Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Utility Director Steve Tolliver, Police Chief Rick Elliott~ Assistant Police Chief Charles Elder, Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley~ Vehicle Maintenance Director Mike Wathen~ City Services Coordinator Leslie Kavanaugh, Parks Director of Activities Chuck Branham~ Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger~ Councilperson Bill Wolpert, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of February By 1993 as presented, seconded by Director Matra and carried unanimously. BASKETBALL GOAL Building Commissioner Bill Gavin checked on the complaint about the basketball goal on Avondale Court. He reported that the goal is extending way over in the street~ and its on the City right of way, it will have to be taken down. City Attorney Mike Gillenwater will send a letter to those respective people. STREET LIGHTS Building Commissioner Bill Gavin reported that he will put 8 street lights on Willinger Lane and one at 213 Mary Street. In Eastbrooke Manor and in the future in new subdivisions we will have to get with PSI to see where they want the lights placed. Director Lakeman made the motion to approve the lights for Willinger Lane and Mary Street, seconded by Director Marra, and carried unanimously. ONE WAY SIGN Street Commissioner George Trembly checked on the one way sign at 7th Street instead of Penn and Fulton Streets. He replaced the handmade One Way Do Not Enter sign and put up the red and white DOT signs. PAGE 2 FEBRUARY 16~ 1993 COLONEL CA~ Police Chief Rick Elliott cited Mr. Lower the owner of Colonel Cab Co. to appear before the Board for parking his cabs in front of his residence on Mechanic Street. City Attorney Gil!enwater has several complaints in writing from neighbors about the cabs parked on Mechanic Street. Mr. Lower had petitions signed from 15 out of 19 residence on Mechanic Street in his favor. Mike Gillenwater said that ther~ are conflicting information about this and we need to check this out. Mr. Lower is to come back in three weeks to report on his lease of a building on loth Street for his office and cab company. Assistant Police Chief Charles Elder will check on the petition and complaints. RIDDLE STREET HAZARD Street Commissioner George Trembly reported on the Riddle Street hazard, he said that when they put in the street they put a expressway catchbasin in. We can't get rid of the structure. One of the Churches suggested that they make Peasley Street one way up to Riddle Street and it will only affect the Churches. We are working with Councilperson Williams on this problem. TRAINING PROGRAM Utilities Director Steve Tolliver brought to the Board last week about chlorine training for the Fire~ Sewer, and Parks Departments. The Fire Department is already working with other Fire Departments in the area on chlorine training. Steve said that we still need a windsock in case of a chlorine leak and to bring us up to code. HEALTH INSURANCE Mr. Pepper Cooper appeared before the Board regarding the City's Self-Funded Health Insurance Plan. He recommeded to the Board that the Insurance Committee have a meeting to discuss the 1992 Insurance Report and to get suggestions from the Committee concerning a few possible changes in the plan which should keep the rates the same as 1992. He also asked the Board to approve cancelling it's contract with RCH Administrators concerning Section 125 and allowing Mr. Cooper to administer the plan along with a local vender at no cost to the City. This would save the City money. Director Lakeman made the motion to approve this recommendation~ second by Director Matra and passed unanimously. VENDORS LICENSE This was tabled, Mr. Jeff Proctor or Mr. A. C. Turner of Emergency Networks was not present. ROADBLOC~ Mrs. Beverly Knecht representing Clark County Foster Care and Adoption Association request a roadblock on February 2?th. at Market and Walnut Streets, and Hamburg Pike and Dutch Lane. Also Allison Lane and Middle Road, this is the County and you will have to go to the County for this intersection. Director Lakeman made the motion to approve the roadblocks at Market and Walnut Streets, and Dutch Lane and Hamburg Piker seconded by Director Matra, and carried unanimously. PAGE 3 FEBRUARY 16, 1993 PEDDLER~S PERMIT Laura Hostettler requests a Peddlers Permit to sell produce out of