HomeMy WebLinkAbout06-28-1993 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY JUNE 28, 1993 Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Assistant Police Chief Charles Elder~ Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen, Parks Director of Activities Chuck Branham, Sewer Office Manager Bob Goldman~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of June R1~1993 as presented~ seconded by Director Matra and carried unanimously. HANCICAPPED PARKING The handicapped parking sign for Mrs. Kahl~ 206 Riverside Drive~ was approved and she wants it placed on the Pearl Street side of her home. SEPTIC SYSTEM ON HAMBURG PIKE City Engineer Bob Miller reported time to look at the septic system for now. for Bill Gavin that he has not had on Hamburg Pike and wants it tabled HOSTAGE SITUATION Mayor Parker complimented Police Chief Rick Elliott and the Police Department for a good and professional job that they did during the Hostage situation on Fulton Street even though there was a life lost. The Citizens and myself are very proud of what you've done. BIDS FOR WILSON PAGE 2 JUNE 28~ 1993 SCHOOL SEWER PROJECT The bids for the Wilson School Sewer project the bids are as follows. were opened today and J.C. LONG Madison, Indiana Bid $8?3650.00 Dan Cristiani Floyd Knobs: Indiana Bid $52~638.62 Irish Park Clarksville: Indiana Bid $72~250.00 Clark Nichols Charlestown, Indiana Bid $85:000.00 John Toombs said that Cristiani was the iow bidder at $52:638.6B~ Mr. Toombs recommends to the Board to take these under advisement and award the bid at the next Board meeting. Director Lakeman made the motion to review the bids and make sure things are in order and make the recommendation at the next Board meetings seconded by Director Marra~ and carried unanimously. CULVERTS ON AUGUSTA DRIVF City Engineer Bob Miller received a call from neighbors of Lou DuVano about culverts on Augusta Drive flooding. Mr. DuVano without permission put in the wrong size pipe in the ditch causing it to flood. Bob Miller said that the culvert pipes are too small for the flow of the water and they will have to come out. Engineer John Toombs agreed with Bob Miller about the pipes being too small. The pipe will have to be 60" and Mr. DuVano will have to pay for the cost himself. Mayor Parker suggested that Bob Miller, George Trembly, and any individual that Mr. DuVano wants to retain or hire to meet and then Mr. Miller can come back with a recommendation to the Board. PEDDLER'S PERMIT Betty Casey, 2019 Hamburg Pike requests a peddler's permit to sell produce on private property. City Attorney Mike Gillenwater said that no permit is necessary: just make sure that it is zoned properly. CHURCH SIGNS Carol Woodling representing Wall Street Methodist Church requests ? signs advertising the Church~ the size is 24"x34". The places she requests are Court Avenue and Wall Street, Market and Wall Street. The two that are on the state highway will have to be approved by the State. Street Commissioner George Trembly said that he will take a look at the spots and make a recommendation to the Board at the next meeting. The poles are $10.00 installed and have to be 7' high. PAGE 3 JUNE 88, 1998 CONTRACT WITH PDR Mayor Parker said that we are entering into a contract with PDR to work with the Wastewater Treatment Plant. We have an existing contract and we are extending it. We have an agreement with the 'firm and they will be providing certain additional services in addition to those they are already providing not to exceed $3000.00 a month. City Attorney Mike Gillenwater recommends that we sign the contract. Mayor Parker announced that Larry James will be replacing Steve Tolliver. This will commence'-on July 1, 1993. Director Matra made the motion to take the recommendations of City Attorney Mike Gillenwater on the PDR contract, seconded by Director Lakeman~ and carried unanimously. LEAVE OF ABSENCE Director Lakeman reported that David Payne asked for a leave of absence~ we investigated and received a letter from him. The leave was granted. Also I want to wish Steve Tolliver well and good luck in his new job~ and Larry James my door is always open for you. I know you will do a good job. 800D LUCK Director Matra wished Steve Tolliver gool it's been nice being with you. PDR CONTRACT luck in your new job~ and Mayor Parker said that he wants Steve Tolliver, Larry James, and Jim Matra to sit down and discuss this PDR Contract and make sure we get everything thats coming 'to us in regards to technical advice. SCHOOLING AND HOSTAGE SITUATION