of the Bridge. Director Lakeman made a motion to accept this, seconded by Director Matra, and carried unanimously. CERTIFICATE OF ACCOMMODATION Fire Chief Jerry Dooley presented Lt. Doug Sneed with a Certificate of Accommodation in reference to an incident that happened on May 4, 1992. Lt. Sneed saved a mans life~' and accompanied him to the hospital and reports that the man lived. Mayor Parker also congratulated him for doing a job well done. PARKING PROBLEM Mrs. Dyson who resides at 625 E. 9th St. h'as a problem with the neighbors parking too close to her handicapped parking area. They park directly at the line and her car is large and it is hard to get it in the 20' allotted space. Mayor Parker asked Police Chief Elliott to check into this and report to the Board on Monday. STREET AND STORM SEWER REPAIR Building Commissioner Gavin reported that he had a Citizen call him from 82? Indiana Ave. who has a spot in front of his driveway that is settling, water also stands there. He requests that the Street Department repair this. Director Lakeman told Gavin that this is on the paving list. Also on Schneider Drive a storm sewer is in real bad shape. The pipe is cracking and the head wall is about to fall in, behind 2©DA Schneider and one mans driveway across the street is beginning to settle and needs repair real bad. Commissioner Gavin said that we are looking at a real heavy expense, a special appropriation. Steve Tolliver said that it will be in the thousands of dollars. Mayor Parker suggested that Bob Miller give a estimate in-house to give us an idea of how much it will cost. J WATER PROBLEM Mr. Art Meyer who ].ives on Hopkins Lane has had a water problem and has asked the City to fix it, because it is leaking into his basement. Mayor Parker asked City Attorney to address the Board on this problem. Mike worked along with the Engineering Firm of Jacobi, Toombs and Lanz. Mr. Toombs went and took more measurements and reports that nothing can be done to help the problem. CAPITAL FOR A DAY Donna Metzger said that we got a confirmation from Gov. Bayhs Office that there will be 85 to 40 Department Heads coming to Jeffersonviile~ Clarksville and New A!bany~ on May 18 and May 19th~ 1992. She would like for all Department Heads to do some sprucing up. They will be staying in residents homes instead of Hotels. If anyone can or knows sopeone ~ho can accommodate them~ please !et her know. Mayor Parker asked Donna to get in touch with the Councilpersons to ].et them know that they may be at the meeting on Monday night° MAY 11~ 199S cOMPLIMENTARY LETTER Mayor parker received a letter from Falls City Transfer about Donna Metzger on how she handled Thunder Over Louisville and what a fine job she has done. DEMONSTRATION Andrew Williams sent a letter to Mayor Parker telling him that theres going to be a demonstration of the TEMCO Sweeper at Meigs and John Street at i:ooPM today May 11, 1992. If anyone is interested they are welcome to come and watch SHELTER CLOSING "~ recommendation to Jan Wheatley from the Animal Shelter has made a close the Shelter on Saturdays- The Shelter has A employees working ? days a week. We will extend our hours on Monday and Thursday nights. Mike Gentry will be on call ~4 hourb a day -for emergencies- Director Matra made a motion to accept this, and seconded by Director Lakeman, and carried unanimously- ~ PROPOSAL~ George Trembly presented 8 proposals for the Street Department for a 60 day period. The first one is for the Street Department people not to have to come back to the Street Department to punch out for lunch and back in again. It is costing us gas, time and wear and tear on the trucks. George and Mike Gillenwater will check on the consumption of fuel at the end of the 60 days to see if this is better. The second proposal is to put the entire Street Department on the same route as Rumpke runs~ and pick up the white goods the same day that the garbage is picked up. Residents will not have to call for pick up anymore, with one exception being tree limbs, they must call to have them picked up. Mayor Parker said that we will think about this and give the answer to you at next Mondays meeting. BRIDqE CLOSIN~ police Chief Elliott ~ust received a letter from The Courier Journal for their annual Fun Run on June 13, 1992. They request that the Clark Memorial Bridge be closed from 9:30AM to ll:30AM Director Eakeman made a motion to accept this, seconded by Director Marra~ and carried unanimously. ~IVER~RONT UPD~T~E Rodger Caldwell reported that the riverfront and will be finished in a couple of days. clean-up is 60% completed SEWER DEPARTMENT Steve Tolliver requests that the Sewer proposals that George brought up about Department be included in the punching out and in for lunch. MAY I1~ 199~ NOTICE Donna Metzger announced that the Thunder Over Louisville debriefing meeting is canceled, she will notify the Department Heads as to when it will be held again. Also she wants to remind everyone that the last hearing on the Riverfront is tonight at Rosehill School from ?:OOPM to 9:00PM. PARKING METER UPDATE Clerk-Treasurer Dick Spencer reported that meter tear down. Lee Hemingway reported Court Avenue and Spring Street are further update on the May 18~1998. we are 90% completed on the that 89 has been removed. the only onee left.
