HomeMy WebLinkAbout04-20-1992MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY APRIL BO. 1992 Mayor Raymond J- Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin, Street Commissioner Lee Hemingway, City Attorney Mike Gillenwater~ Utility Director Steve Tolliver, Police Chief Rick Elliott, Assistant Police Chief Charles Elder, Fire Chief Jerry Cooley, Assistant Fire Chief Clifton James Jr.~ Assistant Kennel Manager Mike Gentry, Vehicle Maintenance Director Mike Wathen, City Services Coordinator George Trembly~ Pa~k Secretary Linda Eddings~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Councilperson Wm. Wolpert, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Lakeman moved to approve a claim in the amount of $33,336.00 from the Sewage Utilities to the Cities General Fund. This amount represents four months of payment in leiu of taxee, (May, June~ July and August 1992) seconded by Matra, and passed unanimously. DE-ANNEXATION City Attorney Mike Gillenwater sent Mr. Bob Clark a letter indicating that the Board of Public Works had hearings on De-Annexation~ and found out they could not De-Annex anything. Mr. Clark came in and met with Mikes Mr. Clark wasn't sure if it had been de-annexed. Mike had him check with the County Auditors Office and he found out it had already been de-annexed and he's been paying City taxes all along. USED BRICKS We have several requests for the used bricks that Hughes Co. gave to the City. It depends on how much they are worth as what to do with them. Mike Wathen reported that they are only worth 25 to 35 cents a piece. Mayor Parker suggested to table the give-away and see if we can get an offer and sell them at bulk rate. STREET SIGNS Ken Peters from ACBL had requested that the street signs be taken out of the Island on Court Ave. Director Lakeman asked Lee Hemingway what could be done about this. He suggested they could be put on extensions on the light pole. Mayor Parker asked Lee to check on this ~nd report on this next week. STREET CLOSURES Streets closed for the Great steamboat Race.(see attached copy). Mayor Parker suggested to have this put in the newspaper. Also the boat dockers with a pass will be able to use the Clark Street Ramp. Director Matra made a motion to accept this, seconded by Director Lakeman~ and carried unanimously. PAGE APRIL ~0,199~ VENDORS PERMIT Charles Basham who drives a Ice Cream Truck for Kool Treats requests a Vendors Permit for the Great Steamboat Race. He was told to get in touch with the Steamboat Days Committee- Driving a Ice Cream Truck he also needs a Peddlers Permit, Health Certificate and the hours he will be working. After he gete his Health Certificate he must show it to Mr Lakeman and then the Board will approve the permit. Mayor parker told him to go te the City Clerks Office to get the permit. Director Lakeman made the motion to accept this after he gets the Health Certificate, seconded by Lakeman Matra, and carried p__EEDDLERS ~ERMIT Mike Dowd of Dixie Reader Service requests a Peddlers Permit to go door to door soliciting Magazine Subscriptions. Mr. Dowds representative said they are registered in New Albany, Charlestown~ and the Better Business Bureau in Jackson, Mississippi where the Home Office is located. The hours will be 10:00 or 11:OO A.M. til ?:00 or 9:30 P.M.in the evening, for only 3 or 4 days. They also need to register names with the Police Department. A $25.00 permit fee will be charged and must be paid in the City Clerks Office. Lakeman made motion to accept this, seconded by Director Matra, and carried unanimously. STREET LIGHTS There has been a request at 3011 Bishop Lane in the Meadows Subdivision for a street light. Mayor Parker wanted to know if we had a policy concerning street Nights. He said this could get out of hand if everyone wanted a street light. PSI selects the distance between them in the subdivisions when they set the lights up. PSI bills the City about $3.00 a month for each light. Commissioner Gavin recommended not to put up the light. Director Matra made the motion not to accept this, seconded by Director Lakeman, and carried unanimously. STREET LIGHTS IN THE ISLANDS ON COURT AVENUE Commissioner Gavin reported that PSI called him about the light poles in the Islands on Court Avenue between Locust and Pearl Streets. Each pole needs to be numbered with a permanent number. Mayor Parker suggested that Lee Hemingway put a band around them with a screw in the side to secure them. Commissioner Gavin also reported that PSI replaced some bulbs and the lights did not work. PSI said that if it were the ballisters or transformers the City would have to pay an extra cost. Harold Wilson is going to check the lights to see if they have any power. Mayor Parker asked Lee Hemingway to check on making the bands and number them and keep a copy for our records. STREET SIGNS A request for a sign at the corner of Riverpointe Plaza and Market Street. DeMars requests that the sign reads Riverpointe Plaza. Director Matra made the motion to accept this, seconded by Director Lakeman~ and carried unanimously. PAGE 3 APRIL 80~199E S__TREET L~GHT City Attorney Mike Gillenwater reported on the letter he received last week from a Mrs Waters who lives on Mary Street. He sent tfnem a letter to clairfy what they wanted. There was some discussion about putting a street light there when they were annexed. She had a light ahd pole of her own and had it disconnected because someone told her t%at the City was going to put streets light up when they were annexed. Mike requested that someone ride out there and take a look at the situation. Director Lakeman will take care of this. WATER IN BASEMEN!. Director Lakeman had a call from 519 Chippewa Drive that there is a ditch behind his house and it is filled up with water and ran into his ~ basement. Lee Hemingway was asked to take care of this problem. EARTH DAY ACTIVITIE~ George Trembly reported that he received a letter from Congressman Hamiltons Office stating that he will be here on Saturday April 24, 1992 at 9:45 AM. George asked anyone that wanted to come join him at that was more than welcome. CAR SHOW Mayor Parker asked Lee Hemingway if everything was going ok for the Car Show. Lee reported that on his end everything was fine. It's an alt day affair. Mr. Scales should notify the newpaper of the time and street closing. Mayor Parker will give away the Mayor's Trophy in the evening. SPECIAL PASSES Linda Eddings of the Parks Department reported that on special passes for boat dock owners during the Race. they are working Great Steamboat CENTRAL ALARM Jerry Dooley wants Corkey Scales to notify the Central Alarm and let them know what streets will be closed on the day of the Car Show. He stated that the agility test for new fireman will take place on Friday April ~th in New Albany and invited anyone who wants, to come and loin them. RIVER QUEEN SIGN Donna Metzger reported she received a River Queen Sign being taken down. .already been taken down. call from James Keith about the Lee Hemingway reported it has APRIL PO~199B There being no further business to come before the Board, Mayor Parker made the motion to adjourn at 10;05 A~M., seconded by Director Lakeman and carried unanimously. MAYO~ - - ATTEST: CLERK AND TREASURE,~ ~/ '' J April 20, 1992 Mayor Parker Board of Public Works, On April 29, 1992, in conjunction with the Kentucky Derby Festival, the Great Steamboat Race will take place. Due to the large crowd that walks Riverside Drive, the following streets are requested closed. Riverside Drive closed from Clark Street East to Jeff Boat. South of the floodwall and alley roadblocks will be placed stopping any traffic proceeding onto Riverside Drive. These roadblocks will be on WalnUt Street, Locust Street, Wall Street, Spring Street, Pearl Street, and Mulberry Street. We also request that there be no parking allowed on the South side of Riverside Drive between Clark Street and Jeff Boat.
