Parker Jr. called the meetin~ to order at 9:30 and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection OfFice Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Maintenance Foreman Mike Ewton~ Plant Superintendent Larry James, Police Chief Rick Elliott, Fire Chief Jerry Dooley~ Animal Shelter Manager Jan Wheatley~ City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Baird~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of October lis 1993 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Mayor Parker announced that Councilperson Bill Wolpert had a heart attack over the weekend. The hospital won't release any information to anyone other than family. Mayor Parker ask everyone to keep Bill in their prayers. TRAFFIC PROBLEM AT 10TH STREET & MORNINGSIDE DRIVE City Attorney Mike Gillenwater reported that Police Chief Rick Elliott made contact with these people and they said that this was the last one for the year. Mike sent them a letter telling them they should have only one or two a year and if they have more than this it could cause some problems. ENTRANCE CLEAN-UP City Engineer Bob Miller -reported that he sent a crew to cleanup the trashy mow and put rock down. Mrs. Knowland said that he cleaned the wrong entrance, it's the entrance from Munich Welding to the car lot. Mr. Harold Lakeman said that he drove throught there this morning around ?:30 am and there was no debris there only a bent TARC sign. Mayor Parker said that Bob Miller will take care of this. STREET AND SEWAGE DEPARTMENT SURPLUS PROPERTY BIDS City Attorney Mike Gillenwater said that he recommends to the Board to accept the Street and Sewage Departments surplus property bids. Director Lakeman made the motion to accept the bids for the MSP-45 printer to James Matra-bid $5.003 1980 Chevrolet C-80 Truck to John Liddick-bid $250.00~ 1963 Army Truck to Kenneth Mahoney-bid $100.00, seconded by Mayor Parker~ and carried unanimously. PAGE 2 OCTOBER 18, 1993 RESIDENT PARKING SIGN Mr. VanCleve~ 1002 Jonquil Drive requests a resident parking sign. Mayor Parker asked Police Chief Rick Elliott to investigate this and bring his recommendations back to the Board at next weeks meeting. BRIDGE CLOSURE Louisa Henson, representing Bridge the Gap requests 'the Second Street Bridge be closed on December 117 1993 at 8:30am for the annual Jinglebell Chase Run. Police Chief Rick Elliott recommends to the Board to close the Bridge for this event. Director Matra made the motion to close the Second Street Bridge on December 11~ 1993~ seconded by Director Lakeman, and carried unanimously. PEDDLERS PERMIT CIRCLE T-FOODS Mike Brown, representing Circle T-Foods of Kentucky requests a peddlers permit. Mayor Parker told Mr. Brown that he needs to go to the Police Department with all his workers Social Securtiy Numbers and they will investigate and make a recommendation at the next Board meeting. COMPT-TIME REQUEST Administrative Assistant Donna Baird has a request from Councilperson Donna Frantz for all department heads to give her a list of all outstanding compt-time for each employee when you can. ELECTION DAY NOVEMBER B, 1993 Director Lakeman asked City Attorney Mike Gillenwater about the November B election to see if the Board need to pass anything to be off that day. Mike said that it is up to the Board but if anyone has already taken either of the two election days we cannot vote on it. Mayor Parker said that some have already taken them and that we will be open for business. Mike Gillenwater will talk to Council President Potter to see if we need to bring it before the Council. INSPECTIOn Director Lakeman reported that IPEP Workmans Compt. carrier is going bo be in town on Wednesday and is going to inspect the buildings where Mike Ewton and George Trembly work around i:OOpm. COUNCIL MEETING Director Lakeman asked where and what time the Council meeting is tonight. Mayor Parker said that the meeting wi11 be at the Ramada Inn at 9:30 pm and all Department Heads are required to attend. SEWER EXTENSION Building Commissioner Bill Gavin said that he has a request from Ralph and Margie Conn~ 4314 Hamburg Pike about extending the sewer lines so they can hook on. Mayor Parker asked Plant Superintendent Larry James about looking into this and let him know something. PAGE 3 OCTOBER 18~ 1993 STREET LIGHT City Engineer Bob Miller said that he had a call from a resident at 811 Howard Avenue requesting a street light there. Bob took a look at this and he recommends to the Board to have one installed. Director Matra made the motion to approve the street light, seconded by Director Lakeman~ and carried unanimously. AGILITY TEST PRACTICE Fire Chief Jerry Dooley reported that the agility test practice took place on Saturday at ?:OOam at the New Albany Fire Department tire. There were 30 applicants participating. The agility test will be this Saturday October RD, 1993 at ?:30am. There are 58 eligible persons. POLICE ESCORT Plant Superintendent Larry James reported that they will be moving the N-Virol equipment this morning around lO:30am and is requesting a Police escort. Police Chief Rick Elliott said that all Larry has to do is call him when he's ready. COMPT-TIME Mayor Parker asked Donna Baird to elaborate more on request. Donna said that Councilperson Frantz wants outstanding compt-time~ name and the amount of it. the compt-time a list of all RED RIBBON CAMPAIGN Administrative Assistant Donna Baird wants to remind everyone that the Red Ribbon Campaign starts October 83-31~ 1993. REMINDER Clerk and Treasurer Dick Spencer wants to remind all Department Heads that after tonight's Council meeting there will be only A meetings left. Dick suggests that if there are any transfers for the budgets they should be turned in by the second meeting in November. DRAINAGE DITCH Mrs. Knowland has a complaint about the drainage ditch that has trees and weeds growing in it by Munich Welding~ She requests that George Trembly clean it out and keep it cleaned. George said that there are many ditches that need to be cleaned, and he can only do so many. George also said that he would not go onto Munich property to clean up the ditch during the strike. CROSSWALK Mrs. Knowland is requesting a crosswalk on Hamburg Pike so Senior Citizens can cross to to Jeans Market. Police Chief Elliott said that he has not had that request before. Mayor Parker asked Chief Elliott to make a pedestrian study on how many people crosses there. PAGE 4 OCTOBER 18~ 199B EMPTY STOCKING Mrs. Goody asked Fire Chief Jerry Dooley if the Fire Department was taking the Empty Stocking over. Chief Dooley said that last week Lt. Tim Conlen told him that the Fire Department is not going to do it this year.
