Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin, Street Commissioner Lee Hemingway, City Attorney Mike Gillenwater, Utility Director Steve Tolliver, Police Chief Rick Elliott,Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen, City Services Coordinator George Trembly, Park Superintendent Rodger Caldwelli Sewer Office Manager Bob Goldman~Assistant Police Chief Charlie Elder, City Councilman Bill Wolpert, Police Officer Don Grimes, Clerk and Treasurer Richard C. Spencer Jr. and Clerk Lynne Kempf. Director Lakeman made the motion to accept the payrolls and claims as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to 1992, as presented, seconded by unanimously. approve the minutes of Director Matra and March S~ carried LETTER OF THANKS Mayor Parker read a letter of thanks from Operation Life commending Officer Don Grimes for his life saving efforts in a recent fire. Police Chief Elliott also commended Officer Grimes for his outstanding performance in another potentially dangerous situation. 'FEES FOR VENDORS Director Lakeman recommended putting a flat fee of $75.00 for the first day and $25.00 for each additional day for all vendors. Also, no alcoholic beverages are to be sold unless state approved. Director Lakeman made the motion to accept this, seconded by Director Matra. CONTRACT FOR EYE LEVEL ADVERTISING City Attorney Gillenwater said he has reviewed the contract and will make some changes. Attorney Gil!enwater will be sending a letter to Eye Level asking for a response to the changes. DRAINAGE PROBLEM AREAS Regarding Suburban Acres,Building Commissioner George Lanz is taking another look at the area another recommendation on this. Gavin reported that and will be giving Regarding Augusta Drive, Commissioner Gavin requested the specifications to read for a net to be placed over the top of seeding to prevent washing away of soil. Regarding Springdale Drive, permission has been given by Attorney Vissing to proceed with whatever is necessary to alleviate the problem. PAGE 2 MARCH 9, 1992 Commissioner Gavin also asked approval on four addresses which are: 419 W. Riverside~ 701 Loop Dr., 1408 Port Road, and 1308 Port Road. Director Lakeman made the motion to accept, seconded by Director Matra and carried unanimously. SECTION 185 Joe Cavallo representing Edward C. Cooper and Associates in conjunction with the City Clerk Treasurers office was asking permission to change a few things pertaining to the City's voluntary insurances. Mr. Cooper has reviewed all insurances and it was found that in order to comply with Section 125 guidelines, we will no longer be able to deduct premiums unless the company is totally Section 125 or totally not Section 125. Therefore, Mr. Cooper has asked that effective May 1~ only premiums that fall under these guidelines will be payroll deducted. He asked the Boards approval to freeze all products being sold unless they are different from the products being sold by the following companies: Compdent, AFLAC,Anthem Life, and Mass Mutual. However, companies may bid on Dental plan and Voluntary Life. The motion was made by Director Lakeman to approve the proposal~ seconded by Director Matra and carried unanimously. MEETING Clerk Suzy Nevitt urges all department heads meeting at 9:00a.m. Thursday ~ March 18, conference room. to attend~ an insurance 1992 in the Mayors PARKING PERMIT REQUEST Leroy Morlan requested a parking permit for 626 E. Spring Street for Chili Time Restaurant. Mayor Parker said an ordinance is being drafted pertaining to this problem. Mr. Morlan's request has been tabled until further notice. WALK-A-THON Mike Whooley requested permission for a Walk-A-Thon from Warder Park to the City County Building and back on Monday~ April 6, 1992 at 1:30 p.m. Director Lakeman made the motion, seconded by Director Matra and carried unanimously. STREET CLOSING Dave Broady of Southern Indiana Excavating asked permission to close Jeff-Charlestown Pike for approximately 4 hours to install a water line in Four Oaks Subdivision on Wednesday, March 11 from 8:30 a.m. to 8:30 p.m. Director Matra made the motion to approve the request~ seconded by Director Lakeman and carried unanimously. EARTH DAY George Trembly asked permission to close Court Avenue between Spring and Wall on Saturday, April 85, 1998 at 8:00 a.m. to 3:00 p.m. for Earth Day activities. Director Lakeman made the motion to approve the request, seconded by Director Matra and carried unanimously. PLANNING AND ZONING CONTRACT PAGE 3 MARCH 97 1998 recommended approving the contract Attorney Gi I lenwater and Zoning by Attorney Mike Forsee to be effective February Director Matra made the motion to approves seconded by Lakeman and carried unanimously. for Planning ls 1998. Director OLD TIRES Director Lakeman presented an offer from Irish Park to accept the city's old tires for $1.00 a piece if the city delivers them. Director Lakeman made the motion to accept the offer, seconded by Director Matra and carried unanimously. FIRE TRUCK UPDATE Fire Chief Dooley reported that the refurbished fire truck will be done and ready to be picked up around the 16th of March. ~EALTH WALK Assistant Police Chief Eider reported that the Parkview Junior High teachers and students will be having a Health Walk on March 26th at 9:00 a.m. for Health Week. They are asking for assistance from the police department in leading the walk. Director Lakeman made the motion to approve, seconded by Director Matra and carried unanimously. WATER PROBLEM Mr. Meyers requested that something be done about the water problem at his residence. THANK YOU Director Lakeman thanked Mayor Parker for the nice compliments paid him and other department heads in the Evening News article on Saturday, March 9th.