the back of her truck from Monday-Friday~ 10:00 am to 6:00 pm. She~s trying to get the corner of 8th Street and Meigs Avenue. Also Allison area, this is County except for the Woods and Cherry Creed Apartments, she will have to go to the County for permission on this. Mayor Parker suggested for Ms. Hostettler to return to the board when she is certain about the places where she will be selling the produce. MARCH OF DIMES Adminietrative Assistant Dimes Walk America will Forest~ Donna also has together for the walk. Donna Metzger reported that the March of be Saturday April 24, 1993 at Clark State brochures in her office for getting teams PARKING METERS Councilperson Bill Wolpert reported that there are two parking meters on 6th Street west of Kentucky Street that need to be removed. George Trembly will take care of this. STREET LIGHTS Building Commissioner Bill Gavin reported that they received a large bill from Metzger Electric because they had to use their bucket truck to change a light in one of the standards in the Islands on Court Avenue. When one goes out ail 28 lights have to be checked. Metzger's suggests covering all the B8 cells and adding 2 additional cells in 2 different locations where they can use a ladder to change the cells. Metzger said that it will cost $1808.00 to take care of this problem. Bill Gavin will check on this and report back next week. TRAFFIC SIGNAL LOCATION Building Commissioner Bill Gavin took a look at moving the traffic signal and his recommendation is not to move it~ it would be too costly, and City Attorney Mike Gillenwater will send a letter to Mr. Jerry Stephenson of Hoosier Valley about the decision. TREE REMOVAL City Attorney Mike Gillenewater received a call from Jerry Jacobi concerning a dead tree that is located between the sidewalk and the street on his property at 320 E. Market Street and wants to have it removed. Mike gave him permission to remove it, but for Jerry to send Mike a letter stating that he gave the permission. ASBESTOS REMOVAL City Attorney Mike Gillenwater asked had been removed from the old Sewer having a problem getting the permit~ the asbestos will be removed. The Company is still but as soon as it is available PAGE 4 FEBRUARY 16, 1993 DRIVEWAY REPAIR Director Lakeman reported that Mr. Hipsher was in again asking about repairing his driveway. We repaired it R years ago and should not have to repair it again. Les Kavnaugh said that if we do it for him we will have 10-12 more to repair. Also we have already repaired Mr. Hipsher's driveway twice. LETTER Director Lakeman said that Bill Gavin received a letter from Mr. Chambers of Waverly Court thanking the Street Department for a very good job they did on fixing the drainage ditch behind his house. He especially wants to thank George Trembly, Bob Miller, Johnnie Liddick, Kenny Mahoney~ Rudy Broy. STOP SIGNS MISSING Street Commissioner George Trembly received a call from Mr. Tom Johnson from the Claims Department of CSX Railroad wanting to know what happened to the stop signs at the Dutch Lane crossing, there was a near miss at this location one night. They were taken down because of the Census Bureau using the side street for their trucks to turn into. City Attorney Mike Gillenwater suggested that CSX put up flashing lights instead of stop signs. Mike will send a letter out to CSX. HEPATITIS SHOTS Fire Chief Jerry Dooley reported that classes for the Hepatitis Shots is going on now in his Department for the next 3 days. Donna Metzger has ordered the serum from the Health Department and they need the money 30 days in advance from the date they are ordered. The money has already been put into the Council Budget. THUNDER Administrative Assistant Donna Metzger said that she attend a Thunder meeting was last Friday in Louisville, about 100 people were present. Miller Transportation will provide the shuttle service again this year. We are having a Thunder meeting at !:OOpm Thursday February 25~ 1993 and would like for the Board of Public Works and Safety Director in attendance. There being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at lO:43a.m.~ meconded by Director Marra~ and carried unanimously. Bob Miller brough~ his crew in very early Friday morning, February 5, 1993, accomplished the work and moved on in a very timely fashion. No time was wasted and the crew worked very efficiently.
