Parker Jr. called the meeting to order at 8:30 P.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner William Gavin, Street Commissioner Lee Hemingway, City Attorney Mike Gillenwater, Utility Director Steve Tolliver, Police Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen, City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Lynne Kempf. Director Lakeman made of January 81, 1998, carried unanimously. the motion to approve the minutes of the meeting as presented, seconded by Director Matra and Director La'keman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. SUBURBAN ACRES DRAINAGE PROBLEM Building Commissioner Gavin was contacted by Councilperson Wilder about opening it up for bid. Jacobi Toombs is to be contacted about getting specifications drawn up. LOADING ZONE AT 350 SPRING STREET Mayor Parker recommended putting on hold until a decision is made by the Council. The Council will be discussing this issue Monday night at the Council meeting . PHONE SYSTEM FOR POLICE DEPARTMENT Chief Elliott sought permission to negotiate with AT and T for a new updated phone system for the police department. Permission was granted by Mayor Parker. REQUEST FOR YELLOW LINE Chief Elliott requested having a yellow line painted on curb of the south side of Franklin Square by Meigs Avenue for safety purposes and truck unloading. Mayor Parker assigned Street Commissioner Hemingway to that task. Director Lakeman made the motion to accept and Director Matra seconded and carried unanimously. THIRD ANNUAL JEFFERSONVILLE ROAD RUN Bonnie Dillon of Tri Kappa Sorority asked permission to host the 3rd Annual Jeffersonville Road Run to occur Saturday, April 18th at 8:00 a.m. starting at Rose Hill School. Director Lakeman made the motion to accept and was seconded by Director Matra and carried unanimously. PAGE ~ JANUARY ~9~1992 ~OIGNER AUTO ~IGN.REQUEST Charles Voigner of Voigner Auto requested a sign at the corner of loth and Penn Streets because of problems for customers finding his place of business. Mayor Parker recommended that he contact the State Dept. as loth Street is a state highway. ~OADING ZONE REQUEST Ted Bauerla of Ted,s Appliance requested a permanent loading zone at 324 Spring Street. Following discussion on this matters it was decided to table the request until further investigation. REQUEST FOR PERMIT A request was received from Glenna Clark and Gwen Clark for a permit for door to door campaign for Muscular Dystrophy and Crusade for Children in Jeff. Mayor Parker asked Director Lakeman to get information to be considered at a later meeting. REQUEST FOR RESIDENT PARKING SIGN Director Lakemen discussed a request made to Councilperson Wolpert by a Mrs. Leppert for a resident parking sign at ?01 E~ Market Street. After much discussion, it was decided that a sign was not needed there. Director Lakeman made the motion to deny the request~ seconded by Director Matra and carried unanimously. EARTH DAY City Services Coordinator start brainstorming for suggestions are welcome. George Trembly asked all department heads to Earth Days April 18th. Any ideas or TIRE DISPOSAL City Services Coordinator Trembly asked permission to have old tires which are being dumped at the Street Dept. by the general public to be picked up and disposed of by a contractor for $1.25 per tire. They would not be taken to our landfill. Mayor Parker recommended proceeding with this plan. Mayor Parker also euggested getting a sign made stating that there is to be no dumping of tires~ batteries~ etc. at the street dept. dumpsters. LIFT STATION SIGNS Utility Director Tolliver asked for permission to get new signs on 28 Lift Stations. The low quote was from Bond Sign for $696.00. Lakeman made the motion to approve and was seconded by Director Matra and carried unanimously. POLYMER BID Utility Director Tolliver made a request to table ali Polymer Bids while a study is being done on which chemicals are going to work best. He will be able to make a decision by the next meeting. CAR PHONE LIST Utility Director Tolliver working on the car phone the phone company. vASSE STEELE JANUARY B?~ 1992 reported to Mayor Parker that he is still list and is awaiting some information from Director Tolliver wanted to let the Mayor Vasse Steele has made a committment to come they meet all federal limits. Mayor Parker wants and help them in any way we can. INTRODUCTION Animal Shelter Manager Jan Wheatley introduced her Officer, Mike Gentry. He will be attending the next she will be out of town. BITUMINOUS BIDS The following companies were GASOLINE and the Board know that to Jeffersonville and that to make them welcome Animal Control two meetings as low bidders for bituminous bids: Makowsky Oil Company was the only bidder for gasoline. Prices are as follows: Regular leadfree $.6205; Super Premium leadfree gasoline $.6935; ~2 Diesel fuel $.5955. Director Lakeman made the motion to accept this bid , seconded by Director Matra and carried unanimously. Mayor Parker asked Director Lakeman to inquire about state tax on gasoline and why it:s charged. STONE AND PAVING MATERIALS Gohmann Asphalt and Lucas Brothers Inc. are still under consideration and have been tabled until more information is gathered. CHEMICALS These are the low bids: Jones Chemicals, Beech Grove, In.-liquid chlorine, $21.30 lb., 150 lb.cylinder. HVC Inc., Cincinnati, OH- Liquid Chlorine 1 ton cylinder, $118.95 ton. Ulrich Chemical Inc.~ Indianapolis~ In.- Potassium Permang., $1.29 lb. Director Lakeman made the motion to accept these bids, seconded by Director Matra and carried unanimously. JANUARY B?~ 199~ LEASE BIDS Bid on borrowing money for fire tcuck: Following all discussion, Liberty National Banks bid was accepted. 5 year term~ quarterly payments, 5.49%. Director Matra made the motion to accept, seconded by Director Lakeman and carried unanimously. REVIEW OF CITY ATTORNEY CONTRACT city Attorney Mike Gillenwater's legal services contract of $87,400.00 for the year was approved. He also stated for the record that he shares office space with County Attorney Dan Moore and should a conflict ariee between the City and County, one or both would withdraw from the case. The Disciplinary Commission says this arrangement is fine and will be sending a letter stating so. Director Matra made the motion to approve, seconded by Director Lakeman and carried unanimously. REVIEW OF CONTRACT FOR PLANNING COMMISSION ATTORNEY Attorney Mike Forsee will be the attorney for the Planning and Zoning Board.to take affect Feb. 1, 1998.. His legal services contract for $6~500.00 was approved. Director Matra made the motion to accept~ seconded by Director Lakeman and carried unanimously. REINSTATEMENT OF JOHN PALMER City Attorney Gillenwater advised for Firefighter John Palmer to be notified to attend the next board meeting in order to speak out on this issue. Also, he is to be reinstated back to Major commencing January 16, 199B to the next meeting date of February 3~ 1992.
