Parker Jr. called the meeting to order at 10:30 A.M.~and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin~ Street Commissioner Lee Hem~ngway~ City Attorney Mike Gillenwater~ Utility Director Steve TolIiver~ Police Chief Rick Elliott~ Assistant Police Chief Charles Elders Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger~ Clerk and Treasurer C. Richard Spencer Jr., Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meetings of April 13, and April ~0, 199B~ as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as p-esented~ seconded by Director Matra and carried unanimously. STREET SIGNS Lee Hemingway reported the street signs in the Islands on Court Avenue have been removed and put on the light posts~ except for one. STREET LIGHTS Lee Hemingway reported that the posts in the Islands have been numbered. Also sidewalk cuts on Chestnut made and trees have been planted. on Court Avenue Street have been VENDORS PERMITS Donnie Coleman~ Darrell Druin~ Larry and Sue Smith~ Darrel B~ker~ and Jerry Lewis have all requested a vendors permit for The Great Steamboat Race. Director Lakeman explained to them that the permit will cost $95.00 and can be purchased at the City Clerk Treasurers Office and they will also need a Health Certificate from the Health Departmeot at the Hospital. Mr. Baker asked about electricity, Director Matra said they would have to have their' own generator. Mayor Parker also suggested that they contact PSI and see if they will drop a line for them at their own expense. Police Chief Elliott said they must set up west of Spring Street, preferably away from the south side of the road. An Officer will be there at 3:00 PM to direct you as to where you will set up. Director Lakeman made the motion to accept the various vendors permits with the stipulation stated here this morning~ and seconded by Director Matra, and carried unanaimously. PAGE 2 APRIL 2?, 1992 EMS WEEK Kent Monihan representing EMS reported that EMS Week is May t0-19 and requests permission to hang a banner at 9th and Spring Street. Mayor Parker asked Donna Metzger to check her calandar and see if there is anyother banners to be hung during that time, and get back with Mr. Monihan. Director Matra made the motion to accept this~ seconded by Director Lakeman~ and carried unanimously. PARKING PROBLEM Mr.Ron Barnes who is part owner of McCauley, Nichols and Co. at 526 E. Maple Street requests a 2 hour parking in front of his businmss. They own property from the corner of Meigs Avenue and Maple Streets to the alley going West~ going East we own the house on that property. There is a boat that is parked in front of the business that has been there for eeveral months, also they park cars there for as long as a day, week, or a month, the vehicles and boat belong to one residence. Mayor Parker asked Mr. Barnes if he has talked with the resident and he said that he has not. City Attorney Mike Gillenwater stated that the our Ordinance that specifys limited time parking area allows this board to designate certain areas with limited time parking through the hours of 9:00AM to 5:00PM, Monday thru Friday. If the Board desires, they could today or after you get a report from Police Chief Elliott on the situation could vote to have that section of the street, one side or the other or both sides what ever you prefer to be limited parking. Assistant Police Chief Elder reported that the house in question belongs to Jack Vedok he has parking in front of his home and he also has a driveway that runs to the back of his property. Assistant Police Chief Elder recommended that the Board allows the parking for this business. Mayor Parker requests that this is investigated before we ok it and report back on Monday. Mr. Barnes also stated that if the City installs the signs that his Businese will pay for them. Mayor Parker said that we will definately document thisi STREET LIGHT A resident who owns property at 415 W. Market Street called Director Lakeman requesting a street light to be put in the alley that runs along the flood wall. There is an apartment above the garage at the rear of the alley where the street light is needed. Director Lakeman did not know the policy on putting lights in alleys. Mayor Parker wanted to know if anyone had any knowledge on lights in alleys. He thinks that we should draw a line on alley lights, when in the future streets will need lights. Commissioner Gavin said that they need to contact the property owner and see if they will put up a security light for them. Mayor Parker requested that Director Lakeman take care of this. HOPKINS LANE PROBLEM City Attorney Mike Giltenwater wanted to know if they had heard anything from Jacobi~ Toombs and Lanz about the problem on Hopkins Lane. Commissioner Gavin said that he is having a meeting with Mr. Lanz at ll:30AM today and will check with him. Utilitys Director Steve Tolliver talked with Mr. Lanz last Friday and he mentioned that subject and reported there is some problems and he has a recommendation. The Knights of Columbus Tootsie Roll Drive is the weekend of May 15 and May 16. Their request is to have road blocks at the intersections of Market Street and Walnut Street~ Hamburg Pike and Dutch Lane, Hamburg Pike and Charlestown Road. from 8:00Am to 5:00PM both day. Gary Wright presented this to Police Chief E!liott and he recommends to the Board to accept this. Director Lakeman asked Fire Chief Jerry Dooley if this will interfere with his timing. The Fireman will be at various intersections between May 15 th and June 6th. Mayor asked Chief Elliott and Chief Dooley to get together and coordinate these dates. Mayor Parker SHRINERS AND AGILITY TEST On June 6th the Tri County Shriners will be collecting at the corner of loth. Street and Main Street. Chief Dooley reported that the agility test on Friday April 24th in New Albany went well. We sent out 4.4 notices~ ~ were returned, 42 were invited, 28 showed~ 14 did not show~ only 5 did not complete the test, 23 did. There were 9 different events~ of the 9~ 8 were given at the New Albany Station, at the Jeff Station Headquarters. Chief Dooley wants to thank the New Albany Fire Department for their help and for being so courteous in conducting the test. Approximately 12-14 off duty personnel from the Jeff Fire Department helped and donated their time with the test. Mayor Parker asked Donna Metzger and Chief Dooley to get together and send a letter to the New Albany Fire Department with Thanks from our Community for their help. Their Fire Chief is Ron Torah. COURIER JOURNAL LETTER Donna Metzger received a letter from information about costs for the Thunder copy. the Courier Journal asking Over Louisville. see attached PAGE 4 APRIL 871 1992 OMITTED DEPARTMENT Donna Metzger sent a letter to the Letter to the Editor thanking all Departments for helping with Thunder Over Louisville~ she omitted the~ Parks Department~ she apologized to Rodger Caldwell for this and said this would not happen again, AGILITY TEST Directore Lakeman and Matra apologized for not showing up to see the agility test performed. They had an emergency on Riverside Drive. Mike Gillenwater said that they could not do it anyway. Mayor Parker told Lakeman that unless they were going to shoot free throws he would have been out anywayt THANK YOU Jan Wheatley thanked George Trembly for letting her Department come down to Warder Park on Saturday, they got a chance to put some recycled pets in some good homes. There is a dog in the shelter that is a child bitter and the people are wanting the dog back in their home. Francee Middleton ham all the paper work where they signed the dog away. The policy at the Shelter is not to return a bitter back into the home. Mayor Parker wants to run it past Mike Gillenwater and get his legal opinion on this. Court Ave. Jeffersonville, IN 47130 Dear Mayor Parker: Under Indiana Open Record~ law and any other applicable laws and regulations, I request the right to inspect, and to copy if necessary, records documenting all expenses you incurred related to the 1992 Thunder Over Louisville. I would like to see records related to overtime costs for city workers and officials, equipment costs, cash contributions and any other related expenses. This would relate ~o costs for security, transportation, maintenance and clean-up. A separate request has been made to the police. Thank you for your prompt attention to this request.
