OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY NOVEMBER 15, 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly, City Attorney Mike
Gillenwater~ Maintenance Foreman Mike Ewton, Plant Supervisor Lester
Best, Police Chief Rick Elliott~ Assistant Police Chief Charles Elder~
Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James~ Jr.,
Animal Shelter Manager Jan Wheatley~ Parks Director of Activities

Richard Spencer Jr.~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of November 87 1993 as presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
PARKING PROBLEM 813 PRATT STREET
Street Commissioner George Trembly reported that Mr. and Mrs. Briscoe
of 813 Pratt Street came before the Board in September with a
complaint about a neighbor parking too close to their driveway. The
neighbor is still parking too close to the driveway. The Police
Department has sent an Officer to talk to the neighbor Mr. Gilpin.
Also Councilpersons Bill Wolpert and Steve Stemler have looked this
situation over and talked to George about this. Assistant Police
Chief Charles Elder said that he has talked to all three neighbors and
there is no solution to this problem. Painting the curbs would cause
the problem to move down to the next neighbors. Mayor Parker asked
Councilperson Wolpert to explain the situation to Mr. ~ Mrs. Briscoe.
BANNERS
Linda Adams representing Clark Association of Arts and Crafts is
requesting permission to have banner hung at the loth Street location
for their annual Christmas sale on Saturday. Street Commissioner
George Trembly said that he will hang the banners tomorrow.
WASTEWATER TREATMENT PLANT
City Attorney Mike Gillenwater said that this is regarding the RFP
that Mayor Parker spoke about at last Friday's news conference
concerning the Wastewater Treatment Plant. Mike presented to the
members of the Board a request for qualifications asking for the
Boards permission to have Jacobi~ Toombs and Lanz send out to
Enviromental Engineering Firms asking them to submit their
qualifications for entering into an Operational Management Contract
Service with the City to operate the system. The requests have to be
in by .4:00pm, December 17, 1993. Director Lakeman made the motion to
allow our City Attorney to send out requests for qualifications~
seconded by Director Marra~ and carried unanimously.

CHRISTMAS TOUR
Keith Stayton representing the Christmas Tour of Jeff-Clark
Preservation on December 127 1993 2:00pm-6:OOpm is requesting banners
to be put up on the railroad bridge on 10th Street around
Thanksgiving, and also there will be Horse drawn carriages, Trolleys
downtown~ and a Trolley at Duffey's Landing going to the old Sheehan's
property. We will need an escort for the Trolley's going back across
the bridge that night. Mayor Parker asked Chuck Branham to talk to
Rodger Caldwell about parking cars at Duffy's Landing.
BIDS
City Clerk-Treasurer C. Richard Spencer, Jr. wants to remind everyone
about getting their bids in for gasolines chlorine, and bituminous
materials and etc. for 1994. We need to get the estimate amount that
you will be requiring for 1994 so we can get it advertised and have
the bids submitted back to the City in an appropriate time. Dick
suggested that Mike Ewton take care of the amounts.
P.E.R.F.
City Clerk-Treasurer C. Richard Spencer, Jr. presented a letter to the
Board from the Public Employee Retirement Fund stating that the City
has an employee that requests that 2 years of service be granted to
her from years that she worked previously from 1977-1979. Dick said
that they researched this and could not find anything on this employee
from 1979. The City of Jeffersonville cannot certify this since no
records are available~ but we have 3 affidavits stating that this
person was employed from December 19??-September 1999. Dick said that
he could not certify the time~ date and etc. and he requests that the
Board of Public Works and Safety for now and the future authorize Dick
to sign this, as the authorized signature for the P.E.R.F. employees
fund~ and to write a letter telling them that we will pickup the
liability on this. Director Lakeman made the motion to allow City
Clerk-Treasurer C. Richard Spencer Jr. to deal with P.E.R.F. in
regards to future applicants of City Employees~ seconded by Director
Matra and carried unanimously.
LEAVE OF ABSENCE
City Clerk-Treasurer C. Richard Spencer~ Jr. reported that the City
has an employee on leave from October 23-November 26, 1993 without pay
for personal reasons. Dick would like permission from the Board of
Public Works and Safety for the City to pickup his monthly Health
Insurances premiums and then take them out of his December pay so the
insurance won't be terminated. City Attorney Mike Gillenwater agreed
to this. Director Lakeman made the motion to accept this employees
leave of absence and pay his Health Insurance premium and take it out
of his December pay~ seconded by Director Marra~ and carried
unanimously.

SEWER TAP-IN
Clark Nichols who owns the quarry on Utica Pike is requesting to tie
on to the Clark Maritime sewers. He needs a letter from the City sent
~to the Port Commission in reference to this hook up. City Attorney
Mike Gillenwater said that Clark needs to sign a wavier for future
'annexationc Director Lakeman made the motion to accept Clark Nichols
'sewer tap-in at the Clark Maritime Center, and send the Port
Commission a letter, seconded by Director Marra~ and carried
unanimously.
LETTER
Mayor Parker received a letter from the Superintendent of Greater
Clark Schools Justin Roberts, regarding discussion that they had at
the School Board Meeting on a more rigid policy on weapone in school.
He stated that a knife that was confiscated was bought from a vendor
a~ the Steamboat Days Festival. Mr. Roberts is asking that the
vendor's at the steamboat Days be discouraged from eelling items which
would fall under the discription of weapons. Mr. Roberts is asking
your help in relating this concern to potential vendors for the 1994
festival~ so we can avoid similar situations in the future. Mayor
Parker said that Donna Baird needs to take this letter to the
Steamboat Days Festival Committee.
'1994 HOLIDAY SCHEDULE
City Attorney Mike Gillenwater presented to the Board a proposed
Holiday schedule for 1994 that Harold Lakeman put together. Mike
recommends that the Board adopt this before the end Of the year.
Mayor Parker suggested that the Board vote on it today. Director
Matra made the motion to accept the Holdiay schedule~ seconded by
Director Lakeman, and carried uanimously.
LAW SUIT
City Attorney Mike Gillenwater reported that the City Police
Department was sued by the estate of Jesse Lane who was killed in a
gun fight in the Greenwood area. Mike reported that the case was
d,ismissed in the City's favor and the Attorney for the Plaintiff was
ordered to pay our Attorney fees.
SYREET ACCEPTANCE
Engineer Bob Miller reported that he recommends to the Board of Public
Works and Safety to accept the street White Horse Vale in Four Oaks
Subdivision. Director Matra made the motion to accept the street
White Horse Vale in Four Oaks Subdivision~ seconded by Director
~Lakeman~ and carried unanimously.
~PAINTED CURBS ON ?TH STREET
Engineer Bob Miller has a request from County Assistant Police Chief
Marble about painting curbs yellow because his supply trucks are
having trouble getting backed in. tt will eliminate 5 parking spaces.
City Attorney Mike Gillen~ater said that Bob needs to contact the
Offices in that block of 7th Street for their input. We will table
this until next week.

Fire Chief Jerry Dooley reported that the new Fire Department
applicant is in Indianapolis today taking her aptitude test and ·
physical. We will get the results back in a week to ten days. If she ·
passes the tests then we will meet with the Pension Board.
There being no further business to come before the Board of Public
Works and Safety~ Director- Lakeman made the motion to adjourn at
lO:lSa.m.~ seconded by Director Matra, and carried unanimously.
