OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY NOVEMBER 1F 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A~M.~
and on call of the roll those members present were Mayor Parker~
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ City Engineer Bob
Miiler~ Street Commissioner George Trembly, City Attorney Mike
Gillenwater~ Maintenance Foreman Mike Ewton, Plant Superintendent
Larry James, Police Chief Rick Elliott, Fire Chief Jerry Doo!ey,
Animal Shelter Manager Jan Wheatley, Animal Control Officer Mike
Gentry, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob
Goldman, Administrative Assistant Donna Baird, Councilperson Andrew
Williams, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice
Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of October B5, 1993 as presented, seconded by Director Matra and
carried unanimously.

CROSSWALK ON HAMBURG PIKE ~
Police Chief Rick Elliott reported that the Police did a traffic study
on Hamburg Pike at Magnolia. They clocked 117 vehicles Southbound at
35 mph and 57 vehicles Northbound at 33 mph. The recommendation is to
give extra traffic patrol with no decline in the speed limit.
RESIDENT PARKING
Police Chief Rick Elliott reported that there is no need for a
resident parking sign for Mildred Bayless at 509 Ohio Avenue. They
have decided to solve this problem on their own without a resident
parking sign.
SIDEWALK COMPLAINT WALL AND RIVERSIDE DRIVE
Building Commissioner Bill Gavin reported that he checked on the
complaint from Carman Industries about the sidewalks at Wall Street
and Riverside Drive. On the Riverside Drive sidewalk there ie one
block of concrete section that is raised about 1/4"-i/2" back against
the brick wall. Another problem area is where they put in the
driveway too high above the sidewalk. The Wall Street sidewalk is in
real bad shape and needs repaired. Bob Miller can paint some makings
on the Rivereide Drive area. Clerk Treasurer Dick Spencer said there
are laws that if the Building Commissioners Office finds a sidewalk
unsafe you can require that they fix it or the City can fix it and put
them under some type of Barrett Bond. City Attorney Mike Gillenwater
said that the Barrett Bond would not be a simple matter to do. Mike
recommends doing it the way Bill Gavin recommends. Mike will send
them a letter requesting them to fix it immediately.

SEWER EXTENSIONS-HAMBURG PIKE

Plant Superintendent Larry James reported on the sewer request for
Ralph Corm on Hamburg Pike. Larry said that the figures are not in as
of now and he is still working on it.
NEW CANDIDATE FOR THE FIRE DEPARTMENT
Fire Chief Jerry Dooley reported that the Board needs to start
processing on the new candidate for the Fire Department who is Marvena
Allen and passed the agility test. Marvena Allen was 'to have
prioriety hiring because of the mandate by the Justice Department.
Director Lakeman made the motion to start the processing for Marvena
Allen for the new City Fire Fighter~ seconded by Director Marra~ and
carried unanimously. City Attorney Mike Gillenwater said this is a
conditional offer of employment so if she passes the processing she
will be hired~ if she does not pass the we will have to hire someone
else. Chief Dooley said that he will set up the appointments in
Indianapolis.
HALLOWEEN IN THE PARK
Mary Goode reported a hole in the next door neighbors yard and would
like to know when it will be repaired. Plant Superintendent Larry
James said that he knows about the hole and it is on the list to be
fixed. Mary also commented about the Halloween in the Park. She said
that it was very good and she suggested that Mayor Parker send a
letter thanking Terry Stackhouse and Kay Orem. Mayor Parker said that
he thanked them personally. Rodger Caldwell reported that there were
5000 kids and over ?000 participants compared to 3500 last year.
Mayor Pmrker asked Donna Baird to get the necessary information about
the organizations that participated so we can send a letter thanking
them from the Mayors Office. Mary also mentioned the full page
article on Tony Grant in the Courier Journal this morning.
PUMPING STATION COMPLAINT
Mayor Parker said that he received a complaint about the pumping
station mt lOth & Spring Streets from a Councilperson. Plant
Superintendent Larry James said that the plant is operating all right.
There is a problem with one of the pumps and it is being repaired and
another one is out because of warranty work.
PIT BULL COMPLAINTS
Animal Shelter Director Jan Wheatley said that the Animal Shelter has
receive numerous complaints about B pit bull dogs running loose on
Holly Drive. Vickey Burton has called the Animal Shelter and Police
about these dogs. Mike Gentry has given Mr. Mike Bary~ the owner of
the pit bulls several citations and told him to keep the dogs up.
Vickey had the dogs pinned in a neighbors yard and called the Police
the dogs jumped a 6' fence to get back to their yard~ Tony Grant
watched the dogs jump the fence but did not cite Mr. Bary. Mike
Gentry will cite Mr. Bary this week and City Attorney Mike Gillenwater
wants the citation so he can carry it to the court. Mayor Parker said
that he has received calls about these animals, he suggests that Mike
Gil!enwater send a strong letter to Mr. Bary concerning these animals.
Mike Gentry said that it is a matter of time that someone gets bit.
Bill Gavin said that he has been to Mr. Bary~s house numerous times
about different things and he won't abide by anything.