Mayor Parker asked Assistant Chief Charles Elder to elaborate on the FBI schooling and the hostage situation. Charles said the school was 11 weeks in Virginia. It was a great experience and we are going to attempt to send someone else to the school, it's the best training you can receive. The situation on Fulton Street, we are sorry that a life was lost. We are very proud of our Police Department with the way they handled the situation. We want to thank Fire Chief Jerry Dooley and his men for the help they gave us, they were there the entire day. We want to thank numerous other individuals and agencies for their help. Also I want to wish Steve well in his new job and our door is always open fore.you. It's been a pleasure working with you. STREET LIGHTS IN BUTTONWOOD City Engineer Bob Miller reported for Building Commissioner Bill Gavin about the special lights that Mr. Prentice is requesting for Buttonwood Subdivision. The cost for the special lights are $30.40 per month per light, the other street lights cost $11.01 per month per light. Bill recommends 5 lights, but not the special lights. Director Lakeman made a motion to approve the 5 lights at $11.01 per month~ seconded by Director Matra and carried unanimously. PAGE 4 JUNE S8~ 1993 WHIPPERWILL AND MOCKINGBIRD DRAINAGE PROBLEM City Engineer Bob Miller said that he took a look at the drainage problem at the corner of Whipperwill and Mockingbird Drives. It will cost $1000.00 to get the job done right. We will have to remove the 5 driveway ramps on Mockingbird Drive so the water can flow along the street. The Health Department said something has to be done with this because of the mosquitos. We will have to ask the Council for a special appropriation for this. Also Bob wished Steve Tolliver well in his new job. GOOD LUCK Larry James him for the him. told Steve Tolliver that it was a pleasure to work with last 4 years. If he needs anything he will be there for COMPLIMENTS TO THE POLICE DEPARTMENT Fire Chief Jerry Dooley complimented the Police Department for the excellent job they did during the hostage situation. Chief Dooley was there the whole time and he said the Police handled the situation very good, Also Chief Dooley wishes Steve Tolliver the best in his new job and welcomes Larry James. PROBLEM MIDDLE SCHOOL LIFT STATION Utilities Director Steve Tolliver reported that we have a problem at the lift station at the middle school. We need a air relief valve. We took quotes on it and received them from Dan Cristiani- $2,6A0.00~ Irish Park- $2,?33.55, Joe Reschar Construction- $2~000.00. I recommend that we do the work. Director Matra made the motion to accept Reschar Construction for the relief valve~ seconded by Director Lakeman, and carried unanimously. WYANDOTTE, INC. Utilities Director Steve Tolliver reported that he received a phone call from Wyandottes Inc. this morning, they received a letter from City Attorney Mike Gillenwater about the drainage problem. They wanted to confirm that they are working to finish the drainage problem that runs to Dutch Lane. They will let us know when it is finished. Also Mike said that Steve Tolliver and Jim Matra needs to get together on the numbers on the evaporation levels. Steve said that they have already did the numbers and they are 7~. Wyandotte is getting the grease traps installed real soon. THANK YOU Utilities Director Steve Tolliver wishes to thank you for giving him an opportunity to work for the City. If you need my assistance, I will be there, and good luck to Larry James. Mayor Parker said that Steve did a good job. PAGE 5 JUNE 28, 1993 FINAL INSPECTION Utilities Director Steve Tolliver reported that the IDEM people came down last Wednesday and did the final inspection on the plant. The operation, the budget, the labor checked out real good. They said that the plant was in compliance and verberly they said that come October 1, 1993 we would get certified. QUESTION City Attorney Mike Gillenwater has a question for Steve about the Market Street project. We hired a Company from Indianapolis to clean out the pipes under Market Street, we sent the cameras through and we found a trouble spot at Market and Mulberry Streets. Mike said that we need to get this fixed before we repave. AUCTION Mayor Parker said that the am. The only equipment N-Virol. The equipment is auction will be tomorrow at 11:00 or 11:30 that is left to be auctioned off is the already prepared for the sale. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:45a.m.~ seconded by Director Matra, and carried unanimously.
