Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Utility Director Steve Tolliver, Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Supervisor Mike Ewton~ City Services Coordinator Leslie Kavanaugh, Parks Director of Activities Chuck Branham, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Councilperson Bill Wolpert~ Clerk and Treasurer Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of January 197 1993 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Dipector Matra and carried unanimously. DRAINABE PROBLEM Zack and Sandy Harper of 1512 Clairview Drive appeared before the Board concerning the drainage problem they have. Utilities Director Steve Tolliver reported that Engineer John Toombs, and Bob Miller went out and checked on this problem. ~John Toombs will report to the next Board meeting. RESIDENTIAL PARKING PERMIT Police Chief Rick Elliott recommends to the Board to deny the residential parking permit at 92? Fulton Streets because there is ample parking spaces there. Director Lakeman made the motion to deny the residential parking permit~ seconded by Director Matra, and carried unanimously. CAB PERMITS The Cab Driver Permits for Diane Hilbert and Linda Dixon are being tabled until they appear before the Board RESIDENTIAL PARKING PERMIT Mr. Fred Branham of 612 E. Maple Street requests a residential parking permit. Police Chief Rick Elliott will investigate this ~nd report back to the Board next week. PAGE 2 JANUARY 25, 1993 DRAINAGE DITCH Mr. Wm. Chambers of 1605 Waverly Road requests that the City install a concrete pipe in the ditch at the rear of his residence. Mr. Chambers has cleaned out the ditch but water stands and it is waist deep~ which makes it a danger to anyone coming in contact with it. Building CommissiOner Bill Gavin will take a look at this and will report back to the Board. LETTER Police Chief Rick Elliott received a letter from Mr. J. Wright of 10S4 Avondale Ct. about a basketball goal at the end of the blacktop street There is an Ordinance on basketball goals. Mayor Parker asked Director Lakeman to check on the Ordinance and give it to Sill Gavin and Chief Elliott. CATCH BASIN Director Lakeman said that he has had 3 complaints about the catch basin at Crestview Ct. and Red Carpet Liquors. Utilities Director Steve Tolliver said that the top of the catch basin was cleaned out by hand 2 weeks ago. Steve said that Mike Wathen is working on the piece of machinery that will clean the whole catch basin. ADA City Attorney Mike Gillenwater said that this Board needs to adopt a transition plan to keep in compliance with the American Disability Act. Director Lakeman has been working on this for over a year. Director Lakeman made the motion to accept the new ADA standards~ seconded by Director Marra~ and carried unanimously. ADDITIONAL CAB PERMITS Mr. Ken Lower a representative of Colonel Cab Co. requests addititonal permits for around Derby time. Mike Gillenwater said that we need to pass an Ordinance that will allow temporary permits for Derby time. Mike Gillenwater will prepare an Ordinance which will permit everybody who wants them to get 50% of their number of cab permits they already have. They will have to apply for the temporary permit and pay a fees and the permits will be good for 10 days before the Derby and 4 or 5 days after. Mike will draw up an Ordinance at the request of Mayor Parker. CHLORINE TRAINING Utilities Director Steve Tolliver complimented the Fire Department on the Chlorine training that they gave to his Department~ it went real well. PAGE 3 JANUARY 85~ 1993 OLD WASTEWATER PLANT Utilities Director Steve Tolliver reported that the asbestos removal will be finished this week at the old plant. NEW CHEMICAL Utilities Director Steve Tolliver reported that they started using a new chemical at the lift stations last week and the results are excellent, there is no odor. DRUG FREE WEEKEND Parks Director of Activities Chuck Branham wants everyone to know that Drug Free Weekend will be June 25, 26~ B?, at Henry Lansden Park. ADA ACCESSIBLE Animal Shelter Director Jan Wheatley reported ramp and thresholds for the Animal Shelter will will be ADA accessible other than our restrooms. to the Board that the be in this week and we SIDEWALK RAMPS Mrs. Goodie wants to know if anything has been done about the ramps at the Barber Shop across from the Court House. City Attorney Mike Gillenwater said that nothing has been done as of now and we will check into this. CITY WIDE VEHICLES Administrative Assistant Donna Metzger reported that the Pre-Budget Committee, Chief Rick Elliott and Mike Wathen met last week for a proposal on City wide vehicles. It was discussed and will be detailed later. CERTIFICATION PAY Utilities Director Steve Tolliver wants the Board to upgrade the pay for 4 certified employees at the Wastewater Treatment Plant. These employees are Charles Carter to class i7 Michelle Grace to class 27 Tom Edwards to class 3~ and Larry James to class 4 to commence on the next pay period. Director Lakeman made the motion to upgrade the pay for the people mentioned above, seconded by Director Matra, and carried unanimously. SERVICE CONTRACT Utilities Director Steve Tolliver recommends to the Board that we take the service contract on the 4 generators at the pumping stations. We should save $50,000.00 over a 4 year period. The cost of the contract will be $B7710.00 a year. The agreement will be brought to the Board next week. PAGE 4 JANUARY BS~ 1993 SAFETY TOE SHOES Utilities Director Steve Tolliver reported that the Sewer employees are required to wear safety toe shoes. I recommend to the Board to have the employees buy them at the Red Wing store in Clarksville. We will pay the first $60.00 and the employee will pay anything over that cost. There will be a limitation of 1 pair per year. HOLIDAY ORDINANCE The Holidays for 1993 have been established. The 2 election days will be given at the discretion of the Department Head. Also we will make Thursday and Friday before Christmas the Holidays. The Personnel Director will send a copy of the Holidays to all Department Heads.
