Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Sill Gavin~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Police Chief Rick Elliott, Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen~ Parks Superintendent Rodger Caldwell, Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve of March 88, 1993 as presented, seconded by carried unanimously. the minutes of the meeting Director Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. BASKETBALL GOAL ON AVONDALE DRIVE Director Lakeman reported that Mr. Jim Wright was in the office this I morning and reported that the kids played basketball on Friday night i until midnight, and they parked a boat next to his house. Director Lakeman will take a look and see if the street light can be moved. INTERSECTION AT PORT ROAD AND UTICA PIKE Building Commissioner Bill Gavin and Street Commissioner George Trembly took a look at the intersection of Utica Pike and Port Road and got an estimate for repairing this intersection which is $2,9?3.00 and the Clark Maritime Center is talking about cost sharing this project. City Attorney Mike Gillenwater said that this will have to be brought up in front of the Council for a special appropriation. Mr. Rodney Gross is the person Sill Gavin will talk with. (See Copy) LOCUST AND PEASLEY STREETS Police Chief Rick Elliott recommends to the Board that Locust Street from Peasley Street to Riddle Street be made one way North to South. Director Lakeman made the motion to approve this request, seconded by Director Matra, and carried unanimously. WASTE CONTRACT Street Commissioner George Trembly reported that we are ready to advertise for the Waste Contract. City Attorney Mike Gillenwater said that the Board needs to authorize the advertising of this. Director Lakeman made the motion to advertise the Waste Contract, seconded by Director Matra, and carried unanimously. PAGE 2 MARCH B9~ 1993 B-WAY STOP~ 7TH. AND LOCUST STREETS Police Chief Rick Elliott said that Lt. Dave Schmidt did a traffic survey on making the intersection of ?th. and Locust Streets a B-way stop. Chief Elliott does not recommend the 3-way stop. FUEL SPILL Utilities Director Steve Tolliver reported that the Judge has not decided who owns the Trailer Park property and who is responsible for the fuel spill on March 19, 1993. Steve Tolliver was told to call Harold Plumber, if the Trailer Park won't pay~ the County Commissioner might assume responsibility. Steve will do more investigation on this. RIGHT-OF-WAY Street Commissioner George Trembly reported that we have obtained a 11' right-of-way at the corner of Spring Street and Eastern Blvd. so that big trucks can make a right turn. The owner Mrs. Baker donated the property. City Attorney Mike Gillenwater is working on the legal part.(see copy) UNITED WAY Vickie Carmichaet a volunteer for the United Way for Clark County is in charge of the Government section and is trying to set up times for meetings for the City employees. Mayor Parker suggested that she work with Administrative Assistant Donna Metzger on times for the Department meetings. MISSOURI AVENUE Street Commissioner Bill Gavin reported that he has a request from Clark County Hospital to reinstate 2-way traffic on IBth. Street between Spring Street and Missouri Avenue to meet their project goals for moving traffic. Also they will be requesting vacating some alley's, and portion of Missouri Avenues this will have to go before the Council. Director Lakeman made the motion to vacate Missouri Avenue, seconded by Director Marra~ and carried unanimously. Director Lakeman made the motion to have 13th Street made 8-way~ with no parking~seconded by Director Matra, and carried unanimously. COPY OF PROCEDURES Building Commissioner Bill Gavin received a copy of Procedure for Selecting Consultants On Contracts Involving Federal Participants from Jacobi, Toombs and Lanz. The copies need to be signed. Mayor Parker said that City Attorney Mike Gillenwater will take a look at this. PAGE 3 MARCH 29~ 1993 CHANGE ORDER Clarence Krebs representing Hall Contracting requests a change order for the Wastewater Plant for 8 individual items totaling $36~647.00. The punch list is finished, but there are still some warranty work that needs to be finished. I am requesting the Mayor to sign the change order. FINAL PAYMENT: Mr. Kerbs would like for 'the final payment be paid at the end of this month. City Attorney Mike Gillenwater recommends to hold up the final payment check until the warranty work is finished. Director Lakeman made the motion to accept the Change Order only, seconded by