Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin: Street Commissioner George Trembly~ Supervisor Bob Miller, Utility Director Steve Tolliver, Police Chief Rick Elliott, Major Clark Miles, Animal Shelter Assistant Mike Gentry: Vehicle Maintenance Director Mike Wathen, Parks Assistant Director Donnie Poole, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Councilperson Bill Wolpert, Councilperson Andrew Williams III, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of February 1, 1993 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the claims as presented~ seconded by Director Matra and carried unanimously. CURB RAMP REPAIR The curb ramp repair for Lowell Hipsher was denied. Supervisor Bob Miller checked this out and recommended not to repair it. BANNERS Street Commissioner George Trembly wants to table this until he can work on this more. RESIDENTIAL PARKING PERMIT Police Chief Elliott recommends to approve one sign at 315 Watt Street. Also the request a resolved. residential parking 3B1 Watt has been CHEMICAL BIDS Utilities Director Steve Tolliver reviewed the Chemical Bids: Ulrich Chemical~ Inc. was rejected; HVC Chemical, Inc. rejected; Jones Chemical, Inc. Sulfur Dioxide $AS3.00 ton, Jones Chemical will meet the Chlorine $B85.00 ton. Also Jones Chemical will train the Fire Department, Sewer Department and the Parks Department at no cost to the City on Chlorine safety. Director Lakeman made the motion to accept Jones Chemical bids, seconded by Director Matra, and carried unanimously. PAGE 2 FEBRUARY 8, 1993 PROPOSAL Building Commissioner Bil Gavin gave Utilities Director Steve Tolliver ~ a proposal for a shower and restrooms facilities at the Wasterwater Treatment Plant. The cost will be $6~B50.00, Stayton Construction Co. on E. Maple Street, Jeff~ In. will do the work. Director Lakeman made the motion to accept this bid, seconded by Director Marra~ and carried unanimously. LARRY HACK CITED Building Commissiner Bill Gavin cited Larry Hack to appear before the Board for the second time. He sent letters on ?-92~ 11-92 he appeared before the Board for not cleaning up the property that belongs to his step father. Mayor Parker gave Mr. Hack 30 days again to clean up the property. He has to call Mr. Gavins office in 30 days to report on the progress. Director Lakeman made the motion to accept Mayor Parkers recommendation to give 30 days for effort, seconded by Director Matra, and carried unanimously. MIKE BARY CITED Building Commissioner Bill Gavin cited Mike Bary to appear in front of the Board for not cleaning up his property. Mr. Gavin contacted Mr. Bary on 4-92~ 10-92, 12-92. Mr. Bary told the Board that he has already cleaned up the property. Mayor Parker asked Bill Gavin to review this and he will give Mr. Bary 30 days to correct this problem. lOTH STREET PUMP STATION Clarence Krebs wants 'the Boards permission to install 4-1/2 ton cranes permanently mounted above each screen, it will be easier than using the 71/2 ton crane. The cost is $5~302.00 from Sellersburg Independent Pipe Co. Director Lakeman made the motion to accept the bid on the cranes, seconded by Director Matra, and carried unanimously. BASKETBALL GOAL Mr. Jim Wright of Avondale Court wants the basketball goal taken down at the end of the street at 1029 Avondale Ct.. Mayor Parker said that Director Lakeman will work with Police Chief Elliott on finding the basketball goal Ordinance. Building Commissioner Bill Gavin will check on the right of way. CHLORINE TRAINING Utilities Director Steve Tolliver sent a letter getting together a training program on Chlorine. this tabled until next week. to the Board about Mayor Parker wants PAGE 3 FEBRUARY 8, 1993 STREET LIGHT Jerry Stephenson representing Hoosier Valley request that the street signal light at the corner of Morris Avenue and Briscoe Avenue be moved down to Access Road and Hoosier Valley entrance. Mayor Parker said that we would have to do a traffic study on this. Bill Gavin said that Metzger Electric can give an estimate on the cost. We will get back with you when this is completed. STREET LIGHTS Building Commissioner Bill Gavin has a request from residents of Eastbrooke Manor for street lights. He will have to check with PSI to see how many, and where to put them. Also he has a request for street lights on Willinger Lane. PEDDLER'S PERMIT The request for a peddler's permit appeared before the Board. BENCH ADVERTISING for Omega Meats was tabled, no one Mike Cozzin has started a new advertising business called Easy Eye Advertising and wants permission to serve the City. Mayor Parker suggested that he talk with City Attorney Mike Gillenwater about this because we have another Bench Advertising Company working in the City. SIGN AT FULTON AND PENN STREETS Director Lakeman reported that a man called about a one way enter sign at Fulton and Penn Streets. George Trembly said that those streets run parallel to each other. George will take a look at this. COLONEL CAB Catherine Conlen has a complaint about Colonel Cab Co. working out of a residence by her house~ Mayor Parker said that Police Chief Elliott is going to cite Colonel Cab to appear before the Board next Tuesday. HAZARD TO CARS Councilperson Andrew Williams reported that he had a call from Gilt Baptist Church that there is an area on Riddle Street that is a hazard to cars. There has been RO cars that has hit the curb and tore off the drivers side tire. Mayor Parker said that we will take a look at this. STREET LIGHTS Councilperson Andrew Williams received a call from Mr. Les Suddeth about the City installing a street light in the SO0 block of Mary Street. Building Commissioner Bill Gavin will take a look at this. PAGE 4 FEBRUARY 8~ 1993 ROADBLOCK Director Lakeman wants Major Clark Miles to check the Fire Department is to have for Terry Lewis. on a roadblock that PRIVATE PROPERTY Mayor Parker asked Animal Shelter Assistant Mike Gentry if he goes on private property to get dead or injured animals such as Jeff Boat. Mike explained that he went on Jeff Boats property one time and that he was almost run over by an employee in a vehicle. He told them that he would have to have them bring the animal to the gate in a bags or if he is escorted he would go on their property. Mayor Parker asked Chief Elliott if he would call Mr. Grant, Jeff Boats security, about this policy. THUNDER Administrative Assistant Donna Metzger reported that there will be a Thunder meeting on Friday February 127 1993 in Louisville. Any one can attend. Also we are having a meeting on Thursday Febuary 11~ 1993 at 10:00 a.m. for all our departments that are involved. HEPATITIS SHOTS Administrative Assistant Donna Metzger reported that she has been in contact with the Fire Chief and Police Chief about the hepatitis shots. The Wastewater Treatment Plant is exempt from the shots. The Fire Departments course is February 16-19-18, 1993. The Police Department also has a course to go by. STOLEN ITEMS Clerk and Treasurer C. Richard Spencer Jr. reported that there are claims from the Animal Shelter replacing items that had been stolen at a break-in. It was never turned in to the Insurance Company. Mr. Hammond would like to have a report everytime something happens like this. ANNOUNCEMENTS Mayor Parker announced that we now have a map~ a tentitive proposal that came from the State of Kentucky on where the new bridge is supposed to go through. There are also two documents with the map. If anyone wants to see this they may go to Bill Gavins outer office. It cannot leave the building. NEW CONSTRUCTION Mayor Parker said that there is new construction at Clark County Hospital and Mr. Waldrip of Waldrip Construction Co. will keep in contact with the Police and Fire Departments when there is something going on that they need to know about. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:45a.m.~ seconded by Director Marra~ and carried unanimously.
