Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roil those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver, Police Chief Rick Elliott: Fire Chief Jerry Dootey, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Assistant Mike Ewton, Parks Director of Activities Chuck Branham~ Sewer Office Manager Bob Goldman, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of April B6~ 1993 as presented~ seconded by Director Matra and carried unanimously. BIDS FOR NEW ALBANY-CHARLESTOWN PIKE SEWER EXTENSION John Toombs, representing Jacobi, Toombs, and Lanz read the bids for the New Albany- Charlestown Pike sewer extension, they are as follows: Dan Christiani $58,638.6B lump sum Clark Nichols $85,800.00 lump sum JCL Long, Inc. $95,850.00 lump sum Cornell Harbison $117~000.00 lump sum Irish Park~ Inc. $49,8??.00 lump sum Mayor Parker said that we will have to take these bids under advisement~ and make a recommendation on this next week. Director Lakeman made the motion to take the bids under advisement~ seconded by Director Matra, and carried unanimously. PARKING PROBLEM AT 9TH AND FRENCH STREET Police Chief Elliott reported that Captain Leach contacted the Minister of the Church at 9th and French Streets about the parking problems, he said that he would comply. TRAFFIC PROBLEM, JEFF HIGH SCHOOL Mr. Ward Weber, Principle at Jeffersonville High School appeared before the Board asking for the City's help with the traffic problem in front of the High School. Mr. Weber had the ROTC do a vehicle count survey on Thursday April 29~ 1993. From ?:OOam-8:OOam they counted ?52 North bound, 501 South bound cars~ total of 1253, and fPom 2:00pm-3:OOpm, they counted 1,093 North bound~ 831 South bound total of 1,924. We need to have newer school signs, flashing lights, better lighting in the Winter. Mayor Parker asked Bill Gavin, Rick Elliott and George Trembly to look at these surveys and make a recommendation. PAGE 8 MAY 3, 1993 RESIDENT PARKING June Oliver of 1413 Francis Drive requests a resident parking signs but this was tabled when she was not present at the Board meeting. FLYERS Edgar Waters wants permission from the Board to pass out advertisement flyers door to door. Mayor Parker said that he did not need a Peddler's Permit~ but that he must register at the Police Department. FINAL PAYMENT HALL CONTRACTING Utilities Director Steve Tolliver reported that he met with Mr. Krebs, and Hall Contracting is requesting final payment. Steve recommends paying their final payment. Director Lakeman made the motion to pay the final payment to Hall Contracting, seconded by Director Marra~ and carried unanimously. STREET SIGNS City Engineer Bill Gavin wants permission from the Board to install street signs for the Developers of Eastbrook Manor, and Emerald Forrest. Clerk and Treasurer Dick Spencer, Jr. suggested to George Trembly to have the Developers pay directly to the sign company instead of taking it out of his budget. Director Lakeman made the motion to approve the street signs for Eastbrook Manor and Emerald Forrest, seconded by Director Matra, and carried unanimously. YARD SALE IN NORTHAVEN The request for the yard sale in Northaven was tabled no one showed up at the Board meeting. POLICE APPLICATIONS Police Chief Rick Elliott reported on the Police Applications and said that Mayor Parker has been kept abreast of the situation and has approved the following. On Thursday April 29~ 1993 as Chief of Police, I offered conditional employment to 8 applicants for the Police Department. They will be taking physicals and psychological testing in Indianapolis on Thursday May 6, 1993, to be conducted by the Personnel Development Group. The target date, swearing in date will be between June 1 & 15, 1993~ if all required testing is completed along with PERF approval. The 8 candidates are John Chris Grimm, and Russel Lee Settles. Director Matra made the motion to accept the recommendations for the ~ Police Officers, from Chief Elliott, seconded by Director Lakeman, and carried unanimously. LEASE SIGNED City Attorney Mike Gillenwater has the lease for the Mayor to sign on the property at Spring and Market Streets. PAGE 3 MAY 3, 1993 RESPOND MEETING Director Lakeman reports that Board meeting today. BANNERS the ReSpond Team will meet after the Director Lakeman will meet with Holly Jo~nson~ George Trembly, Rodger Caldwell on Wednesday May 5, 1993 at lO:OOam concerning banners. BASKETBALL GOAL COMPLAINT ON DUNBAR DR. Building Commissioner Bill Gavin said that he received a call complaining about a basketball goal on Dunbar Drive. City Attorney Mike Gillenwater said that he sent out a memo about 3 weeks addressing basketball goals. If it is Grandfathered in and is in the street right away of the City we can take it down. Mayor Parker asked Police Chief Elliott to assign someone to investigate this and bring back to the Board. VACATING PORTION OF KEHOE LANF City Engineer Bill Gavin said that a portion of Kehoe Lane behind Grant Plaza, Emma Drive will be vacated. He will have additional information on this later. BANNERS Street Commissioner George Trembly received a call from Howard Steamboat Museum requesting B banners hung for the Chautaugua Festival. They agreed on the B locations. Director Lakeman made the motion to approve the banner location for the Chautaugua Festival~ seconded by Director Matra, and carried unanimously. CRESTVIEW COURT Street Commissioner George Trembly reported that the Gas Co. is finished on Crestview Ct. and there are 3 driveway ramps we have to take out, 2 have pipes, 1 concrete, will we have to replace them. City Attorney Mike Gillenwater said that legally we are not obligated to replace them. Mayor Parker suggested that George contact the respective residents and tell them that if they pay for the material we will supply the labor. HIGH SCHOOL Street Commissioner George Trembly said that he would like to go to Jeff High and check on the signing. Some of the signing might need to be replaced with newer school signs~ some of the signs are in the County and will have to replaced by them. PAGE 4 MAY By 1993 PAVING ORDINANCE City Attorney Mike Gillenwater said that Irish Park installed a pipe on 9th Street for Philidelphia Quartz in front of the old sewer plant. Under our new Ordinance the whole road has to be paved from side to side when putting in a ditch~ this will leave a portion from Indiana Avenue to a section in Clarksville unpaved. When Irish Park paves the road we will get the sewer utility to pave the other section of the road. Bob Miller checked on the cost of the paving and it will be $2200.00. Mike Gillenwater recommends to the Board to have this section of the road paved. Director Lakeman made the motion to approve the additional paving on 9th Street, seconded by Director Marra~ and carried unanimously. CRUSADE ROADBLOCKS Fire Chief Jerry Dooley presented to the Board the list of Crusade for Children roadblocks. Director Lakeman made the motion to approve the roadblocks for the Crusade for Children, seconded by Director Matra, and carried unanimously.