Director Marra~ and carried unanimously. VACATING OF EASEMENT IN ELKE POINTE Bob Isgrigg representing Elke Pointe Developers request the easement between a couple of lots with no utilities, no drainage on it~ only a driveway on the easement be vacated. They are selling the house this week to Holly Johnson. City Attorney Mike Gillenwater said that this needs to go before the Council for final approval. Director Lakeman made the motion to approve sending this to the Council for final approval, seconded by Matra, and carried unanimously. PARKING METERS City Attorney Mike Gillenwater said that Councilperson Bill Wolpert requested me to see if there is a resolution authorizing the sale of the surplus meters. Clerk and Treasurer Dick Spencer, Jr. reported that the City of Bloomfield was interested in them at one time~ George Trembly said that he would give Bloomfield a call. Mike Gillenwater is bringing them up at the Council Meeting on Monday. Dick recommends that they be sold at auction or bids. Mike wants a list of them so he can advertise. Director Lakeman made the motion to approve that the final decision to sell the Parking Meters will be the Councils~ seconded by Director Matra, and carried unanimously. OLD BRICKS Director Lakeman reported that he had a call from a Fireman wanting to buy the bricks from the Strauss Hotel that are being stored at Pfau's. Director Lakeman will find out how much they are worth. Donna Metzger suggested they ask Holly Johnson if Mainstreet might want them before they are sold. NEW FEDERAL LAW Director Lakeman reported that there is a new Federal Law that has been passed on Entering A Confined Space. If a Contractor or anyone else goes into a confined space he has to have a permit signed~ this is a OASHA law. Cutting and Welding permits also have to be signed. Utilities Director Steve Tolliver said that he will have the permits. PAGE 4 MARCH 29, 1993 ROADBLOCK Police Chief Rick Elliott reported that he received a call from John Huddle of K of C's 1340 requesting permission for roadblocks for the Tootsie Roll Drive on Saturday May ?~ i993 at loth. and Main Streets and on Friday May 15, 1993 at Hamburg Pike and Dutch Lane~ loth and Main Streets, Hamburg Pike and Chas./ NA.Pike~ Middle Road and Allieon Lane. Chief Elliott called Sheriff Becher about the Middle Road spot~ he ok'ed it. Director Lakeman made the motion to approve the roadblocks~ seconded by Director Matra, and carried unanimously. 1993 STATE CHAMPS SIGNS Mayor Parker asked Street Commissioner George Trembly to have "Jeffersonville Home of the 1993 IHSAA Boy's Basketball State Champs" signs made up to put in 5 different locations. Parks Superintendent Rodger Caldwe!I suggested we call Coach Broughton to see if he agrees on the wording. SEWER AT ANIMAL SHELTER Street Commissioner George Trembly asked Mike Gillenwater about the sewers at the Animal Shelter. Mike said that we should have the easements by the end of the week. RESIDENT PARKING SIGNS Street Commissioner George Trembly reported that he will be taking down the old Resident Parking Signs at residents that are not occupied: he is going to replace some of the signs with new ones and if he has any complaints he will put up new signs. REBtD SEWERS Utilities Director Steve Tolliver reported that the Contractor that's supposed to do the Animal Shelter Sewer dosen't want to do its so it has to be re-bid. PRE-TREATMENT FEES Utilities Director Steve Tolliver reported that he's been working pre-treatment with several different Industries~ and is makiDg up a fmes list and would like for you to look it over and let me know if they are all right. We do the lab work here. According to our new Ordinance the Board has the right to establish the fees. BUDGET DUE Administrative Assistant Donna Metzger wants to remind the Department Heads that the budgets are due on May I?7 i993. We will start having meetings with each individual Department sometime in June. RAGE 5 MARCH 89~ 1993 HUGE HOLE Administrative Assistant hole between the Burger and Steve Totliver will agency. Donna Metzger reported that there is a huge King and KFC on 10 th Street, George Trembly take a look at this and notify the proper KEMPLE CONSTRUCTION It has been brought to the Boards attention that a check has been held in the Clerk and Treasurers Office since 1991 for Kemple Construction. City Attorney Mike Gillenwater said that there is a law suit and suggested that we void the check. There being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at lO:55a.m.~ seconded by Director Matra, and carried unanimously.
