Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ City Attorney Mike Gillenwater, Maintenance Foreman Mike Ewton, Plant Superintendent Larry James, Police Chief Rick Elliott, Assistant Fire Chief Clifton James, Jr.~ Animal Shelter Manager Jan Wheatley~ Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Baird, Councilperson Andrew Williams~ and Clerk Alice Davis. Director Lakeman made the motion to of October 4, 1993 as presented~ carried unanimously. approve the minutes of the meeting seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Matra and carried uanimously. RESIDENT PARKING Cheryl Carter, 503 E. Maple Street requested a resident parking sign, she was not present at the meeting, this was tabled. TRAFFIC PROBLEM, 10TH. STREET AND MORNINGSIDE DRIVE Mr. and Mrs. George Curtis who was here at a meeting three weeks ago regarding the traffic and parking problems at the corner of 10th. Street and Morningside Drive, are here to address this problem again. Police Chief Rick Elliott said that his Department has been monitoring the yard sales and parking problem. Chief Elliott said that the no parking signs should be put up before he can start writing tickets. Mayor Parker asked City Attorney Mike Gillenwater to write a letter to these residents explaining that this is residential zoned and get back with the Board next week. CURB CUTS ON MAIN STREET AND CRESTVIEW Mary Goode reported that Main Street and Crestview are being repaved and curb cuts are not being put in. Mr. Harold Lakeman said that part of the paving was done by the Gas Company. Building Commissioner Bill Gavin sent out letters to all Contractors telling them about the ADA iaw~ it's a federal law and they have to abide by it when streets or sidewalks are put in~ there has to be a curb cut. Mr. Lakeman explained that there is no curb cut money until 1994. Mayor Parker told Russ and Mary Goode that they will look into this and do what they can. City Engineer Bob Miller said that he is in the process of getting Contractors to give bids on curb cuts and then we will start putting them in. PAGE ~ OCTOBER 11~ 1993 RED CROSS ROADBLOCKS CANCF~LED Mayor Parker said that he received a letter from Chief Kaster saying that the roadblocks for the American Red Cross on October- 177 1993 has been cancelled, and Chief Kaster will contact the Board for the next roadblocks. Chief Kaster wants to thank everyone for helping and preparing the scheduling of the roadblocks. COMPLIMENT FOR THE POLICE DEPARTMENT Councilperson Andrew Williams wants to compliment the Police Department and Police Chief Elliott for the quick response he received when he called for a non-emergency run. Councilperson Williams said that the Police were there in a matter of minutes. The call was about a complaint from Mr. Bobby Burgess~ Gl4 Martin Circle complaining about the drinking and other activities thats been going on every Sunday next to the Ken Ellis Building; they are also parking in the Ken Ellis parking lot. Councilperson Williams is asking that the Police monitor this area closer on Sunday's. Councilperson Williams would like to set up a meeting with Mayor Parker~ Chief Elliott, Mr. Burgess and someothers who are concerned with this going situation. Mayor Parker asked Chief Elliott to look into this matter and let Councilperson Williams and himself know whats going on. Mayor Parker thanked Councilperson Williams for the compliment. SEALED BID OPENINGS City Attorney Mike Gillenwater opened sealed bids for surplus Street Department and Sewage Department property. The bids are as follows: 27 Abby Chase Jeffersonville, In. STREET CL~OSING to take the bids under consideration City Engineer- Bob Miller said that he received a call from the Government Depot requesting that A Street be closed from October 18-~0, 1993 to replace the railroad tract from Main Street to Dutch Lane behind Kitchen Kompact. Mayor- Parker said that there is no problem if Emergency vehicles can get in~ PAGE 3 OCTOBER 11~ 1993 AGILITY TEST Assistant Fire Chief Clifton James, Jr. said that the first phase of the agility test will be 8:00am Saturday October 16~ 1993 at the New Albany Fire Department Training Tower on Grantline Road. There are 58 people and !3 are woman. COMPLAINT ON ENTRANCES TO THE CITY Mrs. Knowland requests that something be done about the entrances into Jeffersonville, they all need to be cleaned up.
