OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY OCTOBER 257 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roil those members present were Mayor parker,
Personnel and Safety Director Harold Lakeman~ and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly~ City Attorney Mike
Gillenwater, Maintenance Foreman Mike Ewton, Plant Superintendent
Larry James, Assistant Police Chief Charles Elder, Fire Chief Jerry
Dooley, Animal Shelter Manager Jan Wheatley, Parks Supervisor Donnie
Poole, Sewer Office Manager Bob Goldman~ Administrative Assistant
Donna Baird, and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of
of October 18, 1993 as presented, seconded by Director

RESIDENT PARKING
Assistant Police Chief Charles Elder reported that Lt. Dave Schmidt
talked to Mrs. VanCleve, 1002 Jonquil Drive about the parking problems
in front of their home. It was decided that there should be extra
police patrols. No sign is needed. Mayor Parker said that he
received a letter from Mrs. VanCleve saying about the same thing that
was discussed today.
PEDDLERS PERMIT
Assistant Police Chief Charles Elder reported that they approved the
Peddler's permit for Mike Brown of Circle T Foods. Director Lakeman
made the motion to approve the permit, seconded by Director Matra and
carried unanimously.
AGILITY TEST
Fire Chief Jerry Dooley reported on the agility test that was taken on
Saturday October 23~ 1993 at the New Albany Fire Department tire.
There were 34 applicants, all 34 passed the test: 12 women and 22 men.
Chief Dooley would like to thank New Albany Fire Chief Doran, Major
David Anderson and the New Albany Fire Department and all the
applicants that participated and also Mr. Harold Lakeman for being
there.
AGILITY TEST
Mr. Harold Lakeman reported that Fire Chief Jerry Dooley and Assistant
Chief Clifton James, Jr. had the agility test well organized and had
it finished by noon.

CROSSWALK ON HAMBURG PIKE
Assistant Police Chief Charles Elder reported that Lt. Dave Schmidt
did a survey at Fairview for a crosswalk~ Lt. Schmidt talked to Jean
at Jean's Market and she said that the crosswalk needs to be at the
traffic signal instead of Fairview~ A sign should be put up at
Fairview warning people that there is ~ crosswalk at the light~ Mrs.
Know!and sa~d that the speed limit of 35 mph should be reduced~
Assistant Police Chief Charles Elder will do a traffic survey on the
speed limit and bring his recommendation back to the Board next week.
RESIDENT PARKING
Mildred Bayless, 509 Ohio Avenue requests a resident parking sign on
Ohio Avenue for the whole length of the street. People park their
cars in -Front of their residence and catch the bus to Louisville.
Mayor Parker said that he will send the Police out to make a study and
get back to the Board with their recommendations next week.
MARTIN LUTHER KING HOLIDAY
Rev. Michael Anderson requests permission to hang a Commerative
Banner on Tuesday January 4~ 1993 for Martin Luther King Holiday.
Also to advertise the parade route on Monday 17~ 1993. Director
Lakeman made the motion to approve this requests~ seconded by Director
Matra, and carried unanimously.
AREA SIX SEWERS
Nathan Grimes representing Jacobi~ Toombs and Lanz reported that they
had a meeting With Mr. Kempie and they approved Mr. Reschars claim to
fix the sewers in area six at Magnolia and Hamburg Pike. Mr. Grimes
needs to have the two quotes signed. City Attorney Mike Gillenwater
asked Street Commissioner George Trembly about the meeting with Mr.
Kemple, he agreed to let us keep the money that we had retained on his
claim from us and part of that we are going to use to pave Hamburg
Pike.
TRAFFIC PROCESSION
Donald Hunter, representing Morton Memorial Church requests for a
traffic procession on Saturday November 6~ 1993 at 2:30pm from Locust
Street in Jeffersonville to Morton Memorial Church celebrating their
125 Anniversary. Assistant Police Chief Charles Elder said that he
sees no problem with this~ he talked with Mr. Hunter last week and
also talked to the Clarksville Police Department. Director Lakeman
made the motion to approve this request~ seconded by Director Matra,
and carried unanimously.
SIDEWALK COMPLAINT
Director Lakeman received a letter from Carman Industries that
originally went to Building Commissioner Bill Gavins office requesting
that the sidewalks on the West side be fixed. City Attorney Mike
Gil!enwater said that he doesn't know if the sidewalks are on City
property~ he suggests that we have Blankenbeker survey the property.
Bill Gavin will check on this and bring back to the Board.

