Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Plant Superintendent Larry James, Police Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Baird, and Clerk Alice Davis. Director Lakeman made of August 16, 1993 carried unanimously. the motion to approve the minutes of the meeting as presented, seconded by Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. EXECUTIVE SESSION Mayor Parker is requesting that City Attorney Mike Gillenwater advertise for an executive session on August 30, 1993 in regards to some personnel matters at the Waste Water Treatment Plant. Mike said that he would take care of this. TRANSITION PROCEDURES Mayor Parker informed the Board of a decision he has made for replacing Mike Wathen in Vehicle Maintenance. He has met with the three employees involved and is going to ask the Council to transfer funds to create two new positions and lower the Director's Salary because it will be taken over by a Department Head as an additional duty. The changes will be as follows: Director will receive $4,000.00 annually; Maintenance Foreman will be paid hourly at $9.69; and the Secretary salary will be $3,000.00 annually. He will be hiring a new mechanic at $?.50 per hour. FIRE DEPARTMENT PROMOTIONS Fire Chief Jerry Dooley gave promotions on the Fire Departments in the death of Dale Richardson, are as follows: John Palmer John Leach Dennis Dierking Captain Lieutenant Sergeant Fire Chief Dooley said that these promotions will go into effect on September 1, 1993, and this will not cost the City any money because this is a replacement. Director Matra made the motion to approve the promotions presented by Fire Chief Dootey, seconded by Director Lakeman, and carried unanimously. (see copy) PAGE 8 AUGUST 83~ 1993 FEDERAL MANDATE Mayor Parker said that the death of Dale Richardson will leave an absence on the Fire Department. We are under a Federal Mandate, and the next 2 firepersons will be females. City Attorney Mike Gillenwater said that Mr. Harold Lakeman has put together an advertisement that we are required to run for 30 days. We are advertising for applications and they will have to be in by September 87~ 1993. We will get this advertised this week. We will have to run the agility test and offer the second opportunity to pass the second test if they can't pass the first agility test. Mike Gillenwater said that at the least it will be the end of October before we hire them. We have to use the New Albany Fire Department facilities and some of their personnel. We are working on planning for the test. FLOODING PROBLEMS AT CHILDERS & EMERALD COURT City Attorney Mike Gillenwater contacted Bob Lynn of Lynn Construction Co. several times this past week about the mud problem at Childers & Emerald Court. Mr. Lynn was out of the office. Administrative Assistant Donna Baird said that it is suppose to be sodded today. City Engineer Bob Miller said that the work has been finished. ENTRANCE RAMP AT ?TH STREET ~ MEIGS AVENUE City Attorney Mike Gillenwater said that he sent a letter to Mr. Dorman the Building Authority Attorney about the entrance ramp at 9th Street and Meigs Avenue, he has not gotten any response on this. MAYOR PARKER AT THIS TIME HAS TO LEAVE FOR ANOTHER MEETING AND HAS ASKED ADMINISTRATIVE ASSISTANT DONNA BAIRD TO TAKEOVER ON THE AGENDA FROM THE NEW BUSINESS ON. SEWER PROBLEM ?08 ROMA DRIVF Mr. Joe Newsom, ?08 Roma Drive has a complaint about the flooding he has at the corner of Kathrine and Roma Drives. When it rains it floods his back yard and it is mosquito infested. There are no storm sewers. City Engineer Bob Miller said that it would be very costly to put in a pipe a block long. Mr. Miller will get a cost estimate and bring it back to the Board. SCHOOL CROSSING AT JEFFERSONVILLE HIGH SCHOOl Police Chief Rick Elliott received a cost estimate for the flashing lights at Jeffersonville High School from Metzger Electric Company. The cost estimate is $5~12~.00 installed. City Attorney Mike Gillenwater will send the School Corporation a letter to see if they will pay for the whole sum and then go from there. CITATION LETTER Building Commissioner Bill Gavin issued a citation letter to John and Juana Stinson, 613 Huston Drive concerning a electric fence. Electrical Engineer Harold Wilson investigated this and asked Mr. Stinson to take the wire down. Mr. Stinson did not take it down, but he unhooked the charger. City Attorney Mike Gillenwater said that it alright to leave up the wire up but take down the charger. Bill Gavin said that that will be satisfactory. PAGE 3 AUGUST 23, 1993 BEER GARDENS FOR THE STEAMBOAT DAYS FESTIVAL Jim Hall, representing the Clark County FOP is interested in running the beer gardens at the Steamboat Days Festival, he was not at the meeting, but Administrative Assistant Donna Baird said that he has to go through the Steamboat Day's Fesival Committee for this. Police Chief Rick Elliott said to make it clear that it is the