appointed to the Board for today's meeting.
Also present were: Building Commissioner Bill Gavin, Street
Commissioner George Trembly~ Supervisor Bob Miller, City Attorney Mike

Director Lakeman made the motion to approve the minutes of the meeting
of January ~5~ 1993 as presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
DRAINAGE PROBLEM
Utilities Director Steve Tolliver and John Toombs met with Mayor
Parker on Friday~ he instructed us to do more~ and get better
resolutions. Steve talked to Mrs. Harper today about the problem.
RESIDENT PARKING PERMIT
Assistant Police Chief Charles Elder reported that Chief Elliott
recommends to the Board to grant Mr. Fred Branham of 61S E. Maple
Street a residential parking permit. Director Matra made the motion
to approve this, seconded by Jerry Dooley, and carried unanimously.
DRAINAGE DITCH
Building Commissiner Bill Gavin and Supervisor Bob Miller took a look
at the ditch and we recommend that we do the job. Mr. Chambers will
furnish the fill and do the work. The cost of the pipe is $816.00.
Director Matra made the motion to supply and install the pipe,
seconded by Jerry Dooley~ and carried unanimously.
SERVICE CONTRACT ON FOUR GENERATORS
Utlilities Director Steve Tolliver has the contract for the four
generators at the lift stations, they need to be signed.
RESIDENTIAL PARKING PERMIT
This was tabled, Becky Hochadel of 5~9 E. Chestnut Street did not
appear at the Board meeting.

CURB RAMP REPAIR
Mr. Lowell Hispher of 60? Mockingbird Drive requests that his curb
ramp to his driveway be repaired. Les Kavanaugh said that he believes
that this is an appeal on Mr. Hisphers part. Les told Mr. Hispher
that we would not repair it. Bob Miller will take a look at this and
bring back a price on this to the Board.
LEAVE OF ABSENCE
Building Commissioner Bill Gavin requests for a 3 month leave of
absence without pay for Steve Hardin, he has a bad heart and the
Doctors don't want him to work. Director Lakeman said that everyone
agreed to this. Director Matra made the motion to approve the 3 month
leave, seconded by Jerry Dooley, and carried unanimously.
BANNERS
Street Commissioner George Trembly is asking the Board to get away
from hanging banners, it's too dangerous to his men. PSI told them
that they were too close to a very high voltage wire. Director Matra
recommended to have PSI or the Telephone Co. put up 2 dummie poles at
two permanent locations. George Trembly will contact the two
companies and report back to the Board next week.
RESIDENT PARKING PERMIT
Director Lakeman recommends to the Board to have the resident parking
permits discussed~ denied or approved at one meeting.a month. The
cost of the permits are $100.00 a year, each year.
RESIDENT PARKING PERMIT
Director Lakeman reported that a gentleman came into his office about
a residential parking permit, he had paid $100.00 for 2 permits at the
Clerk Treasurers Office. He had not been approved for this permit by
the Board. We put up one sign and put the other on hold~ only one to
a resident. Director Lakeman suggested that the Police check on this
and report next week.
RESIDENT PARKING
Administrative Assistant Donna Metzger had a complaint

CURB REPAIR
Les Kavanaugh said that if we fix Mr. Hispher's curb we will be going
against the resolution. There are 4 other residents that will want
this done. I suggest to let it stand the way it is.
BIDS ON MILLING
Street Commissioner George Trembly reported that we are taking bids on
m~lling and will be advertised. In the future the bids wiii be in the
bituminous bids. Also we are going to redo the guard rail and make
the right turn easier at Plank Road and Nachand Lane and erect a sign
saying semi trucks no right turn. Director Matra made the motion to
erect the sign, seconded by Jerry Dooley and carried unanimously.
ACRES AVENUE
Acres Avenue is on the Jeff/Clarksville liner the center
is the Jeff City limits, the street is completely gone,
and Jeff are going to pave up to 13th street. The cost
and we will split this with Clarksville.

POTENTIAL DIASTER
Street Commissioner George Trembly reported that one of the packers
picked up a gallon of muriatic acid in the Howard Avenue area. The
media was called but did not respond. Fire Chief Jerry Dooley asked
George to call the Fire Department when this happens again.
CAB PERMIT
Assistant Police Chief Charles Elder has a application from Mr.
Lawhorn for a cab driver permit for Colonel Cab Co. and wants
permission to issue the permit without coming before the Board on
Monday. It doesn't need to a motion.

PROPOSAL
Utilities Director Steve Tolliver said that Mr. Gavin gave him a
proposal and would like for the Board to look it over. It's for the
restroom facilities in the new plant. Also the asbestos wasn't
removed last week at the old plant, it's scheduled for the last week
of February.
PHONE SYSTEM
Utilities Director Steve Tolliver reported that at the old plant there
is a phone system that the Parks Department would like to have, but
it's not in their budget. It costs 92.00 a month and three years left
to pay.
GREASE IN SEWERS
Utilities Director Steve Tolliver reported that restaurants are
dumping grease in the sewer lines and blocking up home sewers. We
have an ordinance on this and we need to enforce it.
THUNDER
Administrative Assistant Donna Metzger reports that meeting for
Thunder will begin in February. MJR. Dennis Simon and LT~ Dave
Schmidt will be helping on the security end of it.
DISPOSAL OF NEEDLES
Mrs. Goodie reports that she uses ~ needles a day and she throws them
away in stead of putting them is a safe box. Walgreens carries the
boxes or she could use a 2 liter soft drink container.
There being no further business to come before the Board of Public
Works and Safety~ Director Lakeman made the motion to adjourn at
lO:P5a.m., seconded by Director Matra, and carried unanimously.
