Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Maintenance Foreman Mike Ewton~ Sewer Foreman Lester Best, Police Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, Parks Assistant Eric Hedron, Administrative Assistant Donna Baird, and Clerk Alice Davis. Director meetings Director Lakeman made the motion to approve the minutes of the of August 30 & September ?~ 1993 as presented, seconded by Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. TAXI CAB PERMIT Police Chief Rick Elliott reported on the taxi cab permit for Mr. Pete Newsome. Mr. Newsome would like to start a Taxi Cab Company instead of a permit. Chief Elliott told Mr. Newsome what information he should get together and present it to the Board. RESIDENTIAL PARKING Linda Mattingly, 92? Fulton Street requests a residential parking sign. Mayor Parker said that Police Chief Rick Elliott will have to invesitgate this and bring his recommendations back to the Board next week. TRAFFIC PROBLEMS ON MAIN STREET Sebeulah Hoppes, 1039 1/2 Main Street has a traffic problem with the tractor trailer trucks and traffic on Main Street. Police Chief Rick Etliott said that their has not been any accidents there. Chief Elliott also said that he will step up patrols. Mayor Parker asked Chief Elliott to investigate and make a recommendation to the Board. TRAFFIC PROBLEM ON ALLISON LANE Ramona Raisor, Wooded Way in the Cherry Creek Condominium requests for a 3-way stop at Wooded Way and Allison Lane to help get the traffic congestion out of that area. Mayor Parker said that this problem has been discussed and investigated before. Police Chief Rick Elliott suggested that Jacobi~ Toombs and Lanz do a survey on this and bring back to the Board with their recommendations. BID OPENING~ PAGE 2 SEPTEMBER 13~1~93 JEFFERSONVILLE WASTEWATER PLANT OUTFALL PIPE Mr. John Toombs, representing Jacobi~ Toombs and Lanz Engineering Firm opened and read the bid openings for the Jeffersonvitle Wastewater Plant outfall pipe. The bids are as follows: IRISH PARK CLARKSVILLE~ INDIANA Bid $19~,A90.00 RICHARD CONSTRUCTION BROWNSTOWN, INDIANA Bid $11037?0.96 CLARK NICHOLS Bid CHARLESTOWN~ INDIANA $150,000.00 MAC CONSTRUCTION Bid JEFFERSONVILLE, INDIANA $229,0G8.00 HALL CONTRACTING Bid LOUISVILLE, KENTUCKY $116,497.00 MID SOUTHERN BUILDERS BORDEN, INDIANA Bid $99,898.00 Mr. Toombs said that he will investigate these bids and bring the recommendations back to the Board next week. EMERGENCY SEWER PROBLEM ON MARKET AT MULBERRY STREET Mr. John Toombs representing Jacobi, Toombs and Lanz said that there is an emergency sewer problem at Market and Mulberry Streets and we received two bids on this~ they are: Mac Construction $19,200.00 and Irish Park $12,000.00. Mr. Toombs recommends that the Board award this to Irish Park. Director Lakeman made the motion to approve the bid for Irish Park to do the work on Market and Mulberry Street sewers, seconded by Director Matra, and carried unanimously. ADVERTISING CEMENTECH FOR SALE City Abtorney Mike Gillenwater reported that there are people interested in buying the cementech equipment at the old Sewer Plant. Mike requests the Boards approval to readvertise and accept bids. We will advertise for bids and say that we want to receive at least what we owe on it. Director Lakeman made the motion to advertise selling of the Cementech Equipment, seconded by Director Marra~ and carried unanimously. FIRE DEPARTMENT AGILITY TEST Personnel Director Harold Lakeman reported that the deadline for the Firefighter applications is September 27~ 1993. The first practice is Saturday October 16~ 1993, First Agility Test is Thursday October 23, 1993, makeup Friday October 303 1993. This is the new agility test that we are mandated to give by the Government. Fire Chief Jerry Dooley said that he talked with New Albany Fire Chief Torah, and he has agreed to the dates we picked. PAGE 3 SEPTEMBER 13, 1993 ROAD CLOSURES City Engineer Bob Miller reported that he has two requests for road closures from the same contractor. Irish Park wants to close the road for one day at Hamburg Pike and Trucker Blvd. and also at Production Road to install a sewer line across Hamburg Pike. The date for the closure will come later~ and they will advertise this in the paper. Les Best said that the road closurers will be a problem to the Fire Department because the sewer runs in front of the Firehouse. Bob Miller said that the contractor said that will not be a problem. Mayor Parker suggested that Bob Miller~ Les Best and Irish Park get together befoe the closing. Bob said that we need to go ahead and approve this because they are working on this job now. Director Lakeman made the motion to approve this road closures contingent upon no problems for the Fire Department, seconded by Director Marra~ and carried unanimously. ROAD CLOSURE: MARKET STREET BETWEEN MEIGS AVENUE AND WATT STREET City Attorney Bob Miller said that Irish Park asked him to bring a request to the Board to close Market Street between Meigs Avenue and Watt Street~ this Tuesday for 2-3 days. Director Matra made the motion to approve the street closure on Market Street between Watt street and Meigs Avenue, seconded by Director Lakeman~ and carried unanimously. FLYING THE FLAG AT HALF STAFF FOR THE FIRE DEPARTMENT Fire Chief Jerry Dooley received a letter from the Federal Emergency Management Agency out of Washington~ DC in reference to the National Fallen Firefighters Memorial. They have requested all the Fire Departments throughtout the United States to fly there flags at half staff on October 10, 1993 honoring the 80 Firefighters fallen in 1992. Director Matra made the motion to fly the flag at half staff at all three Fire Departments on October 10~ 1993~ seconded by Director Lakeman, and carried unanimously. It was a success. STEAMBOAT FESTIVAL CLEAN UP REPORT Street Commissioner George Trembly reported that his workers should be finished by ll:OOam today with the cleanup for the Steamboat Days Festival. We had problems with the cooking oil again this year. Vendors placed gallons of oil behind dumpsters instead of disposing of the oil themselves like they were supposed to do. PAGE 4 SEPTEMBER 13, 1993 STREET PAVING Street Commissioner George Trembly reported that on September 1993, Main Street from loth Street to Charlestown Avenue will be milled, on September 28, 1993 we will be paving~ weather permitting. It will be advertised in the paper. STEAMBOAT DAYS FESTIVAL DEBRIEFING MEETING Mayor Parker asked anyone who worked the Steamboat Days Festival if they would let Donna Baird know what the problems were. Donna said that she talked to George Trembly and Lt. Dave Schmidt about the debriefing meeting and they will both attend. If anyone has a problem write it on a piece of paper and give it to Donna and she will take it to the Steamboat Festival Committee and make recommendations for the next year. STEAMBOAT DAYS FESTIVAL Police Chief Rick Etliott reported that the Steamboat Days Festival was a success, we made only 5 arrests this year. POLICE OVERTIME PAY Police Chief Rick Elliott said that Dan Cristiani has contacted the Police Department about the Police helping with traffic control at the sewer lines on New Albany/Charlestown Rd. starting today. Dan Cristiani will pay the off duty Officers overtime rate. Chief Elliott is asking the Boards approval to allow our Officers to work off duty, the City will be reinbursed for the overtime pay. Director Lakeman made the motion to approve the overtime request for the Police Department~ seconded by Director Marra~ and carried unanimously. There being no further business to come Works and Safety, Director Lakeman made lO:15a.m., seconded by Director Matra, and before the Board of Public the motion to adjourn at carried unanimously.
