HomeMy WebLinkAbout01-13-1992 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF jEFFERSONVILLE, INDIANA MONDAY, JANUARY 13~ 1992 Mayor Raymond J. Parker Jr. called the meeting to order at 2:30 P.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra who was sworn in to be a Board member. Also present were: Building Commissioner William Gavin~ Street Commissioner Lee Hemingway~ City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Police Chief Rick Elliott, Assistant Police Chief Charles Elder, Motor Vehicle Supervisor Bob Miller, Fire Chief Jerry Dooley~ Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen~ City Services Coordinator George Trembly, Park Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Barbara Hollis. Director Lakeman made the motion to of January 6~ 1992, as presented~ carried unanimously. approve the minutes of the meeting seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. BLACKWOOD COURT DRAINAGE Commissioner Gavin informed the Board that rip rap would be a satisfactory solution to the drainage problem on Blackwood Court. Director Lakeman made the motion to go ahead with the repairs, seconded by Director Matra and carried unanimously. EWING LANE 3-WAY STOP Director Lakeman~ Chief Elliot and Commissioner Hemingway all agree a 3-way stop is needed on Ewing Lane at the entrance/exit to a new subdivision. Director Lakeman made the motion to install a 3-way stop, seconded by Director Matra and carried unanimously. INSURANCE Mr. Joe Olson with Robinson-Conner appeared before the Board to request an opportunity to bid on employee insurance benefits. The current Agent of Record will be retained during the current contract which is up for renewal in May. STEAMBOAT RACE PARTY Ms. Holly Johnson, Main Street Director, appeared before the Board to request a vendor permit for the Steamboat Race Party (April 29) and to have exclusive rights for the area between the River and the Floodwall from Clark to Walnut. Mayor Parker asks that a plan and requirements be set up. Following all discussion, Director Lakeman made the motion to approve Ms. Johnson's request, seconded by Director Matra and carried unanimously. CLAIMS APPROVAL The sewer claim list was presented for approval. Following discussion, Director Lakeman made the motion to approve all the claims as presented with the exception of the Taggart/Waiz claim~ seconded by Director Matra and carried unanimously. PAGE 8 JANUARY 13~ 1998 FIRE DEPARTMENT PROMOTIONS Fire Chief Oooley presented the following recommendations for promotions in the Fire Department: Sgt. Charles Haven, to rank of Lieutenant; Pvt. David Hosea, to rank of Sergeant; Major Clifton James to rank of Lt. Colonel. Following all discussion~ Director Lakeman made the motion to approve the promotions as presented, seconded by Director Matra and carried unanimously. IVANHOE DRIVE Attorney Gillenwater received a call from Mrs. Greene regarding the ' request to vacate a portion of Ivanhoe Drive. He advised her to put. her request in writing and appear before the Board. ~ PARK DEPARTMENT BROCHURE Superintendent Caldwell presented those in attendance with the new Park Department brochure. RECYCLING Coordinator Trembly informed the Board that Speed Concrete is no longer taking tires as reported earlier. Other areas are being looked into~ as there is about a semi load at the Street Department. Coordinator Trembly reported newspaper recycling dumpsters will be made available at a cost of $40 per dumpster per time it is dumped. Tentative locations for these are the Hospital and the K-Mart/Kroger parking lot. It is suggested another location would be the road to the Animal Shelter. Director Lakeman made the motion to approve the newspaper recycling dumpsters, seconded by Director Matra and carried unanimously. The budget will be looked at. THUNDER OVER LOUISVILLE Chief Elliott informed the Board the Thunder Over Louisville celebration will be April 11 with an expected crowd of ?0,000 to 100,000. There are also 18 local proms scheduled that same night. Arrangements are being made and ail Police will be required to work. NEW EMPLOYEE Mayor Parker introduced Mr. Bob Miller who will be working as a Supervisor in the Motor Vehicle Department. Mayor Parker feels Mr. Miller will be a tremendous asset to the City. HOPKINS LANE DRAINAGE Director Tolliver reviewed the history of a drainage problem on Hopkins Lane. He has turned this over to Attorney Gillenwater. Director Tolliver believes the water in the basement is due to ground water~ not from the neighbor. CAR PHONES Director Tolliver is getting a list of car phones and asks for help from each department. UPOATE ON RECYCLING There are presently Five (~) recycling dumpetera in the City of Jeffereonville. Locations ere: Chestnut Street, City Parking Lot. Clark Memorial Hospital, Parking Lot. Youngstown Shopping Center, Parking Lat. Hamburg Pike, across From Fine Station # Recycling items are as follows: Aluminum - Cane~ pie plates, TV treys, foil. Cans - Bi-Metal, steel. Plastic - Milk: Sode~ Watem Bottles, Juice and Liquid detergent bottles. (Crush plastic items) Glass - Food containers and beverage bottles. NOTE: Rinse all items end remove labels from cans. If plastic bins in dumpsters ere Full, use glass bins. NEW ITEM: Watch Evening News For location of newspaper recycling dumpsters. PAGE 3 JANUARY 13, 1998 PART-TIME EMPLOYEE PAY Director Tolliver has received a complaint that part-time employees did not receive a pay increase at the first of the year. He was informed that it has been a practice that no pay increase be given to part-time employees. SUBDIVISION STREETS 'Commissioner Gavin has received a request to accept the streets in ~Unit #1 Foxborro. There are some cracks that need to be checked. Commissioner Hemingway is not happy with the entrance and the ¢ cul-de-sac. No streets will be accepted until inspections have been passed. REQUEST TO ROCK ALLEY Commissioner Gavin has received a request to rock the alley between Mitchel and Frances. REQUEST TO CLOSE STREET Commissioner Gavin has received a request from Joe Reschar to close Dutch Lane, January 15~ and 16 between the house of 9:00 A.M. and 3:00 P.M. It is requested he close only one side at a time. Director Lakeman made the motion to allow Joe Reschar to close Dutch Lane one lane at a time, seconded by Director Matra and carried unanimously. Joe Reschar is to provide the flag men. ALLEY TRASH COLLECTION Commissioner Gavin presented pictures showing damage done in the 1000 block of the East ?th Street Alley, from the garbage truck. There is a request for a retaining wall. Following all discussion, it was decided to pick up the garbage in the front of the homes. Commissioner Hemingway will deliver notices to the residents. MAYOR'S NOTES Mayor Parker informed the Board Assistant Chief Elder has been accepted to the National F.B.I. Academy. Mayor Parker asks for participation in the Martin Luther King events being held on January 80, 1992. There being no further business to come before the Board, Mayor Parker made the motion to adjourn at 3:25 P.M., seconded by Director Lakeman and carried unanimously.
