OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY DECEMBER 6, 1993
Administrative Assistant Donna Baird took the place of Mayor Raymond
Parker, Jr. in his absence and called the meeting to order at 9:30
A.M., and on call of the roll those members present were Acting Mayor
Donna Baird~ Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Mill~r~ Street Commissioner George Trembly~ Maintenance Foreman Mike
Ewton~ Plant Superintendent Larry James~ Police Chief Rick Elliott~
Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, Parks
Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman~
Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of November B9,1993 as presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
OIL REFINING PRESENTATION
Plant Superintendent Larry James reproted that the Oil Refinging
Presentation will not be completed until January.
STREET LIGHT 210 E. PARK PLACE
Police Chief Rick Elliott recommends to the Board to take no further
action on the street light at 210 E. Park Place. Director Matra made
the motion to accept the recommendation of Chief Elliott concerning
the street light at 210 E. Park Place~ seconded by Director Lakeman~
and carried unanimouely.
POTHOLES ON MARKET STREET
Mr. Jerry Smith appeared before the Board with a complaint about a
pothole on Market Street that damaged his car on November 2?, 1993 at
9:40pm. He had to replace a tire and had to have a front end
alignment. Acting Mayor Donna Baird said that she talked to City
Attorney Mike Gillenwater about thie and he said that this is a legal
issue and the Board doesn't a~t on issues of this nature. Mr. Smith
needs to get in touch with Mr. Gillenwater about this.
CHANGE ORDER FOR MARKET STREET
Personnel and Safety Director Harold Lakeman reported that Clarance
Kerbs gave him a change order for patching on Market Street and needs
to have it signed. Harold talked to Jorge Lanz about this and he
recommends that we sign it. Director Lakeman made the motion to
accept the Change Order for Market Street, seconded by Director Matra,
and carried unanimously.

LETTER
Acting Mayor Donna Baird has a letter that Mayor Parker asked her to
read a letter- from the United Way. Frances A. Conroy campaign
chairman wrote to say that she wanted to personally thank all the City
Employees for their generous contributions. The City's contributions
were up 75%-80%.
CHRISTMAS IN THE PARK
Personnel and Safety Director Harold Lakeman wants to commend Parks
Superintendent Rodger Caldwell and Assistant Parks Superintendent
Donnie Poole for a great ~ob they did at Warder Park 'For the Christmas
Party on Friday December 371993.
ADDITIONAL CONTRIBUTIONS
Sewage Collection Officer Manager Jim Matra reported that the Sewage
Department is making as additional contribution in the Sewage Utility
to the Improvement Fund. It will be raised from $18~750.00-$30,000.00
a month. Director Lakeman made the m~tion to accept the
recommendation from Jim Matra for additional contribution to the
Improvement Fund from $18,500.00-$30,000.007 seconded by Acting Mayor
Donna Baird, and carried unanimously.
RENOVATION
Police Chief Rick Elliott reported that the renovation has started on
the 3rd floor7 in the County Council Chambers and the County
Commissioners area. The County Council Chambers will become the
Detective Headquarters and should be completed by December 31~ t993.
SHOP WITH A COP
Police Chief Rick Elliott wants to remind everyone that Shop With A
Cop will be Tuesday December 147 1993. We ~ill be able to help 90
plus kids this year.
RENOVATION OF MAPLE STREET SCHOOL
City Engineer Bob Miller received a call from the Greater Clark County
Schools maintenance department requesting No Parking signs around
Maple Street School during renovation. City Clerk Treasurer Dick
Spencer told Bob that the streets around the school are soft with
quick sand and should not have heavy equipment driving on them~ they
should be rerouted another way. Building Commissioner Bill Gavin
suggested that a letter be sent to the Contractor and the concrete
company explaining the rerouting. Bob Miller said that the renovation
will begin on December ~3, 1993. Director Matra made the motion to
accept the no parking signs around Maple Street Schooi~ seconded by
Director Lakeman~ and carried unanimously.
HANDICAPPED CURB RAMP BIDS
City Engineer Bob Miller reported that he has received bids on
handicapped curb ramps~ they are as follows: IRISH PARK $838.00~
SOUTHERN INDIANA EXCAVATING $1005.00~ ROGER SWARTZ $950.00. There are
several more coming in. This is a follow up.

STREET LIGHTS FOR NEW SUBDIVISIONS
City Engineer Bob Miller reported that the street lights that the
Builders are requesting for new subdivisions are creating a problem.
The cost for the Traditional pole is $11.56 and the wood pole is $6.66
a month~ PSI would like to have the Ordinance changed so all the
lights are the same. It was suggested that Bob talk to his liaison
Steven Stemler about the changing the ordinance.
ADA PACKET
Personnel and Safety Director Harold Lakeman asked City Engineer Bob
Miller if he received a packet on ADA from the State or Purdue
University. Bob said that Purdue sent him the package with blue
prints and other papers in it. Harold said that there is going to be
extensive changes.
HEPATITIS SHOTS
Fire Chief Jerry Dooley said that the Fire Department is still working
on the hepatitis shots. The 3rd. and final shot is scheduled for
December ?, 8, & 9, 1993. It will take care of all but 3 Firemen that
were on vacation at that time. There will be a make up class at the
first of the year~
PENSION BOARD MEETING
Fire Chief Jerry Dooley reported that the Pension Board met on Friday
December 3, 1993 on Marvena Allen. The vote was R-2 and Chief Dooley
had to make the deciding vote. Chief Dooley voted to accept Marvena
Allen as the next Fireperson. The PERF papers were sent out on Friday
December 3~ 1993 and should be receiving them back within a week.
Marvena should be starting to work around December 16~ 1993. The
Board of Public Works and Safety has to accept Marvena~ but they will
wait until the PERF papers are back.
SEWER TAP IN
Plant Superintendent Larry James has a sewer tap in request from Mr.
Jeep Schuler~ to tie in on the Carman Avenue sewer line for S trailers
in the County. The Health Department is going to condemn the trailers
if they don't get them put on the sewers. It was suggested that this
be tabled until Larry can talk to his liaison Steve Stemler and City
Attorney Mike Gillenwater.
N-VIROL SYSTEM
Plant Superintendent Larry James said that Mr. George Carey is
interested in buying the N-Virol System for $60~000.00. He would like
to lease it for 6 months for $2,500.00 per month and then buy it and
take the $~500.00 monthly payments off the $60,000.00. It was
suggested that this be tabled until Larry can talk with City Attorney
Mike Gillenwater and Mayor Parker.

REMINDER
City Clerk Treasurer C. Richard Spencer Jr. wants to remind all
Department Heads that the deadline for claims for the year is Friday
December 10~ 1993.
CITY ADDRESSES
Building Commissioner Bill Gavin received a call from the Postmaster
requesting the addresses for Hidden Lakes Subdivision be assigned Jeff
City addresses. Director Lakeman made the motion to accept Hidden
Lakes Subdivision as Jeff City addresses, seconded by Director Marra,
and carried unanimously. There being no further business to come
before the Board of Public Works and Safety~ Director Lakeman made the
motion to adjourn at lO:lOa.m.~ seconded by Director Matra, and
carried unanimously.
