Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Administrative Assistant Donna Baird filled in for Director James Matra in his Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gil!enwater~ Plant Superintendent Larry James~ Police Chief Rick Elliott, Animal Shelter Manager Jan Wheatley, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Councilperson Andrew Williams, and Clerk Alice Davis. Director Lakeman made of August 23~ 1993 carried unanimously. the motion to approve the minutes of the meeting as presented, seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. ENTRANCE RAMP ?TH STREET AND MEIGS AVENUE City Attorney said that he has not heard from the Building Authority Attorney and has not been able to resolve it. The Building Authority meets only once a month, this is probably why we have had no response. SEWER PROBLEM ?02 ROMA City Engineer Bob Miller said that he has a cost estimate for fixing the drainage problem for Mr. Joe Newsom at ?02 Roma, for 2 catch basins~ pipe, re-blacktopping is $4~658.00. Mayor Parker said that we will document this and table it until a later date because we don't have the money in the budget as of now. RAILROAD REPAIRS City Engineer Bob Miller contacted CSX and they will be here Wednesday and work at ?th & Broadway, also contacted Conrail and as soon as they get the manpower they will get started. COMPLAINT AT 80? MECHANIC STREET Plant Superintendent Larry James said that we need to contact these people at 803 Mechancic Street concerning the complaint about the cars and dumping substance in the sewers. Lester Best said that he checked on this and found nothing in the sewers. Mayor Parker asked Larry James to document this to show that we contacted them. PAGE 2 AUGUST 30~ 199B TELEPHONE SOLICITATIONS Donna Williams representing Ohio Valley Blind Association requests telephone solicitation for the anuual family mini circus fund raiser. There will be 2 shows on October 31, 1993 at Hazelwood Jr. High at 2:00pm ~ 4:30pm. Director Lakeman made the motion to accept the request, seconded by Acting Board Member Donna Baird, and carried unanimously. HANDICAPPED PARKING Mildred Baylers requesting a handicapped parking sign was not present at the Board meeting, this was tabled. SNOW CONE BOOTH Leon and June Meador representing Inland Parasail requests a snow cone booth at their dock on the river. Mayor Parker said that this should be granted through the Parks Board. Parks Superintendent Rodger Caldwell told the Meadors to call the Parks Department Office and be put on the agenda. YARD SALE ON PARK PLACE Yvenne Knight requests permission to have a neighborhood yard sale in the median of Park Place. Some of the proceeds will go to the Howard Steamboat Museum. The yard sale will be on October 9, 1993 from !O:OOam-4:OOpm between Jefferson and Jackson Streets. Director Lakeman made the motion to accept this request, seconded by Acting Board Member Donna Baird~ and carried unanimously. STREET CLOSING Corky Scales representing Jeff Optimist Club requests closing of Court Avenue for the 3rd annual Jeff Optimist Car Show on Sunday October 107 1993. Mr. Scales requests that Court Avenue from Pearl to Wall street be closed from ?:OOam-6:OOpm. Mr. Scales also requests portable trash cans. Director Lakeman said that he would check with Rumpke about this. Mr. Scales would also like for Mayor Parker to donate a Mayor's Trophy and have himself or a representative be there. Acting Board Member Donna Baird made the motion to accept the request~ seconded by Director Lakeman, and carried unanimously. TRAFFIC SIGNALS Jerry Metzger representing Metzger Electric reported that they make 2 yearly checks a year for cleaning, damage to the street lights. There are several damages~ they are at 8th. & Main Streets, 8th & Crestview, and 8th & Spring Streets. The total estimates is around $8,000.00 to make repairs. Mayor Parker asked Mr. Metzger to get an accurate bill and we will check to see how much we have in the signal budget. We also need to check with Hammond Insurance to see if the signal light at 8th b Spring Streets are covered by insurance. PAGE 3 AUGUST 30, 1993 COMMUNITY CONCERNS Councilperson Andrew Williams brought Mr. Steve Ellis to the meeting concerning harrassment from the Police. Mr. Ellis said that the Police come to the Greenwood Apartments and the Lansden Park and disperses the crowds for no reason. Police Chief Rick Elliott said that Mr. Ellis should have talked to him before coming to the Board, and that he is available anytime to talk with Mr. Ellis. Chief Elliott said that the Police Department is working with Mr. Bates from the Housing Authority and gives our Officers certain directives, these directives are not coming from the Mayor. Mayor Parker said that he would appreciate it if Mr. Ellis would work with us and the children of the area. BLOCKING BRIGMAN AVE.. AT PARKVIEW JR. HIGH Director Lakeman reported that he received several calls from the elderly on Brigman Avenue about the blocking of the entrance by school busses and cars going to Parkview Jr. High. Police Chief Rick Elliott said that he will comtact Mr. Ehringer at Parkview Jr. High about this problem. DRAINAGE PROBLEM, 1904 JOY STREET Director Lakeman reported that he received a complaint about the drainage problem at 1904 Joy Street this morning. When it rains the curb stands with water. Street Commissioner George Trembly said that they are going to try to take care of this drainage problem when they do the Market Street project. Plant Superintendent Larry James will go out and vacuum the water out of the curb because of mosquitoes~ and the Health Department's request. LETTER Mayor Parker received a letter from Mr. Ed Rossler a salesperson for the Deeds Equipment Co. telling him that George Trembly and his group has done an outstanding ~ob making the facilities look better. Mr. Rossler congratulates Mayor Parker~ Harold Lakeman, Jim Matra and especially George Trembly for an outstanding job. Mayor Parker thanked the people mentioned. LETTER FROM EPA Mayor Parker said that he received a letter from the EPA about some recommendations concerning PH at the sewer plant. Plant Superintendent Larry James said that they had asked for a variance to raise the PH. This letter just varifies that the PH has been raised. LETTER TO SCHOOL CORPORATION City Attorney Mike Gillenwater said that he has sent letters to the County~ School Corporation, and Hyun Lee regarding the signaling on Allison Lanes we also sent letters to Ward Webber and Justin Roberts. PAGE A AUGUST 307 1993 OLD SEWER PLANT SALE City Attorney Mike Gillenwater said that we were scheduled to close the sale of the Old Sewer Plant on or around September 3, 1993. Through a typographical error in a confirmation letter from Mike Gillenwater, they thought that they had more time. The Industrial Board of Recycling is in the processing of getting a low interest loan and are asking to extend the closing date to October 80~ 1993. They have paid us $??~000.00 and have agreed to pay an additional $3~000.00 if we extend the date. Director Lakeman made the motion to extend the finalization of the contract with Industrial Recycling to October 1993 in lieu of the $3~000.00 additional interest on the loan~ seconded by Acting Member Donna Baird, and carried unanimously. AD FOR NEW CITY EMPLOYEES Personnel Director Lakeman said that he ran the ad for the Firefighter and the mechanic positions last Thursday August ~6, 1993. DUCK CROSSING SIGNS Administrative Assistant Donna Baird received a call from James Belvy a resident on Riverside Drive requesting a duck crossing sign on Riverside Drive. Street Commissioner George Trembly said that he would take care of putting the sign up. WOODLAND COURT STUDY RESULTS Plant Superintendent Larry James said that he has the results of a study on sewers at Woodland Court~ the results are they are close to capacity if A1Schmitt ties onto them. A1Schmitt will have to go on the Wilson School sewers as he was approved for. Building Commissioner Bill Gavin will contact Mr. Schmitt about this. Paul Speth was granted permission from the Council in 1992 to tie onto the Woodland Court sewers.
