MONDAY April 6, !99B
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker,
personnel and Safety Director Harold Lakeman~ and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner William Gavin~ Street
Commissioner Lee Hemingway~ City Attorney Mike Gillenwater, Utility
Director Steve Tolliver~ Assistant Police Chief Charles Elder~ Fire
Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal
Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike
Wathen~ City Services Coordinator George Trembly, Park Superintendent
Rodger Caldwell, Sewer Office Manager Bob Goldman, Councilpersons Wm.
Wolpert~ Steven Stemler~ Peggy Knight Wilder, Donna Frantz, Clerk and
Treasurer C. Richard Spencer Jr., and Clerk Alice Davis.
Director Lakeman made the motion to approve the payrolls as presented
with the exception of one overtime cl~im~ Director Matra seconded~ and
carried unanimous~ly·
RESDIENT ONLY PARKING UPDATE
Chief Police Elliott sent Lt. Schmidt to Mr. Wilsons home R times,
both times he was not there. He did talk to Mr. Wilsons neighbor and
she agreed to move her car to the rear of the property. She does not
want the parking sign. Lt. Schmidt will get in touch with Mr. Wilson
to see if he agrees with this arrangement.
HANDICAPPED PARKING UPDATE
Councilperson Wm. Wolpert reported that he has had several more calls
about handicapped parking for the Thunder Over Louisville Event. He
is referring all calls to Chief Elliott.
HOLES CUT IN SIDEWALK
Mark Dolasse a resident at lO0 W. Chestnut Street got permission from
the past Administration to cut holes in the sidewalk in front of his
home to plant trees. Two holes have been cut and trees planted~ he
needs two more cut. Donnie Peele met with Mr Dolasse saw where he
wanted them cut, but wasn't home when he returned. Rodger Caldwell
said that Donnie Peele will take care of this.
VENDORS PERMIT
Jeffery Doll requested a permit for Thunder Over Louisville to sell
Children's Novelities. His request was turned down. There was a cut
off date.
PEDDLER'S PERMIT
Paul Fetter request a Peddler's Permit for Movie Express. He sold his
business to Mr. Dennis Moore. The cost of the permit is $25.00 for a
year and must be paid in the City Clerk Treasures Office to Mr.
Spencer. Director Lakeman made a motion to accept~ Director Matra
seconded, and carried unanimously.

ACCESS TO OAKRIDGE DRIVE
Mary Eve of Arbys Restaurant requests permission to complete work
necessary to cut an entrance from Oakridge Drive to their parking lot.
Arbye owns the property and will pay for the construction. Mayor
Parker asked Building Commissioner Gavin to check on this. He also
asked Ms. Eve to submit a blue print or a drawing on this and then we
will go from there.
CHANGE ORDER APPROVAL
Mr. Krebs a representative of the Wastewater Treatment Plant needs to
have four items changed:
1) Increase of electrical services.
2) Modify 8 valves.
B) Size of Oxydation ditch.
4) Furnish and install new fixtures in kitchen and lavatory--renovate
old building.
1st 3 items are necessary. The total change for the Change Order is
$41~801.00. Director Lakeman made the motion to accept this~ Director
Matra seconded, and carried unanimously.
MAIN STREET REQUESTS
Sonny Brewster representing Main Street Organization requests for 1)
Bunny Walk--Saturday April 18th from 8-3pm. requesting permission to
have Spring Street Corner barricaded 2) Earth Day--Saturday April 85th
requesting a vendors permit. A Non-Profit Organization permit fee is
waived. Insurance requirement stays the same. Certificate must be
shown to Mr. Spencer.) Steamboat Race Party Function-- Main Street
requests the same area on Riverside Drive where they were located last
year.4) Street Banners--Main Street request approval for two full size
street banners to be put up at two specific locations one on Spring
Street and E. loth Street.5) Spring On Spring-- is deferred right now
will give a presentation in a week or two when plans are complete.
Director Lakeman made a motion to accept this~ Director Matra
seconded~ and carried unanimously.
CAR SHOW
Mr. Corky Scales requests street closings for Sunday April 86th. The
streets are Court Avenue between Wall Street and Pearl Street~ Mr.
Scales needs to notify the press as to the day and streets to be
closed
LR & S MONEY UPDATE
Jorge Lanz reported on road projects.
1) Market Street
2) Dutch Lane, Hamburg Pike Interchange
3) Hamburg Pike to New Albany-Charlestown Pike

Jerry Dooley, Clifton James JR., attended a seminar on
a Disability Act. Interviewing for a job, must not ask
about any handicap or disability. We have to make places acces.sible
fo~ the handicapped and must have plan in place by July 26th. Job

George Trembly requests approval for 6 dumpsters to be placed in
various locations in the city between April 83rd - 8?th supplied by
Rumpke. (see attached copy) George will see that the news paper gets
the listings for the dumpsters locations. Director Lakeman made a
motion to accept this~ Director Matra seconded~ and carried
unanimously.

very well. She has been to about 10 meetings and reported that this
years event is going great.