SEWER HOOK UP
Councilperson Andrew Williams wants a followup on the sewer extensions
that Mr. Ralph Corm requested on Hamburg Pike. Plant Superintendent
Larry James said that they are still working on the figures with our
Engineers. Aleo Andrew mentioned the planting of the trees at the new
sewer plant. Larry James said that he has several quotes and will
bring them to the Board when he gets more.
COUNCIL WORK SHOP
Councilperson Andrew Williams said that they are talking about
possible improvements in the Vehicle Maintenance building. George
Trembly brought some things to Andrewe attention that need to be done~
and Andrew asked Mr. Lakeman to give us a report on the actural safety
features on the building. Mr. Lakeman said that IPEP was here last
Wednesday and inspected the buildings and the electric was one of the
problems mentioned. George is working on this now. Bill Gavin said
that Harold Wilson would be glad to work with George on this.
INDIANA PORT COMMISSION REQUEST
City Attorney Mike Gillenwater said that City Engineer Bob Miller has
a request from the Indiana Port Commission and the Office of the
Attorney General to have the Board give the Indiana Port Commission an
agreement to hold them harmless for injuries that occur as a result as
they are refurbishing of the railroad crossing on Utica Pike. Mike
said that its a typical type of agreement that we are not going to sue
them if they go ahead in there and do the improvements.

Police Chief Rick Elliott wants to thank George Trembly and Mike Ewton
for putting together a vehicle that we could use for Emergency Vehicle
Operation that we had last Thursday and Friday at the Sportsdrome.
All 4A Officer were mandate~ to attend and it has to do with certified
driving skills required by Indiana Law Enforcement Academy, we must do
this every year. It was put on by Rick Denney of the New Albany
Police Department who is one of the certified instructors in the State
of Indiana.
COMPT TIME
Mayor Parker asked if everyone has turned in their compt time. Donna
Baird said that as of today they are all turned in.
NEW BASKETBALL LEAGUE
Park Superintendent Rodger Caldwell reported that the Parks Department
kicked off a new program on Saturday's. It's a K-2 basketball league.
We had a real good turn out.
TAKE HOME CAR ORDINANCE
Fire Chief Jerry Dooley asked Mayor Parker if the Ordinance that was
passed out this morning is the newest one on the take home car policy.
Mayor Parker said that it is and that he received it at his home
between 4~00 & A:3Opm on Sunday. Mayor Parker gave Mike Giilenwater a
copy so he could read through it; but he thinks that we will not have
enough time to read and vote on it at tonight's Council meeting.

COMMUNICATION
Clerk-Treasurer Dick Spencer said that there is no communication
between Departments and Offices. He explained that there are a lot of
situations that no one knows when there are meetings that need to be
attended. He also brought up the advertising of meetings and etc.
should be done by one office not by every individual. He said that
hie office is the keeper of all original records and he did not
receive a copy of the new takb home car policy and that the wrong one
could have been signed and attested to. Mayor Parker ask Dick to
bring this up at tonight's Council Meeting to have one central agency
doing all of it.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
10:lSa.m.~ seconded by Director Marra~ and carried unanimously.
