Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver, Police Chief Rick Elliott, Assistant Fire Chief Clifton James Jr., Animal Shelter Assistant Mike Sentry, Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh~ Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of May 19, 1993 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. BIDS FOR NEW ALBANY-CHARLESTOWN PIKE SEWER EXTENSION Utilities Director Steve Tolliver reported that he received a letter from John Toombs, a representative of Jacobi, Toombs and Lanz Inc. stating that there is a problem with the sewers on New Albany Charlestown Pike and he will have to redesign them and it needs to be rebid. We need to reject all the bids and take new bids. (see copy) Director Lakeman made the motion to rebid New Albany Charlestown Pike Sewer extension, seconded by Director Matra, and carried unanimously. TRAFFIC PROBLEM AT JEFF HIGH Police Chief Elliott reported that he is waiting to get the cost estimate for flashing lights from Metzger Electric Co. Director Lakeman reported that he read the Board minutes from 1989 the recommendations from that meeting was to have the County involved in any decision made from Jeff High because all the traffic comes from the High School. Also they recommended to reroute the buses. Mayor Parker suggested that Chief Elliott get a copy of the minutes and appraise it and see what you think of it in regards to including it in our recommendations to the school. SIGNS AT JEFF HIGH Street Commissioner George Trembly reported that they are changing the speed limit in front of the High School to 20 miles per hour from 7:00am to 8:00am and 8:00pm to 3:00pm in the afternoon it was already in the 1989 City Ordinance it was not informed. We are putting up new School Warning signs and School Zone signs. PAGE ~ MAY ~4~ 1993 SANITATION BIDS City Attorney Mike Gillenwater reported that Mayor Parker received a letter from BFI attempting to point out some discrepancy in the Rumpke bid~ he alleges that Rumpke did not include a financial statement showing his stability and net worth with outlining the bid spect. Mike Gillenwater reviewed those bids this morning and found that Rumpke did include such a statement. Mike recommends that the Board of Public Works and Safety go ahead and grant the bid to one or the other. Director Lakeman made the motion to accept Rumpke for the disposal bid~ seconded by Director Matra, and carried unanimously. BFI PROTES~ Dave Stickler of BFI protested the Rumpke bid after he reviewed the bid in the City Clerk-Treasurers Office on Firday May ~1~ 1993, he could not find a financial statement in the bid. The City did not ask for a financial statement. EXPOSED WIRES ON WILLIAMS STREET. Building Commissioner Bill Gavin reported that the exposed wires on Williams Street are primary lines in the trees. Bill Gavin is going to call PSI'S tree trimming Co. that handles the tree trimming. The wires are not on the ground they are in the trees. Mrs. Kerberg's son was going to trim the trees, but Bill Gavin told him not to trim the trees because they are bare primary lines. BASKETBALL CHAMPIONSHIP SIGN Street Commissioner George Trembly checked with the sign company and the cost of the State Basketball Championship sign will cost $85.00. We will install it at the 1-65 ramp at Court Avenue. Director Matra made the motion to approve the sign at the -I65 ramp at Court Avenue, seconded by Director Lakeman~ and carried unanimously. PROBLEMS AT MUNICH WELDING Police Chief Rick Elliott reported that Ernstberger of Munich Welding and Mr. there is no problems. he's been in contact with Mr. Don Pfister of the Union, and DRAINAGE PROBLEMS BISHOP ROAD Mrs. Bonnie Long of Meadows Subdivision reported that she is having drainage problems. There is a ditch behind her home that needs to bq cleaned out. Mayor Parker asked George Trembly to take a look at this and see what can be done and let us know about it. PAVING ON ROOSEVELT DRIVE Joe Lee resident of the lBO0 block of Roosevelt Drive requests that the extension of Roosevelt Drive be paved, it is a City Street. Mayor Parker asked that George Trembly take a look at this and give us his recommendation. PAGE 3 MAY B4~ 1993 STREET AND SEWER PROBLEMS ON MARY STREET Rev. I.L.Bennett of 413 Mary Street was not present at today's meeting~ this was tabled at this time. RESIDENT PARKING W.W. Jones, 303 Pearl Street requested a resident parking sign~ but he was not in attendance, it was tabled. STREET CLOSING SENIOR GAMES FUN WALK Administrative Assistant Donna Metzger reported that the Senior Fun Walk will be June ?, 1993, they are requesting that the streets be closed. The walk will begin around lO:30am at Warder Park go down Spring Street to Locust St. to St. Augustines Church. They also requests assistance from the Police Department. Director Lakeman made. the motion to approve the street closings, seconded by Director Marra, and carried unanimously. TAXI CAB DRIVER PERMIT Tommy Hendrickson, 219 Lafayette Street, New Albany, Indiana requests a Taxi Criver Permit, he needs to go to the Jeffersonville Police Department and fill out papers for the permit. This was tabled. EVENT ON ENVIRONMENTAL ISSUES AND RECYCLING Hugh Burns of Southern Harrison Citizens Union presented that wiii held on May Bg, 1993 in Elizabeth Indiana and City of Jeffersonville to participate. Mayor Parker said will evaluate this and make a decision on this program. a program invited the that they EASEMENT VACATION LOT 199 SUBURBAN ACRES SECTION 5 Bob Isgrigg is requesting a easement vacation for lot 179 Suburban Acres, section 5. He wants to retire 5' of the 20' easement. He has letters from ail utilities saying that area is not a location of any utilities now, and no plans in the future. Bill Gavin recommends vacating a portion that he is requesting. This has to be approved by the Council and has to be advertised. Mike Gillenwater suggested that they vacate only the portion that the house is sitting on. Director Matra made the motion to take Mike Gillenwaters recommendation to take just the portion where the house sits, seconded by Director Lakeman and carried unanimously. VACATING PROPERTY ON KEHOE LANE Building Commissioner Bill Gavin reported that Mr. Mooreland of Kehoe Lane is requesting that the property at the rear of his home be vacated. It is a ditch and needs to be cleaned. Mike Gillenwater suggested not to vacate the property, but to give him permission to cut the trees down and clean up the ditch and assume the liability, then we can keep the right of way. Director Lakeman made the motion not to approve the right of way, but to allow Mr. Mooreland to take the trees out as long as he accepts the liability~ or anything that may occure while he is doing this, seconded by Director Marra~ and carried unanimously. PAGE 4 MAY 2A~ 1993 BUDGETS Administrative Assistant Donna Metzger reported that the list is still coming around for the Budget sign-ups. Please sign it if you haven't. CITY SALARY ORDINANCE Mayor Parker explained that this is about the City Ordinance Meritorial Compensation for the Wastewater Treatement Plant people~ which was discussed with Steve Tolliver~ and he made these recommendations. There were two promotions they are Steve James from Heavy Equipment Operator to Sewer Foreman Position, and Donnie Griffin from Heavy Equipment Operator to Grounds Maintenance Supervisor. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:38a.m.~ seconded by Director Marra, and carried unanimously.
