MONDAY JULY 26~ 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the Fo!! those members present were Mayor Parker~
Personnel and Safety Director Harold Lakeman~ and Mayor Parker
appointed Fire Chief Jerry Dooley to fill in, in the absense of Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ City Engineer Bob
Miller~ Street Commissioner George Trembly~ City Attorney Mike
Gillen~ater~ Plant Superintendent Larry James~ Assistant Police Chief
Charles EIder~ Animal Shelter Manager Jan Wheatley, Vehicle
Maintenance Director Mike ~athen~ City Services Coordinator' Leslie
Kavanaugh~ Parks Recreation Director Eric Hedrick~ Sewer Office
Manager Bob Goldman, Administrative Assistant Donna Metzger-Baird,
Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of July i9~ 1993 as presented, seconded by Director Matra and carried
unanimously.
DRAINAGE PROBLEM 2405 CORNWELL DRIVE
Street Commissioner George Trembly reported that he
for the cost estimate for the drainage problem

Assistant Police Chief Charles Elder reported that Lt. Dave Schmidt
investigated the resident parking for Mr. Clark at 60~ Graham Street.
Lt. Schmidt recommends that he receive the sign. Director Lakeman
made the motion to approve the resident parking sign at 60~ Graham
Street, seconded by member Jerry Dooley, and carried unanimously.
AUTO DRAG RACING COMPLAINT
Mr. Glen Gregerson, 787 Briscoe Drive has a complaint about the
residents at the corner of Access Road and 8th Street. They drive
race cars and make noise ~hen they come home and remove them off the
truck at night and they also work on them at all hours of the night.
City Attorney Mike Gillenwater said that we have a noise ordinance and
he will send them a letter and if that does not work the Police will
have to give them sitatione.
SINK HOLE
Mrs. Maria Persons~ 518 Goyne Avenue reports that there are sink holes
in her back yard around 'the concrete in the drainage ditch. The Sewer
Department fixed half of the problem, but never returned and fixed the
rest of them. Mayor Parker asked Larry James to send a person out
today and take a look at this.

STREET SIGN REPLACEMENT
Mr. Tom Locke, 31t4 Lake~ood Blvd. representing an Association in
Foxboro requests permission to change the metal street signs to wood~
signs and posts. The association will maintain the signs, City
Attorney Mike Gillenwater said that we will need that in ~riting.
Also he requests putting wood around the STOP signs. City Attorney
Mike Gillenwater said that might be a prob!em~ he will check with our
Engineering Firm before giving the ok on this. Director Lakeman made
the motion to approve the wood Street signs only, for Foxboro,
seconded by member Jerry Dooley, and carried unanimously.
~O~DBLOCKS
Mayor Parker reported that the roadblocks that were up this past
weekend did real well. Missie Vissing Benefit netted $3~000.00 and
Laura Minton netted $3~800.00. Mayor Parker is very pleased that the
community can give so generously.
LITER'S QUARRY
City Attorney Mike Gillenwater said that at the direction of the
Board, he sent Liter's Quarry a~ letter inquiring about the fencer and
the erosion that goes up near the Four Oake Subdivision area. We
received a response last week and it stated that he has a contract
with a fence Company and on July 19~ 1993 it was 75~ completed and on
July 18~ 1993 when the Board received the complaint it was 5ox
completed. With regards to the erosion~ we have seeded it.
SEWER PLANT AUCTION
City Attorney Mike Gillenwater reported that the Sewer Plant wilt be
auctioned off today. We have changed the foremat from auctioning the
real estate and personal property individually~ instead we will
auction it off as a lump sum. An addendum was prepared to change it
from real estate and personal property to a lump sum. Director
Lakeman made the motion to approve the addendum to the auction leasing
agreement submitted by our City Attorney this morning, seconded by
member Jerry Dooley~ and carried unanimously~
OADBLO~K-15 YEAR OLD ALL STARS
Assistant Police Chief Charles Elder has a request from Margo Stein
for a roadblock for the Jeff/GRC 15 year old all stars. They will be
traveling to Center Grove on Wednesday. They would like for the
roadblocks to be at Main and Market Streets~ Hamburg Pike and Dutch
Lane, from 3:OOpm-6:3Opm~ Director Lakeman made the motion to approve
the roadblocks, seconded by member Jerry Dooley, and carried
unanimously.

LITER'S QUARRY
City's Service Coordinator Les Kavanaugh reported that he and Bob
Miller met with Mr. John Hamm of Liter's Quarry about a monitoring
blast record form. Les said that we will maintain a copy and so will
Liter's Quarry. City Attorney Mike Gillenwater said that the form
look good to him. Also the problem that Mr. Glen Emly had has been
resolved. Member Jerry Dooley made the motion to approve the blast
form for anyone blasting, seconded by Director Lakeman, and carried
unanimously.
STREET CLOSURE
Street Commissioner George Trembly reported that Wall Street at 8th~
9th. and loth Street will be closed on July BS~ Bg, 30~ 1993 so
Koetter Construction can run an underground tunnel from Pfau Chemical
to the parking lot across the street. It has been advertised. Also
the railroad will be putting in the railroad ties at the same time.
SEALED BIDS
Street Commissioner George Trembly requests sealed bids for 1930
Chevy, 1980 Chevy~ 1963 Army Truck with trailer. George has the
serial numbers ready.
HOUR CHANGED
Street Commissioner George Trembly said that he's
for his crews because of the hot weather~ starting

EQUIPMENT FOR BIDS
Vehicle Maintenance Director Mike Wathen said that the equipment that
George Trembly wants to take bide on should have an affidavit done to
get a court order through the Motor Vehicle Dept. to get the Army
Truck title and to say that the equipment belongs to the City.
DENIED PERMIT
Plant Superintendent Larry James sent Mike Gillenwater a letter about
the Heather Green Subdivision that Dick Inman owns. He said that the
State has denied their permit because the lift station was designed
too large~ Mr. Inman wants to add another 28 homes to what they
already have developed. Larry James said that the Engineer Firm,
Jacobi~ Toombs and Lanz said that the lift station can handle the
homes. City Attorney Mike Gillenwater said that we need to get Mr.
Inman to eigna paper saying that if we annex that land they won't
fight it.

BACK-UP DAMAGES
Plant Supervisor Larry James wants to inform the Board that Dr.
Gulleys office incurred damages from the last hard rain that we had~
The cause of the back-up is from the grease at Wyandot Inc. Larry
James talked to Mr. Heinbrook representing Wyandot~ and he has agreed
to pay for the damages~ Bob Goldman said that we have had back-ups in
that office before as a result of the grease from Wyandot, Inc. Larry
James said that we will clean out the lines once a week until the
grease traps are installed.
TRAINING FOR THE ANIMAL SHELTER
Animal Shelter Director Jan Wheatley reports that she has the
opportunity to go to B different shelters in August for four days for
training in North Carolina. They will pay for everything except the
travel, because she is taking training to them. It is writing that
they will pay the cost.
ROADBLOCK COMPLAINTS
Clerk and Treasurer C. Richard Spencer Jr. had several complaints
about roadblocks~ they would like to have some kind of paper saying
that they have already contributed when they have to go through the
roadblock several times. City Attorney Mike Gillenwater said that he
would get with Mr. Lakeman and make up some guide lines for
roadblocks.
