HomeMy WebLinkAbout12-13-1993MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY ~ V OF THE CITY OF J~FFERSON !LLE~ INDIANA MONDAY DECEMBER 13~ 1993 Administrative Assistant Donna Baird took the place of Mayor Raymond Parker Jr. in his absence called the meeting to order at 9:30 A.M., and on call of the roll those members present were Donna Baird, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Assistant Police Chief Charles Elder, Fire Chief jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh~ Parks Superintendent Rodger Caldwell, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to of December 6~ 1993 as presented, carried unanimously. Director Lakeman made the motion to approve the minutes of the meeting seconded by Director Matra and approve the payrolls as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Marco and carried unanimously. PEDDLER'S PERMIT Brenda Carroll appeared before the Board requesting a Peddler's Permit to set up booths or put cards with merchandise on them on store~s counters. Acting Board Member Donna Baird explained that she did not need a Peddler~s Permit or any other kind of permit if it's put on private property, ~ust permission from the owner. NEW FIRE DEPARTMENT EMPLOYEE Fire Chief Jerry Dooley is requesting that the Board accept Marvena Allen as the new Fire Department employee. The standards established by P.E.R.F. has been met. Director Lakeman made the motion to accept Marvena Allen as the Fire Departments new employee~ seconded by Director Matra, and carried unanimously. RULES AND REGULATIONS Fire Chief Jerrry Dooley is requesting the Boards approval for an addition to the rules and regulations governing the Jeffersonville Fire Department. No facial hair will be permitted that will interfere with the facepiece sea! of respirators~ this includes beards~ etc. to take effect on December !3, 1993. Director Matra made the motion to accept the changes for new rules and regulations for the Fire Department, seconded by Director Lakeman~ and carried unanimously. (~ee copy)~ PAGE ~ DECEMBER 13~ 1993 FAMILY LEAVE ACT Assistant Police Chief Charles Elder is requesting that the Board pass one uniform City policy for the Family Leave Act that Congress enacted on August 53 1993 because it is going to have a impact on different departments. Assistant Chief Elder gave City Attorney Mike Gillenwater a book out of the FBI Law Enforcement Bulletin so he can go over it and possibly see the benefits of having just one uniform City policy on this act. LETTER City Attorney Mike Gillenwater said that he received a letter from John Doehrman who is the Attorney that represents the Building Authority. Since the building has been constructed: there has been a drainage problem on the Judicial side, everytime it rains hard the basement floods. The Building Authority had it repaired, the cost is $5,630.00 and they are asking the City and County to reinburse them for it. Clerk Treasurer Dick Spencer, Jr. asked what the date of the letter was, Mike said that it is dated December 2, 1993. Dick explained that he talked to Mark VanG~lder telling him that the City will be paying an additional $30~000.00 to the Building that they didn't know they were getting so that might takJUth°rit~f care the bill. Mike said that he will respond 'to Mr. Doehrman about this matter. INMATE ESCAPEE Assistant Police Chief Charles Elder reported that the escapee from the County Jail over the weekend was caught last night at 8th. and Main Streets by our Officers. RA~MP__REPAIE Street Commissioner George Trembly reported to Gillenwater said that his men helped repair the the trucks~ tractor, dug the old sidewalk out, away. Mike said that he ~ill take care of it. SEWER TAP IN APPROVALS City Attorney Mike ramp. He furnished hauled the concrete Plant Superintendent Larry James said that he needs the Boards approval -For the two sewer tap ins requested by Jerome Schuler and Kenneth Morris. Mr. Schuler will have to have B lines running to the sewer and will have to sign a wavier if we decide to annex that area. Director Lakeman made the motion to approve the sewer tap ins~ seconded by Director Marra~ and carried unanimously. PAGE 3 DECEMBER 13~ 1993 PHASE II MARKET STREET RECONSTRUCTION Jorge Lanz is appearing before the Board regarding the Market Street Reconstruction Project Phase II~ Mr. Lanz said that the project is to go to a letting in March or April 1994. As part of the process we have the plans at this stage, there in we have to buy the right of ways. We have to have the inspection contract set up. The Board needs to select a firm to perform the inspection for phase II of the project. Jorge is requesting a motion to select a firm to perform the Construction Engineering Service for Phase II. Director Lakeman made the motion to accept Jacobi, Toombs and Lanz as bhe Engineering Firm to do the inspection on Phase II~ seconded by Director Marra~ and carried unanimously. When this evaluation is conducted by a physician other than the fire department physician, the evaluation shall be subject to the review and approval of the fire department physician. 5-3.7 Members using SCBA shall operate in teams of two or more who are in communication with each other through visual, audible, physical, safety guide rope, elec- tronic or other means to coordinate their activities, and are in close promixity to each other to provide assistance in case of an emergency. 5-3.8* When members are involved in operations that require the use of SCBA or other respiratory protective equipment, at least one member shall be assigned to re- main outside the area where respiratory protection is re- quired. This member shall be responsible for maintain- ing a constant awareness of the number and identity of personnel using SCBA, their location and function, and time of entry. Members with SCBA shall be available for rescue. 5-3.9* The facepiece seal capability of each member qualified to use SCBA shall be verified by qualitative fit testing on an annual basis and any time that new types of SCBA are issued. Each new member shall be tested before being permitted to use SCBA in a hazardous at- mosphere. Only members with a properly fitting facepiece shall be permitted by the fire department to function in a hazardous atmosphere with self-contained breathing apparatus. 5-3.10' Beards or facial hair that interfere with the facepiece seal shall be prohibited for members required to use SCBA.
