Parker Jr. called the meeting to order' at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Attorney Mike Gillenwater~ Street Department Supervisor Bob Miller, Utility Director Steve Tolliver~ Police Chief Rick Elliott, Assistant Fire Chief Clifton James Jr.~ Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen, Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of April 5, 1993 as presented~ seconded by Director Matra and carried unanimously. STOP SIGN Courtney Saffer, 1509 Princess Drive appeared before the Board to report that the stop sign at 1513 Princess Drive across from Mitchell Street is in the street and should be put in the right location. Supervisor Bob Miller said that he has looked at the stop sign and it is legal. Mayor Parker asked Bob Miller to take another look at this and show Mr~ Saffer the sign and report back to the Board. OVERLOOK Mr. Andy Grzymski a representative of the Corradino Croup with the Transit Authority wants to establish a water taxi during Derby Weeks purposing three stops, 1st. Louisville water by the Chow Wagons Bnd Tow Boat Armies, 3rd end of Spring Street. Rodger Caldwell requested that Mr. Grzymski meet with this Board and then take the proposal to the Parks Board today. It will be a 40 passenger boat hours will be 11:00 am to 11:00 pm, in 1/B hr. cycle, there will be a little charge. Mayor Parker said he would give it a tentative ok. Director Matra made the motion to accept the Corradine Group request contngent upon the Parks Board approvel, seconded by Director Lakeman~ and carried unanimously. EAGLE SCOUT AWARD Mayor Parker read a letter from Stephen Gleitz about getting his Eagle Scout Award from Troop ~i at the United Methodist Church. To get this he has to do a pro~ect~ and the pro,eot he has selected is painting house numbers on curbs under the mailboxes in the Meadows Subdivision. He will be sending out phamplets to tell the people about this pro~ect by April 30, 1993. Director Lakeman made the motion to approve this, seconded by Director Marra~ and carried unanimously. PASE 2 APRIL 12~ 1993 VFW ROADBLOCK Dave Cole representing VFW requests permission for roadblocks on May is 1993 from lO:OOam-noon selling Buddy Poppies at Market and Walnut Streets and 8th and Main Streets. Director Lakeman made the motion to approve the roadblocks~ seconded by Director Marra~ and carried unanimously. MEMORIAL DAY PARADE Clerk and Treasurer Dick Spencer Jr. said that the Council will be giving $250.00 to the VFW and American Legion for parades. The Board agrees to this. Director Lakeman made the motion to support both organizations~ seconded by Director Matra, and carried unanimously. ALLEY VACATION Rick VanGilder of 621 Mechanic Street wants the process to start again to vacate the alley next to his home, it was started about i8 months ago under the last administration. The alley behind his home has been placed 5~ on his property from paving it. He would also like to put up Children at elay signs. Mayor Parker asked Gill Gavin to check on this and bring it back to the Board. City Attorney Mike Gillenwater said that this is the City Council minutes. SPRING CLEAN-UP DUMPSTERS Director Lakeman reported that Les Kavanaugh said that Spring Clean up will be the last weekend of April. Rumpke will put out ? dumpsters. They will be at the Court House parking lot at ?th and Meigs Avenue, Colonial Park~ Melody Lane~ Animal Shelter~ Scott Drive~ Riddle Street and Memorial Park. We will advertise this. Director Matra made the motion to approve the dumpster placements~ seconded by Director Lakeman~ and carried unanimously. THUNDE~ Administrative Assistant Donna Metzger has a Thunder update, reminding everyone that Thunder is this Saturday. We need to have the stop sign taken down in the island in front of the Ramada Inn so that Miller Transportation can make the wide turn. We also need a couple of large signs that reads Thunder Parking with an arrow pointing to the East gate in the Americas Place. DERBY FESTIVAL PINS Mr~ Tim Moore representing the Kentucky Derby Festival Pin program wants to place a vehicle at the corner of 6th Street and Missouri Avenue and sell Derby Pins and wants to know who owns that property. Mr. Pat Hoehn of Falls City Transfer owns the property. He also would like to sell at the Wise Owl parking lot at Pearl and Market Streets with the owners permission. J PAGE 3 APRIL 127 1993 THUNDE~ Mayor Parker asked Police Chief Elliott to elaborate more about Thunder. Chief E!liott said that we will have the golf carts, but not as many as last year~ there will be 3 command posts locations. The Indisna State Police will patrol the interstate. The Floyd County Sheriff Department will help with security, paid for by Krogers. BASKETBALL GOAL AVONDALE COURT City Attorney Mike Gillenwater prepared a memo about the Avondale Court situation and it pertains to any other situation like this~ I spoke one more time to the residents and told them that the goal doesn't have to come down. Rebecca Bailey agreed to talk to the neighbor about playing to late. ROAD CLOSURES FOR THE GREAT STEAMBOAT RACF Police Chief Rick Elliott presented to the Board the road closures for the Great Steamboat Race on April 287 1993. They are the same as last year. Riverside Drive will close at noon- 9:00pm to Jeff Boat. (see copy). There will be 12 Officers working. Director Matra made the motion approve the road closures~ seconded by Director Lakeman, and carried unanimously. POLICE APPLICATIONS Police Chief Rick Elliott reported that he is going through the application process of replacing the two Officers that we have openings for. The background process will be completed by the end of the week. We will be starting interviews next week, will have more on this at next weeks meeting. COMPLAINTS FROM RESIDENTS Police Chief Rick Elliott reported that he had B calls from residences on Dunbar Drive about a new couple in the neighborhood residing at 2502 Dunbar Drive operating a vehicle repair shop out of their home. Today the street had oil and fluid on it. Building Commissioner Bill Gavin will check on this. Mayor Parker suggested that the resident should be made to clean up the mess. CONRAIL Street Supervisor Bob Miller reported that Conrail contacted him and will be in town on June 1~ 1993 to repair the railroad crossings. INTERSECTION Street Supervisor Bob Miller reported that Mike Rivers with the State Highway Department called and said that the intersection of Holmans Lane and State Road 62 will be repaved starting in August. BLACKTOP Supervisor Bob Miller reported that we will not be blacktopping Crestview until the sidewalks are completed. PAGE 4 APRIL 12, 1993 SIDEWALK ON MAIN STREET Supervisor Bob Miller talked to the Gas Co. about the sidewalk they tore up on Main Street~ that they wanted to patch~ but Bob talked them into putting in a complete new sidewalk. LOCATING ELECTRIC LINES Supervisor Bob Miller reported that Metzger Electric will be sending us a bill for $37.00 for locating electric lines for the Gas Co. for each location. Bill Gavin said that we have to call Metzger Electric in stead of PSI because they know where all the electric lines are. Clerk and Treasurer Dick Spencer Jr. said that we need to have the Gas Co. pay for this in the future. Mayor Parker suggested that Bill Gavin investigate. EMISSION TESTING Vehicle Maintenance Director Mike Wathen wants who is involved, that the Emission Testing will be 9:00am at the Street Department. to remind everyone this Wednesday at THANK YOU Animal Shelter Director Jan Wheatley wants to thank Bob Miller for all the mulch he gave the Shelter. STEAMBOAT MUSEUM FESTIVAL Administrative Assistant Donna Metzger ~ants to remind everyone that the Chautaugua Festival at the Steamboat Museum Festival will be on the weekend of May 15~ and 16 1993. Parks Department Superintendent Rodger Caldwell suggested that the Museum get their own dumpster. DEBRIEFING Administrative Assistant Donna Metzger said that there is already a debriefing session schedul'ed for May I3~ 1993 at ll:30am for Thunder.
