MONDAY April 13 199B
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker~
Personnel and Safety Director Harold Lakeman~ and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner William Gavin, Street
Commissioner Lee Hemingway~ City Attorney Mike Gillenwater~ Utility
Director Steve Tolliver Chief of Police Rick Elliott, Assistant Police
Chief Charles Elder, Fire Chief Jerry Dooley~ Aseistant Fire Chief
Clifton James Jr.~ Animal Shelter Manager Jan Wheatley, Vehicle
Maintenance Director Mike Wathen, City Services Coordinator George
Trembly, Parks Department Secretary Linda Eddings, Sewer Office
Manager Bob Goldman, Councilpersons Wm. Wolpert~ Mayor's
Administrative Assistant Donna Metzger, Clerk and Treasurer C. Richard
Spencer Jr., and Clerk Alice Davis.
Director Lakeman made the motion to approve
minutes as presented, Director Matra
unanimously.
MARK DOLASSE UPDATE
the payrolls, claims, and

Lee Hemingway reported that the Parks Dept. will have this pro~ect
completed this week, and report back to Mr. Dolasse.
BLACK TOP ORDINANCE
City Attorney Mike Gillenwater drafted a Black Top Ordinance and sent
a copy to Jacobi~ Toombs and Lanz to prepare a couple of diagrams that
explains the Ordinance. Bob Miller drew a couple of diagrams, but
Mike wanted Jacobi, Toombs and Lanz to do it as engineers, so it can
be a technical drawing to incorporate in to the Ordinance.
BLACK TOP
Mayor Parker requested that the Board of Public Works get together and
go over the signs with Lee as to where they are going to start to
black top.
DE-ANNEXATION
Mr Bob Clark wants de-annexation of 55 acres in the vacinity of
Jefferson Hospital and the City Park. Mayor Parker requested that
Mike Gillenwater as our City Attorney address this situation. Bob
Clark had given Mike the papers that he had, only 15 minutes prior to
the meeting and he had no time to go over them. Mike is going to put
this off for about a week and report on this next, and report back to
Mr. Clark.
USED BRICKS
Billie Reisert called in about the used bricks on Ned Pfau's property.
Director Lakeman said they were put there for a reason, to be used on
the Islands on Court Avenue. Lee Hemingway reported that the bricks
given to the City by Hughes Co. are too soft and wouldn't last. Mayor
Parker suggested that we hold on to them to see if there is a need for
them somewhere else.

Thunder Over Louisville for
it.
THANK YOU
employees that had anything to do with
an expertise job they did. He appreciated
P~lice Chief Rick Elliott thanked everyone for their help during
Thunder Over Louisville. He reported that the Police spent $5000.00~
Miller Transportation transported from Jef'f High parking lot 5000
people. There were 10 tow-ins, 7 accidents, 2 serious, 5 arrests, low
medical reports in the teens. Chief Elliott suggested that ali
Department heads to put in their budgets next year to include 12 hrs.
overtime for each employee for this event next year, their expecting
300,000 people. $20,000.00 was spent on this event including all
Police Agencies including State. The only permit parking problem was
at the Wrights, Mr. Wrights mother was selling our parking permits
with their party invitations attached for $15.00. Chief Elliott said
that they are going take them to Federal Court for violating the 4th
Admendment. . There was no problem with the Vendors, we need to have
more. More parking is needed for people who park and is transported
by bus. Handicapped parking went very well. When the event was over
the crowed was very good, no problems getting on the buses.
Riverpointe had hired 20 Security Officers of their own. The big four
bridge caught fire it only took minutes for the Fire Department to get
there this year, last year it would have taken hours.
RECYCLING DROP OFF
George Trembly reported that the recycling drop off at Fire Station 3
is too small as its only a single drop off. He has checked with Jan
Wheatley on putting in 3 recycling dumpsters at the Animal Shelter
location. Director Lakeman asked Lee Hemingway to take care of this.

Assistant Fire Chief Clifton James JR.~ thanked the Police Department
for their help when the Big Four Bridge caught fire.

YOUNGS CORNER
Mrs. Hensen called to complain about the stop at Youngs Corner that
people are running. Chief Elliott said they didn't have time this
Week to see her on Thursday during the Thunder Over Louisville Event
~oming up. He will send Lt. Schmidt the first of next week to see her
~nd set up and watch the traffic flow.

ROAD WORK AT THE WASTE TREATMENT PLANT
Steve Tolliver and Jim Matra met with the Mayor before the B.P.W.
meeting to discuss some of the road work to be done at the new
Wastewater Plant. The Plant is up to 90% of being complete~ major
construction is completed. Pennsylvania Avenue and Riddle Street iS
in bad shape. The Contractor has every right to use the roads,
nothing in the contract that says that if roads fail while he's using
it, that its his fault. The Contractor has agreed to pay a portion o~
the cost of repairing the damage to the road. The Engineering Firm of
Jacobi, Toombs and Lanz has viewed the road and reported that it was
never put in properly to begin with to handle heavy loads. Hail
Contractors has agreed to pay and do the work for $2544.00 on
Pennsylvania Avenue. These figures he is mentioning now may be a
little off, he has not had time to go over them with Lee Hemingway.
Sewage Department needs to spend $3519.00 to have the road paved.
Finish milling~ paving and putting in binders will take care of part
of Riddle and part of Pennsylvania Ave. Mayor Parker wishes for the
Board to act on this and approve this. Director Matra reported that
when Hall Contractors rebuilds the roadway and puts the binder in up
to the present street level then pave later. 3rd area 150' off Dutch
Lane estimated cost at $1,626.00.for 1" resurface~ all paving will be
completed in this area. Steve asked the Board to approve or
disapprove this action to have it finished. Director Matra commented
that Hall Construction get that portion rebuilt and resurfaced all at
one time~ so it will be the same. Director Matra made the motion to
accept this~ seconded by Director Lakeman~ and carried unanimously.
There being no further business to come before the Board, Mayor Parker
made the motion to adjourn at 10:30 A.M. seconded by Director Lakeman
and carried unanimously.
