Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Sewage Collection Office Director Jim Matra. Mayor Parker appointed Fire Chief Jerry Dooley to the Board to fill in for Personnel and Safety Director Harold Lakeman in his absence. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater~ Animal Shelter Manager Jan Wheatley~ City Services Coordinator Leslie Kavanaugh, Parks Activities Chuck Branham~ Major Dennis Simon~ Sewer Office Manager Bob Goldman, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Matra made the motion to approve the minutes of the meeting of September 13~ 1993 as presented, seconded by Acting Member Jerry Dooley and carried unanimously. Director Matra made the motion to approve the claims as approved, seconded by Acting Member Jerry Dooley~ and carried unanimously. RESIDENTIAL PARKING~ 92? FULTON STREET Major Dennis Simon reported that Police Chief Rick Elliott's investigated and granted the residential parking sign for Linda Mattingly, 92? Fulton Street. Director Matra made the motion to approve the residential sign, seconded by Acting Member Jerry Dooley, and carried unanimously. TRAFFIC PROBLEM ON MAIN STREET Major Dennis Simon reported that Police Chief Rick Eltiott said that at present the traffic problem on Main Street cannot be improved because of the routes of the semi-trucks going to America Place. TRAFFIC PROBLEM ON ALLISON LANE Mr. John Toombs representing Jacobi, Toombs and Lanz Engineers reported that they have made a map out of the Allison Lane construction plans, and we are working to see what can be done. Mayor Parker said that this has been an on going problem for years, and we are trying to correct this problem. BIDS FOR WASTEWATER PLANT OUTFALL PIPE Mr. John Toombs representing Jacobi, Toombs and Lanz Engineers reported that his recommendation for the Wastewater Plant Outfall Pipe bid go to the lowest bidder~ Mid-Southern Builders of Borden, Indiana for $99,898.00. Mr. Toombs said that they checked everything out and their references are good. Also Mr. Toombs recommends that the Board sign the contracts today. Director Matra made the motion to approve the bid for the outfall pipe for the Wastewater Plant, seconded by Acting Member Jerry Dooley, and carried unanimously. PAGE 2 SEPTEMBER 20, 1993 SEWER TAP PROBLEM Mr. Don Perkins of Amatrol located in the Industrial Park said that there is a sewer tap problem where he was going to tap into the sewer line. The sewer tap is not in the same place that is shows on the original drawings. Mr. Perkins requests that the City pay to have the sewer tap put at the end of his property where it was originally suppose to go. Mr. John Toombe recommends to the Board that the City not pay for this street cut. Director Matra made the motion to take Mr. John Toombs recommendation not to pay for the street cut, seconded by Acting Director Jerry Dooley~ and carried unanimously. B-WAY STOP AT TALL OAKS DRIVE AND LILLIE RUN ENTRANCF Mr. Mike Newman of Tall Oaks Drive requests a 3-way stop sign at Tail Oaks Drive and the entrance to Lillie Run Subdivision. Mayor Parker said that the Police Department will make a traffic study and bring it back to the Board next week. TRAFFIC PROBLEM ON CEDARVIEW DRIVF Annette Grinestaff and David Higgs of Cedarview Drive has a traffic problem~ they did not appear before the Board~ this was tabled. LOADING ZONE, 422 SPRING STREET Shawn Wright , 42B Spring Street requests a loading zone sign, did not appeal- before the Board, this was tabled. YARD SALE TRAFFIC PROBLEMS Mr.& Mrs. George Curtis, residents at 924 Moringside Drive reported that there is a traffic problem at the corner of ioth Street and Morningside Drive due to yard sales. The no parking sign has been taken down~ and they cannot get in or out of their driveway. These people have yard sales about every other week. Mayor Parker asked the Police Department to make a traffic study on this and bring back to the Board next week. Also the no parking sign be replaced on the N/E corner of Morningside Drive and 10th Street. TRAFFIC COUNT Street Commissioner George Trembly reported that they conducted a traffic count on Spring Street, and also on Court Avenue on September 137 14~ 15~ 1993. The total count was 16~97~ in a 24 hour period on each day. (see copy) PAGE 3 SEPTEMBER ~0~ 1993 BORN TO DIE ARTICLE Animal Shelter Director Jan Wheatley reported that the series of articles that Kevin Gibson wrote on Born To Die~ won a State award this week. YARD SALES City Services Coordinator Les Kavanaugh said that he agrees with Mr. sand Mrs. Curtis concerning yard sales. He said that in his neighborhood that there are many yard sales every week. Mr. Kavanaugh would like for the Board to consider monitoring the yard sales or charge them for a permit. YARD SALES City Clerk-Treasurer Dick Spencer said that he feels the same way about yard sales, he thinks that the City needs some control on them. Mr. Spencer said that the Council should look into this and take some action. There being no further business to come before the Board of Public Works and Safety, Director Matra made the motion to adjourn at lO:15a.m., seconded by Acting Member Jerry Dooley~ and carried unanimously.