County Police FOP and not the City Police FOP. RAILROAD CROSSING REPAIRS City Engineer Bob Miller said that he received a letter and that the Port Authority wants him to get a letter back to them today or tomorrow on how we feel about fixing the railroad crossing, they will be milling the road and re-black topping it to fit the railroad crossing. The cost is $2,500.00 and they want the City to bear some of the cost. Donna Baird said that we would have to request a special approporation from the Council. Mike Gillenwater said that we would have to advertise to get the money which could take up to 60 days. Bob will get back with the Port Authority VACATING BALES PARKING SPACES City Engineer Bob Miller said that Jack Downs from Bales Motor Co. requests 2 parking spaces vacated at the used car lot. Also they want us to paint yellow curbs at the corner of Spring & ?th Streets. Director Lakeman made the motion to remove the 2 parking spaces at the used car lot, seconded by Director Matra, and carried unanimously. DRAINAGE PROBLEM 2205 ELKE POINTE BLVD. Mr. William Gale~ 2205 Elke Pointe Blvd. has a drainage problem~ another resident drains his sump pump into the easement by Mr. Gales house and it is flooding his yard. Mr. Gale would like for the easement to be open to get rid of the water. City Engineer Bob Miller said that he would bring an instrument out and shoot some grades~ and get with Schuler Construction Co.about this problem. NUISANCE ON AVONDALE COURT Mr. James Wright a resident on Avondale Court has another complaint about the basketball goal at the culdesak on Avondale Court. City Attorney Mike Gillenwater said that this is a neighborhood dispute and that it's not a City problem. This is not the first time Mr. Wright has appeared before the Board about this problem. Mr. Wright said that he will go to the Courier Journal. Administrative Assistant Donna Baird said that the only advice they can give is to seek legal advice. COMPLAINT AT 80? MECHANIC STREET City Attorney Mike Gillenwater said that he received a phone call from Mrs. Ann Page about a complaint at 80? Mechanic street on race cars. Building Commissioner Bill Gavin said there are 6-8 cars and he is having them towed today. Mrs. Page said that they are also washing some foul smelling stuff down the sewers. Larry James said that he would take care of this. CITY JOB OPENINGS PAGE AUGUST 8B, 1993 Personnel Director Harold Lakeman said that he put 8 ads in each Departments mail boxes about the 8 City job openings that are available. The City has first choice to these jobs, Mechanic and Fire Fighter positions. The fire fighter will have to be female because of the federal mandate. UNITED WAY Personnel Director Harold Lakeman reported that Tom Nelson representing United Way would like to meet with the Fire Department and Police Department personnel. Chief Elliott said anytime will be alright, Fire Chief Dooley said for Mr. Nelson to call Assistant Chief Butch James and set up dates for his men. Also Chief Dooley said that these meetings are not mandatory. FLASHING LIGHTS AT JEFFERSONVILLE HIGH SCHOOl Police Chief Rick Elliott said that Rodger Caldwell brought to his attention that we may have to get permission from the County Commissioners to place the flashing lights on Allison Lane because this part County Road and it is a County access road. SPEED LIMIT ON COURT AVENUF Street Commissioner George Trembly said that he received a phone call from the Police Department concerning the speed limit on Court Avenue. The speed limit is 35mph and not posted. George would like to reduce the speed limit to 2Smph. City Attorney said that he can draft an Ordinance and give to Mr. Spencer for the next Council meeting and have it ready by September 1, 1993. Director Lakeman made the motion to reduce the speed limit on Court Avenue to 2Smph and have it posted, seconded by Director Matra, and carried unanimously. COMPOSTING-SOLID WASTE City Services Coordinator Les Kavanaugh said that he has no report for Mr. Lakeman and Mr. Matra at this time in regards to the proposed recommendation for composting Solid Waste Plant~ its on hold. FLASHING LIGHTS Les Kavanaugh said that in 1991 when he was on the School Board~ they agreed to pay for the flashing lights. Les suggested that they get with the Greater Clark School Cooperation and have them honor their committment. The lights will be on a timer and have a battery back-up. SEWAGE BACK-UP Sewer Plant Superintendent Larry James said that there is a sewer problem at 928 Howard Avenue the sewage is running in his front yard. Larry called the Health Department and they confirmed that it is sewage. We contacted him and we lent him a rod machine to clean the sewer out, but it did not work. Its his problem not the City's, Larry also thinks that it is the Health Department problem. City Attorney Mike Gillenwater said for Larry to request for the Health Department Attorney send him a letter.
