Parker Jr. called the meeting to order at 9:30 and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold L. akeman~ and Sewage Collection Office Director Jim Marra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater~ Plant Superintendent Larry James~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen~ Parks Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger-Baird, Councilperson Peggy Wilder, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of July 6~ 1993 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Marra and carried unanimously. BIDS FOR QUARRY ROAD & HAMBURG PIKE S-5 Bids were read by John Toombs last Tuesday July 6~ 1993 at 1:30 pm. The bids are for Quarry Road and Hamburg Pike. The low bidder is Irish Park at $32~359.00. CULVERT ON AUGUSTA DRIVE City Engineer Bob Miller talked to Lou DuVano about the culverts on Augusta Drive. Mr. DuVano has until August 13~ 1993 to have the grading done and the foundation covered. Then the City will dig the pipe out. LEFT TURN SIGNAL AT HAMBURG PIKE & NEW ALBANY/CHARLESTOWN PIKE City Engineer Bob the cost of the meeting. Miller reported that Metzger Electric is checking on left turn signal and wiii have it for next weeks RESIDENT PARKING 3B6 W. MAPLE STREET Police Chief Rick situation on the Davidson resides the neighbors. Elliott reported that the Police are monitoring the resident parking at 326 W. Maple Street. Linda there and can't park in the space after 4:30p~ for BASKETBALL GOAL ON AVONDALE DRIVE Mr. Jim Wright called about the basketball goal on Avondale Ct. that was put back up. Mayor Parker asked Building Commissioner Bill Gavin to look to see if it's on City property. PAGE B JULY 12, 1993 BANNERS Rev. Leavell, representing Indiana Avenue Baptist Church requests a banner for the Indiana State Missionary Baptist Convention, July 30-Auguet 6, 1993, to be placed across 15th Street at Trinity Baptist Church. Mayor Parker said that we will work with you and put them up in certain areas close to 15th & 16th Street. Director Lakeman made the motion to approve the banners for Indiana State Missionary Baptist Convention, contingent upon what George Trembly recommends, seconded by Director Matra, and carried unanimously. LITER'S QUARRY BLASTING PERMIT City Engineer Bob Miller said that he has an application for Liter's Quarry Blasting permit required by the Board. Councilpereon Peggy Wilder said she has a comment about the quarry. Peggy said that Mr. John Hamm gave several good faith agreements to the reeidents and those things have not been done. She has had many complaints. Mayor Parker asked City Attorney Mike Gillen~ater 'to write a letter to Mr. Hamm asking him to verify in writing about what he's going to do. City Engineer Bob Miller said that he has been talking to Mr. Hamm about the problems. Bill Gavin and Bob Miller recommends the permit. Director Matra and made the motion to approve Liter's Quarry blasting permit of ?-9-93~ seconded by Director Lakeman, and carried unanimously~ DUMPSTERS Administrative Assistant Donna Metzger Baird received a call from Mike Myers at the Health Department regarding our dumpster services. George Trembly said that the dumpsters located in The Plaza behind Burger King and the Salvation Army Thrift Store are not ours we do not have dumpsters any more. They should be the Health Departments problem, they are privately con,ratted. DRAINAGE PROBLEM AT 2405 CORNWELL DRIVE Councilperson Peggy Wilder reported that there is a drainage problem at 2405 Cornwell Drive~ the ditch is filled up and neede to be cleaned. Mr. Hampton of that address said that if the City cleans it out he will maintain it. Bob Miller and George Trembly both said that the ditch is to flat and has no fall. Mayor Parker recommended to go ahead and clean it out and have Jacobi, Toombs and Lanz take a look at this and make a recommendation to the Board. AVONDALE COURT COMPLAINT Marcella Bratcher, 1038 Avondale Court has a complaint about Mr. Jim Wright on Avondale Court concerning the basketball goal. It was taken down and Mrs. Bratcher said that she put it back up because it has been there for years and caused no trouble until Mr. Wright moved into the neighborhood ~ years ago. Mrs. Bratcher said that if Mr. Wright makes a complaint against the goal she will complain about all the other goals in the City and they will also have to be removed. Mayor Parker recommends to keep the goal up until we have another complaint about the goal. PAGE 3 JULY 187 1993 PORTALETS Parks Superintendent Rodger Caldwell said that we appreciate the portalets for the Concert in the Park, but they were put in the wrong place and will have to be moved. Director Lakeman called Rumpke and they donated them. DRAINAGE DITCH COMPLAINT Street Commissioner George Trembly said that the ditch that Mrs. Bratcher and Big Lots complained about is filled with debris and is on the list for clean up, Indiana Corrections will be cleaning the ditch. WAVERLY COURT Street Commissioner George Trembly reported that they took 18 truck loads of debris out of the ditch on WaverIy. Also Koetter Construction is going to do some work at Pfau Chemical and requests that Wall and 9th Street by the railroad tracks be closed July 88~ 307 1993 to put a tunnel across the street. CONFINED SPACES Sewage Plant Superintendent Larry James said that Les Kavanaugh went to school for requirement for confined spaces and there is a list of equipment that we must purchase to comply with the law which went into effect on June 15~ 1993. (see copy) We will also need a hand held radio with a base charger for Jim Matra so he can keep in touch with them. The flood control and the sewage department is going together so the cost will be lower. The $18,138.59 cost will be increased by $1~933.57. Director Lakeman made a motion to get the confined space equipment for the Sewage Utility~ seconded by Director Lakeman, and carried unanimously. BUDGETS Administrative Assistant Donna Metzger Baird reported that scheduling for the budgets are out and were made up by Councilperson Potter~ and if there is any problem with the time let me know and we can work things out. THANK YOU Mrs. Mary Goodie thanked Harold "Pee Wee" Lakeman for getting her and Mr. Goodie into the Court House this morning. There ~as no parking spaces left in the rear and he helped us up the front steps. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:~5a~m.~ seconded by Director~p.-ra~ and carr~O~nanim~ly.
