OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY FEBRUARY BB~ 1993
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman~ and Police Chief Rick
Elliott was appointed to the Board for todays meeting in the absence
of Director Matra.
Also present were: Electrical Inspector Harold Wilson: Supervisor Bob
Miller~ Attorney Mike Gillenwater~ Utility Director Steve Tolliver:
Fire Chief Jerry Dooley: Animal Shelter Manager Jan Wheatley, Vehicle
Maintenance Chief Mechanic Mike Ewton, Assistant Parks Superintendent
Donnie Poole~ Sewer Office Manager Bob Goldman~ Administrative
Assistant Donna Metzger, Councilperson Steve Stemler~ Mir. Dennis
Simon, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice
Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of February 16~ 1993 as presented~ seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented~
seconded by Director Matra and carried unanimously.
STREET LIGHTS
Building Commissioner Bill Gavin wasn't present at today's meeting to
discuss the street lights in the islands on Court Avenue. Also we need
to discuss the lights on 165 Bridge and the parking lot on Market
Street at Fort Street. This has been tabled until next week.
SEWER PROBLEM
Utilities Director Steve Tolliver said that about six weeks ago Mr.
Shelton who resides at 816 Larkspur Dr. reported that his basement
backed up with raw sewage after a rain~ His plumber Steve Stemler
represented Mr. Shelton at todays meeting. Steve Stemler and Steve
Tolliver said that a backfiow was installed~ but with the rain we had
this past weekend the sewage went threw the backflow, something has to
be done about this. Mayor Parker suggested for Steve Tolliver get
with Steve Stemler for recommendations and cost estimate for this
problem and get back with the Board.
CONTINGENCY PLAN-CIVIL DISORDERS
Police Chief Rick Elliott presented a Contingency Plan-Civil Disorders
to the Board of Public Works and Safety for approval. Director
Lakeman made the motion to approve the plan presented by Chief
Elliott~ seconded by Police Chief Elliott, and carried unanimously.

MINI MARATHON
Bonnie Dillon representing Tri Kappa requests permission from the
Board to have their 4th annual mini marathon on Saturday April 107
1993 from 9:00am-lO:OOam. There will be a ~ptrun~ walk and a kids
run. Police Chief Elliott made th~ motion to approve the mini
marathons seconded by Director Lakeman7 and carried unanimously.
BASEBALL AND SOFTBALL BOOSTERS
Mr. Rick Schafer and Bob Anderson representing Clarksville Baseball
and Softball Boosters are looking to buy property on Hamburg Pike
formerly the Sandwedge. We are asking to tap in to the Jeff Sewer
system. The Health Dept. said that the septic system that is already
there is not working out. We would also like to be annexed into the
City for all the conveniences. Mayor Parker said that they need to
get with Steve Tolliver so he can take physical look at the situation,
and then they need to present it to the Council. Rick said that he
will pay all the costs~ not the City.
TRANSPORT OVERSIZE BOAT PERMIT
Director Lakeman reported that Jeff Nash from Kentuckiana Yacht Sales
sent him a letter requesting permission from the Board for a permit to
transport oversized boats. Director Lakeman made the motion to
approve the permit, seconded by Police Chief Elliott, and carried
unanimously.
CATCHBASIN ON 8TH. STREET
Utilities Director Steve Tolliver reported that he received a call
from Mr. Lakeman about a problem at the reeidence of Ida Callahan who
resides on 8th. Street. The problem is when Indiana Bell took out
the manhole out in the street and placed it in Mrs. Callahans yard, it
is making her basement leak. Mrs. Callahan said that we have a
catchbasin there~ but Steve looked at the map of all catchbasins and
there was never one there. Steve said that she wants him to write a
letter on my letter head to Indiana Bell aying that there was a
catchbasin there and that Indiana Bell took it out and made her
basement teak. Mike Gillenwater suggested to Steve that he go ahead
and write the letter saying that there was not a catchbasin and she
should pursue Indiana Bell.
THUNDER STREET CLOSURER
Adminietrative Assistant Donna Metzger wants to get the Boards
approval for the street closures today for Thunder Over Louisville on
April 177 1993. Director Lakeman made the motion to approve the
street closures for Thunder, seconded by Police Chief Rick Elliott~
and carried unanimously. Also Donna reported that Thunder wants to
close the 2nd Steet bridge a week before the event to put the pots up
for Gargantua. Chief Elliott said that he will let Lt. Schmidt take
care of this.
LETTER
The letter -From Steve Hardin was no presented Building Commissioner
Bill Gavin was not at the meeting~ this will be tabled until next
week.

