MONDAY APRIL 26, 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roil those members present were ~?
Personnel and S~ety Director Harold Lakeman~ and Sewage Coil~ction
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ Street
Commissioner George Trembly, City Attorney Mike Gillenwater~ Utility
Director Steve Tolliver, Police Chief Rick Elliott, Fire Chief Jerry
Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager
Jan Wheatley, Vehicle Maintenance Director Mike Wathen~ City Services
Coordinator Leslie Kavanaugh, Parks Assistant Superintendent Donnie
Poole, Sewer Office Manager Bob Goldman~ and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of April 19, 1993 as presented~ seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
POLICE APPLICATIONS
Police Chief Elliott reportd that the Police background interviews are
completed. Starting tomorrow the personal interviews will start~ we
hope to have recommendations by next week.
PROPOSAL-MARKET STREET CONSTRUCTION
Building Commissioner Bill Gavin received 4 proposals on Engineering
for On Sight Inspection for Market Street phase one. The four firms
are Jacobi, Toombs and Lanz, The Carradino Group~ Proctor, Davis and
Ray Engineering, C.E. Williams Associates, Inc of Indianapolis. I
recommend Proctor, Davis and Ray Engineering as the Engineers for this
~ob. Director Lakeman made the motion to accept PDR for the
Engineering job~ seconded by Director Matra, and carried unanimously.
ROADBLOCK
Beverly Knecht wants permission from the Board to have a roadblock for
Clark County Foster Care and Adoption Association for the weekend of
May 15, 1993 at Walnut and Market Streets, Dutch Lane and Hamburg
Pike. We had a weekend in February but was snowed out. Police Chief
Rick Elliott said that the weekend in May has already been taken, he
suggested the next weekend if there is nothing in conflict with it.
PEDDLER~S PERMIT
Jerry Wolfe representing Ralston Company requests a Peddler's permit.
The Company is a Home Improvement Co, that repairs roofs, windows and
etc. wego through a street and see if a roof or windows need replaced
then we go to the door.

SEWER PROBLEM ON MARKET STREET
Utilities Director Steve Tolliver reported that the Thompson Company
of Indianapolis located the prob..!em in the sewer on Market Street from
the floodwall at Jeff Boat to Mulberry Street~ it's 3/4 full of rock.
The cost to televise and completely clean it is $24,8000.0000. There are
possible problems where the sewer turns at Mulberry to Ohio Ave. to
the 100th Street pump station, it will cost $?,P0000).000 with no major
problems, for test spots it will be around $30000.0000 if we find a
problem we will have to spend an additional $21,8000.000 for the whole
area of about 600000000 feet. Director Lakeman made the motion to accept
the bid from The Thompson Construction Company of Indianapolis to do
the repair work on the area described, seconded by Director Matra, and
carried unanimously.
CONCERT IN THE PARK
Holly Johnson of Mainstreet reports that the Concerts in the Park
series are starting on May 21st.-Labor Day and we want to make sure
that the Parks Department is co-chairing this and see if this is how
the wording should go on the banners and brochures, also we would like
to have chairs, mike and speaker. Donnie Poole suggested that Holly
write a letter and give it to RoOger Caldwell or go to the Parks Board
Meeting. Director Matra made the motion to give tentative approval
upon the vote of the Parks Board, seconded by Director Lakeman, and
carried unanimously.
BANNERS
Holly Johnson of Mainstreet would like for a banner be placed in
Warder Park. The Parks Board has to give approval for this.
STEAMBOAT RACE PARTY ON THE OVERLOOK
Holly Johnson of Mainstreet wants to remind everyone about the
Steamboat Race Party at the Overlook on Wednesday April 28, 1993 from
4:30-9:30 pm. There will be a DJ.
PARKING PROBLEM AT 9TH AND FRENCH STREETR
Virginia McDowelt lives at 82? French Street and owns the property at
9th and French Street opposite the Church and also own the Garland
Apartments. We are having trouble with the Church people parking in
front of our house and in the parking lot of the apartments, when
asked to move they won't. Mayor Parker said that Police Chief Elliott
will contact the Church officials and we will go from there.

POLICE PROMOTIONS
Police Chief Elliott reported that we are goint to fill the position
that cast. Lindsey left when he retired. These Police Officers were
promoted they are:

Sgt. Larry Jordon promoted to Lieutenant
Cpl. Greg Webb promoted to Sergeant
Ptl. Bruce Wilkerson promoted to Corporal

Lakeman made the motion to approve the Police Promotions
seconded by Director Matra, and carried
VENDORS PERMIT
David Sharp requests to renew the Vendors permit for Frosty Treats.
Director Lakeman made the motion to approve the vendors permit,
seconded by Director Matra, and carried unanimously.
SPRINKLE SYSTEM
Building Commissioner Bill Gavin received a letter from Indiana Cities
Water Corp. requiring testing the backflow sprinkle system on Court
Avenue. The cost is $50.00 per device and there are 3 devices. Mayor
Parker said to check with the City Clerk-Treasurers Office to see what
fund it should be taken out of. Bill said that we have until May 31,
1993.
SANITATION PICK-UP
City Attorney Mike Gillenwater brought up the issue of garbage
pick-up. There was a misunderstanding on the responses. Mike
suggested to rebid right away and tell them what was wrong with the
bids. Mayor Parker said not to rebid the recycling. Director Matra
made the motion to rebid the garbage pick-up, seconded by Director
Lakeman, and carried unanimously.
CONFINED SPACES
Director Lakeman said that there is a new Federal Law on confined
spaces. Last Thursday Jerry Dooley, Dennis Simon, Jim Matra, Steve
Tolliver and Harold Lakeman attended a meeting in Scottsburg on
confined areas and we need to get an inventory on what we wiii need.
We will have to have a responds team, policy written, plus the
training~ we have until June 15~ 1993. We will have to hire somebody
or train someone~ CPR and 40 hours to be certified. Louisville has a
Hazmat Team. Mayor Parker asked Director Lakeman to help on this.

of Banners~ dates to put them up and take them down. Some banners are
4" to long~ this means that each bracket will have to be moved down
4", then moved up 4" for other banners. Mayor Parker asked Director
Lakeman to help Donnie with this. ~
THANK YOU
Police Chief Rick Elliott wants to thank George Trembly and Mike
Wathen in advance for helping with The Great Steamboat Race on
Wednesday. We will have 16 Officers, and 8 undercover Officers on
duty.
There being no further business~ to come before the Board of Public
Works and Safety~ Director Lakeman made the motion to adjourn at
lO:25a.m.~ seconded by Director Marra~ and carried unanimously.
