OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY NOVEMBER 8; 1993
Mayor Raymond J. Parker Jr. called tine meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Parker~
Personnel and Safety Director Harold Lakeman~ and Sewage Collection
Office Director Jim Matra.
Also present were: City Engineer Bob Miller, Street Commissioner
George Trembly~ City Attorney Mike Gillenwater, Maintenance Foreman
Mike Ewton, Plant Superintendent Larry James~ Police Chief Rick
Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley:
Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob
Goldman, Administrative Assistant Donna Baird, Clerk and Treasurer C.
Richard Spencer Jr., and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of November 1, 1993 as presented~ seconded by Director Matra and
carried unanimously.
Director Lakeman maze the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
Director Lakeman made the motion to approve the claims as presented~
seconded by Director Matra and carried unanimously.
SEWER EXTENSION
Jorge Lanz representing Jacobi~ Toombs and Lanz reported that they are
still working on the figures for the sewer extension on Hamburg Pike
for Mr. Ralph Conn.
NEW YEARS DAY HOLIDAY
Personnel Director Harold Lakeman said that he has been asked about
what day should be taken off for New Years Day since it falls on
Saturday. Mr. Lakeman talked to the County Commissioners about which
day the County would be taking off, they said that it will have to be
on Monday January 3~ 1993. Director Lakeman made the motion to make
the New Years Holiday on January 3~ 1993 in conjunction with the
County, seconded by Director Marra~ and carried unanimously.
MARKET STREET PHASE TWO PROPERTY ACQUISITION
Mr. Jorge Lanz representing Jacobi, Toombs and Lanz reported that the
Market Street Project is coming along good. Mr. Lanz presented
proposals for acquiring the 13 parcels of land that is needed for the
right-of-way. Director Lakeman made the motion to approve the right
of way acquisition of phase two of Market Streets seconded by Director
Matra and carried unanimously. (SEE COPY)

DUMPSTER
Mr. Morris Kah! manager of 'the Burger King on E~ lOth Street in
Jeffersonville has a complaint about the Salvation Army clothing
dumpster behind his business. City Attorney Mike Gillenwater said
that he received the call -From Mr. Kahl and has been in touch with the
Salvation Army and is working with them on this complaint.
ELECTRIC FENCE
Personnel Director Harold Lakeman reported that there is a electric
fence at the home of Mrs. Mapley at lB03 Tranquil Drive inside of her
regular fence. Mrs. Mapley said that it is not hooked up. The
complaint came from Billy that works for the Building Authority.
Building Commissioner Dill Gavin said that he recommends to have the
transformer disconnected. City Attorney Mike Gillenwater recommends
that we table this until next week because Bill Gavin is at another
meeting.
CLOSING AUDIT
Mayor Parker said that this pertains to Plant Superintendent Larry
James about the closing audit with the State Board of Accounts one of
the recommendations they made was to inventory the property at the
Wastewater Treatment Plant. Larry said that he is already working on
it.
OHIO RIVER GREENWAY
Mayor Parker said that the Corp of Engineers is having a workshop on
the Ohio River Green~ay and the time and date is in the corner of the
piece of paper that Donna Baird passed out to you. If anyone could
attend this meeting Mayor Parker will be grateful.
DEED
City Attorney Mike Gillenwater said that he has received a paper from
Attorney Jack Vissing who is representing Mr. and Mrs. Leman Morris.
They have a piece of property thats in the middle of Memorial Park and
they haven't paid taxes on~ they want to deed it over to the City so
it won't be sold at the tax sale. Rodger Caldwell said that it is
their back yard. Mike said that since we don't pay taxes, he
recommends that we take the property. Mike said that he will also
bring this up to the Parks Board at today's meeting.
STREET CLOSURE
Engineer Bob Miller requests permission from the Board to close Wall
Street from loth to 8th Street for one week so the railroad can work
on the track~ Director Lakeman made the motion to close Wall Street
for one week, seconded by Director Marra~ and carried unanimously.

STREET LIGHT
Engineer Bob Miller reported that he has a request for a street light
at ?23 Ewing Lane and Bob said that it is needed there. Director
Matra made the motion to install the street light on Ewing Lane,
seconded by Director Lakeman~ and carried unanimously.
SALVATION ARMY DUMPSTER
Street Commissioner George Trembly reported that he has been working
with the Salvation Army on Monday's and Tuesday's helping them get rid
of the trash thats dumped outside the boxes over the Weekend. George
said that he has asked them to get someone to clean out the boxes more
often at the different locations. City Attorney Mike Gillenwater said
that he will call the Lt. about this problem.
CPR TRAINING
Plant Superintendent Larry James reported that there will be CPR
training classes at the Wastewater Plant on November 18, 19~ 1993 to
comply with the Comfined Spaces Law. The Red Cross is teaching the
CPR classes. It takes about 6 hours to be certified~ Anyone who
wants to learn CPR can come and take part in the class~ there will be
a charge for this.
APPLICANT UPDATE
Fire Chief Jerry Dooley reported that he has been in contact with the
office in Indianapolis for the testing of our new candidate. The test
will be on November 15, 1993 at 8:30am. Everything is running along
on schedule. After we get the results back then the Pension Board
will meet and discuss this.
SALVATION ARMY VOLUNTEERS
Administrative Assistant Donna Baird said that she received a letter
from Roxanne Haley who represents the Salvation Army asking for
volunteers for the Holiday Bell Ringing from November 18-December 24~
1993. If anyone is interested please contact Donna Baird.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
10:OOa.m., seconded by Director Marra~ and carried unanimously.

Phase 2 Right-of-Way Services
Dear Mayor Parker:
There are thirteen (13) parcels in the above referenced project from which additional
Right-of-Way needs to be acquired. The takes are as follows:
Permanent Right-of-Way = 0.261 acres
Temporary Right-of-Way -- 0.279 acres
Drainage Easement = 0.282 acres
Jacobi, Toombs and Lanz, Inc., proposes to provide the professional services to
appraise, review appraise and purchase the required takes as follows:
Management = $ 1,280.00
Appraisal = $ 4,250.00
Review Appraisal -- $ 1,400.00
Buying = $ 1,300.00
Total = $ 8,230.00
Our appraisers estimate the total land acquisition cost at $21,000.00
If this proposal is acceptable, please sign below and return one copy to us. We will
proceed with the work immediately. Our goal is to have all the property purchased by the end
of this year.
