MINUTES OF THE BOARD OF PUBLIC WORKS AND SArET
OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY MAY A, 1992
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roil those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner William Gavin, Street
Commissioner Lee Hemingway, City Attorney Mike Gillenwater, Utility
Director Steve Tolliver~ Police Chief Rick Elliott~ Assistant Police
Chief Charles Elder~ Fire Chief Jerry Dooley, Assistant Fire Chief
Clifton James Jr.~ Animal Shelter Manager Jan Wheatley, Vehicle

Director Lakeman made the motion to approve the minutes of the meeting
of May 4~ 199B~ as presented~ seconded by Director Matra and carried
unanimously.
INTRODUCTION
Mayor Parker introduced Mike Newman a representative from
from this region. He came just to set in on this meeting
to know more of the Departments Heads.

Donna Metzger will talk directly to Kent Monihan about the Banners for
EMS Week.
PARKING PROBLEM
Assistant Police Chief Charles Elder reported on the parking problem
that occured in front of McCauly, Nichols and Co. at 5R6 E. Maple
Street. He checked with the resident that had the boat parked in
front of the business~ the boat was removed the next day. The
residents only concern was that he did not want any of the businesses
clients parking in front of his residence. Elder reported that
everything was going OK right now and if there is a problem in the
future he will bring it back to the board.
STREET LIGHT
The resident that lives at 415 W. Market Street still wants a street
light put in the alley next to her home. There is someone living in
the alley behind her home. Our policy is not to put street lights in
alleys. It was suggested that maybe Police Officers could patrol the
alley a little more often. Mike Newman the representative from PSI
took her name and address and will contact her and let her know that
she can have a light from PSI for a cost of $?~0-$?.50 per month.

EMPLOYEES BENEFIT PLAN
Jerry Miller~ State Director for Public Employees Benefit Services
Corportion explained that his company is a division of Nationwide
Insurance Company from Colombus~ Ohio. Mr. Miller also explained how
the Benefit Program works~ and that it would be payroll deducted.
Mayor Parker thanked Mr. Miller for coming to the meeting.
SPRING ON SPRING
Sonny Brewister representing Main Street~ requested the use of the
stage that belongs to the City~ and also would like to use 2 sets of
bleachers for Saturday May 23, 1992. Donnie Poole representing the
Parks Department said that they have them and would deliver to the
parking lot on the corner of Spring Street and Chestnut Street on
Friday May 22, 1992. Sonny also stated that the Merchants are going
to have a sidewalk sale on Saturday 83~ 1992, and would like to put
the merchandise in the parking space in front of their businesses
facing the sidewalks. Mayor Parker said that he thinks that is not a
good idea for fear of someone getting hurt, and that he recommends
against that.
A-WAY SIGN REQUEST
Mr. Bob Taylor requests to have a 4-way stop put at the corner of
Walnut and Maple Streets. There has been several accidents at that
spot and a child was struck by a car there. Mayor Parker asked Police
Chief Eiliott to check on this. Chief Elliott said that he will make
an accident study and a traffic report and have it at the next
meeting.
SPEED LIMIT AND A-WAY SIGN ON WALNUT STREET
Mr. Tom Steinberger requests that the speed limit signs be posted on
Walnut Street from Riverside Drive to Court Avenue. He also wants the
A-way stop at Locust and Maple Streets be moved up one block to Walnut
and Maple Streets. Mayor Parker asked Police Chief Elliott to take
care of this and report back to the Board on Monday.
THANK YOU
Mayor Parker thanked all the Department Heads and City Workers for all
the cooperation that he received from them when Presidential Canidate
Bill Clinton was in town this past weekend. He said that it was very
well organized with what little advance notice they gave us. Mayor
Parker appreciated what everybody had done, and he appreciates
everyones input and thats what makes it a success~ and a team effort~
so he thanked everyone publicity.

Councilperson Wm. Wolpert reported that at the corner of 7th and Penn
Street is a dangerous intersection. He suggested that a 3-way stop be
put there. Police Chief Elliott will check on this and report to the
Board on Monday.

Jerry Dooley wants to personally thank PSI for doing an
job during emergencies for the City of Jeffersonville.
POLICE GRANTS
Mayor Parker asked Police Chief Elliott to explain the grant that the
department received from Gov. Bayhs Office. The grant is for DDTF
for this Summer and is for $2500.00 for overtime and is looking to
continue this and get another grant for this Fall. We were approved,
and at this point~ I have applied for 10 grants. The paper work will
be handled by Chief Elliott.
MIKE NEWMAN, PSI REPRESENTATIVE
Mayor Parker asked Mike Newman PSI representative to say a few words.
Mike said that the main reason that he ie attending this meeting~is
that he thinks that it is important for PSI and all utilities work
close to the Cities with whom they work with day in and day out. It
is much better to talk about difficulties or problems. He wants you
to feel free to contact him at PSI for things that we could be doing
better or not responding to fire calls promptly. He will be attending
between 6 to 12 Board of Public Works Meetings a year~
There being no further business to come before the Board~ Mayor Parker
made the motion to adjourn at 10:10 A.M.~ seconded by Director Lakeman
and carried unanimously.