CHAUTAUGUA FESTIVAl
Yvonne Knight a representative of Howard Steamboat Museum reports that
the Museum will be celebrating it's 35th Anniversary with a Chautaugua
Festival on May 15 ~ 16~ 1993, Saturday from lOam-6pm~ Sunday 12
noon-5pm. Ms. Knight requests some help from the City, for parking,
porta pots, tents. Mayor Parker suggested she work with Donna Metzger
and Rodger Caldwell.
DAIRY MART ON CHAS-NEW ALBANY ROAD
Larry Crawford owner of Dairy Mart on Chas-New Albany Road wants to
upgrade his parking lot with a entrance only. Mayor Parker suggested
that he talk to Bill Gavin about this, we will have Jacobi, Toombs and
Lanz do a survey on this.
AETNA INSURANCE
City Attorney Mike Gillenwater asked Police Chief Elliott if he has
heard anything from Aetna Insurance about the Parks Department. Chief
Elliott said that he will have Aetna Insurance~ Westerfield and the
State Board of Accounts in his Office on Tuesday.
BEYOND THE CALL OF DUTY
Street Commissioner George Trembly sent to the Board
and Safety a letter in reference to Mike Ewton for

EXHIBIT.
Utilities Director Steve Tolliver said that he has been asked to
participate at the River Falls Mall as an exhibitor for the Wastewater
Treatment Plant. It will be Saturday April l?th, 1993, 9:30am-5:OOpm.
I will get with Les Kavanaugh to see if he has anything for
recycling.
THANK YOU
Utilities Director Steve Tolliver wants to thank all his men for
responding to the 8" of snow meltings and the 2" of rain that fell.
Only 8 basements were flooded.

A. Civil disorder can be defined as a riot situation
~nvolving the general public oi- a strike situation
involving the jeffersonvil}e Police Department.
B. In response to or anticipation of a civil disorder
s~ttfation, the Chief of Police, Sheriff of the count, y~
and District Commander of the Indiana State Police
~hall meet to discuss the p~,oblem and ~o identi~y a
response strategy.

Michael Ewton
February' 19, 1993
During the snow storm on the 15th and 16th of February, 1993, Michael performed his
duties as the Chief Mechanic of Vehicle Maintenance above and beyond the call of duty.
Titne and time again he demonstrated his ability to repair equipment under adverse
weather conditions. I personally witnessed him under a vehicle laying in cold water
repabing parts that are not readily available at 2:00 a.m. in the morning.
,He hr:Ired with salt spreaders and snow plows along with street department personnel.
P, fter i6 straight hours of improvising, repairing and solving problems on disabled
e,at:ipment, he worked his regular 8 hour shift. He is a dedicated employee and can be
c~lled upon to perfotxn his tasks any time, any place.
The City of Jeffersonville is indeed lucky to have a professional like Michael Ewton.

Mayor Parker,
In coordination with the Kentucky Derby Festival on the llth day of
April, 1992, for the Thunder Over Louisville,'the following streets
are requested closed.
~1) The Clark Bridge (2nd Street) closed from the
split at US62 & US31 to the Ohio Rive~.
~2) The Market Street exit ramp from 1-65 South.
#3) West Riverside Drive from Pearl Street West to
the City limits.
#4) West Market Street from Mulberry Street West to
the City limits.
#5) West Court Avenue from the 1-65 overpass West to
Illinois Avenue.
#6) Illinois Avenue from Court Avenue south to Riverside
Drive.
#7) Missouri Avenue from VFW Blvd south to Market Street.
#8) The alleys on the north and south sides of the
floodwall from Pearl Street west to the City limits.
Ail of the above mentioned stree~are being requested to be closed
at 9am. The streets will be opened at the discretion of the Chief
of Police~ depending upon traffic congestion in the area. All
streets will be opened by 12:00 midnight.
The following streets are requested to be considered "No Parking
Zones".
#1)
Riverside Drive west of Pearl Street, to the
City limits.
#2) Market Street west of Mulberry Street, to the
city limits.
#3) Illinois Avenue from Riverside Drive to Court Avenue.
#4) Missouri Avenue from Market Street to VFW Blvd.