PARKING PROBLEM
Ronnie Twyman owner of the BP Station, 1918 Spring Street requests
something be done about the customers at Mr. G~s Liquor Store parking
in his parking lot when the liquor store has ample parking on the
other side of the building. The customers also congregate on
Wednesday, Thursday, Friday and Saturday afternoon and nights~
Twyman is requesting a no parking sign. Mayor Parker asked Assistant
Police Chief Charles Eider to look the situation over. Assistant
Police Chief Elder said that they will have extra patrols on
Wednesday, Thursday, Friday and Saturday nights and suggested he call
~he Police everytime they park there and the Police will respond right
away, and he will personally talk to the owner of Mr.
IPEP INSPECTION
Personnel and Safety Director Harold Lakeman reported that the IPEP
workmans comp carrier inspection last Wednesday at the Vehicle
Maintenance and Street Departments buildings went well. Mr. Lakeman
said that he appreciates what Mike and George did to clean things up.
OLD SEWER PLANT CLOSING
City Attorney Mike Gillenwater reported that the closing on the old
sewer plant has been completed. (See Copy)
SHOP WITH A COP ROADBLOCK
Assistant Police Chief Charles Elder received a call from Gary Wright
of the K of C's in reference to the Shop with a Cop roadblock on
Friday November 5, 1993, 3:O0-6:00pm and Saturday November 6~ 1993,
9:00am-2;OOpm at Dutch Lane and Hamburg Pike and Walnut and Market
Streets. Director Matra made the motion to approve the roadblocks~
seconded by Director Lakeman, and carried unanimously.

CHANGE ORDER
1993 in Warder
C¥ity Engineer Bob Miller said that he discussed this matter with Jim
Matra about the paving of Charlestown/New Albany Pike ail the way
through. We asked and received $1100 for the paving, we received a
bill for a total of $1928. Bob is asking for a change order for the
difference. Director Lakeman made the motion to approve the change
order~ seconded by Director Marra~ and carried unanimously.

OLD SEWER PLANT
City Engineer Bob Miller said that he met with the new owners of the
old sewer plant and they are requesting to put a road around the whole
plant. According to the owner the City still owns i5~ between the
raidroad and sewer plant. City Attorney Mike Gillenwater sees no
problem with us allowing him to use that. We would need to vote on
allowing him to shut the roadway off with a gate. Building
Commissioner Dill Gavin suggested to have him sign a release for
liability to the City for that section. Mayor Parker asked Mike
Gillenwater to prepare a release and talk to hie lawyer Mr. Lanham~.
Director Matra made the motion to grant the use of the right of way to
Industrial Water recycling in anticipation of putting a road in with
the stipulation that they put up a gate and sign a liability documen~
seconded by Director Lakeman and carried unanimously.
PAVING HAMBURG PIKE
Street Commissioner George Trembly reported that he talked to Nathan
Grimes amd he's going to get with the contractor thats going to pave
Hamburg Pike and get him to make the cuts before we pave and also to
get with the paving finished before the plant closes.
SEWERS
Plant Superintendant Larry James reported that he checked on the sewer
extension request for Mr. and Mrs. Ralph Corm on Hamburg Pike. Larry
said that it would be too costly to install them. City Attorney Mike
Gillenwater said that if it has been annexed we have to put in the
sewers. Sewer Collection Office Manager Bob Goldman said that it
would be a good idea to extend the sewers past the Convenient on
Hamburg Pike ko the property next to the railroad tracks. Mayor
Parker said that we need to check this out with Jorge Lanz.
CORNER OF COLONIAL PARK AT 8TH STREET
Administrative Assistant Donna Baird reported that she received a call
from Councilperson Donna Frantz about the property at the corner of
Colonial Park and 8th Street. The property needs to have the grass
cut and a general cleanup. Mayor Parker asked Building Commissioner
Bill Gavin to find out whose responsibility it is to do this. ~

Pursuant to your request I have the appraisal of sewer plant and find that the value of the
equipment and buildings to be One Hundred Seventy Two Thousand Dollars.
$172,000
The appraised value was $237,000 This was made as if vacant and giving no value to the
subjects buildings or equipment being used.
It was estimated a cost of $125,00 to bring the subject to a usable site.
Subject was sold w:~th equipment and and buildings as an operating plant.
There for value should be given to the buildings and equipment.
