Parker Jr. called the meeting to order at 9:30 and on caii of the roll those members present were Mayor Parker, Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, Street Commissioner George Trembly, City Attorney Mike Gillenwater~ Utility Director Steve Tolliver~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr.~ Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Director Mike Wathen, City Services Coordinator Leslie Kavanaugh, Parks Director of Activities Chuck Branham, Sewer Office Manager Bob Goldman, Administrative Assistant Donna Metzger, Clerk and Treesurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of January 11~ 1993 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. BITUMINOUS BIDS SEWAGE DEPARTMENT Utilities Director Steve Tolliver reported that bids on Polymer from ~hone-Poulenc, Inc. is acceptable, but the Sulfur Dioxide and the Chlorine is not. We need to rebid these two. We took bids without the deposits on the cylinders~ they bid with the deposit. Director Lakeman made the motion to accept the bid on the Polymer and rebid the Chlorine and Sulfur Dioxide, seconded by Director Matra, and carried unanimously. Clerk and Treasurer Dick Spencer Jr. said that the bids for the Chlorine will be advertised in the paper in two weeks. BITUMINOUS BIDS STREET DEPARTMENT Street Commissioner George Trembly reported that the low bids are Anderson Brothers for type B surface mix, B & G Enterprises for the cold patch~ Sellersburg Stone for all kinds of stone. Director Matra made the motion to accept the bids on the cold patch~ stone and type B surface mix, seconded by Director Lakeman~ and carried unanimously. WATER PROBLEMS Utilities Director Steve Tolliver reported that he and Bob Miller went to the residence ~f Zack and Sandy Harper at 1512 Clairview Drive with Mr. Toombs to check out the water problem. Mr. Toombs will report back to the Board in two weeks on the drainage problem. HOLE IN ALLEY Street Commissioner George Trembly reported that the hole in the alley behind 625 E. 9th. Street has been repaired. PAGE 2 JANUARY 19~ 1993 COLONEL CAB PERMITS Ken Lower representing Colonel Cab Co. wants to renew his cab permits. City Attorney Mike Gillenwater said that in order to approve these cab permits~ he cannot park his cabs in front of his residence or in the back yards neighbors have complained. Mr. Lower also requests 5 additional permits before Derby Week. Mike Gillenwater said that our Ordinance requires that we have a hearing, in all fairness to the other Cab CO'sT we need to give at least a weeks notice. Mr. Lower needs to get on the Agenda again in two weeks. Director Lakeman made the motion to approve these permits on contingent of upon no cabs being parked in that area of Mechanic Street~ seconded by Director Marra~ and carried unanimously. RESIDENTIAL PARKING PERMIT Police Chief Rick Elliott recommends to the Board to approve the residential parking sign permit for Mrs. Box at 1013 E. Market Street. Director Lakeman made the motion to approve this permit: seconded by Director Matra, and carried unanimously. STREET LIGHTS Building Commissioner Bill Gavin recommends to the Board to have PSI install street lights in James Estates. Director Matra made the motion to grant Mr. Gavin's recommendation~ seconded by Director Lakeman, and carried unanimously. SNOW CONE OPERATOR Mr. Nathan White a resident of 608 Hopkins Lane requests a permit to operate a seasonal snow cone operation at Dave's Produce. Building Commissioner Bill Gavin said that the only permits needed are electrical and sign permits. RESIDENT PARKING Linda Mattingly a resident at 927 Fulton Street requests a residential parking permit. Police Chief Rick Elliott will investigate this and report back to the next Board meeting. LIGHTS UNDER BRIDGE Director Lakeman said that Ron Steeler the Architect for Demars Riverfront called about the lights under the Bridge. He's concerned about them and is going to talk to Dave Carley about getting a timer or moving some of the light bulbs. Mike Gillenwater said that the parking lot and the lights belong to the City. CONTRACT City Attorney Mike Gillenwater needs to have his legal services contract for 1993 signed. Director Matra made the motion to approve the City Attorney's Contract for 1993, seconded by Director Lakeman, and carried unanimously. PAGE 3 JANUARY 19, 1993 LETTER Director Lakeman received a letter thanking Fire Chief Dooley and his Viewpoint Apartments. MUNICIPAL TAGS Director Lakeman asked Vehicle Maintenance take care of the Municipal tags for all the from the New Albany Fire Chief staff for helping with the fire at Director Mike Wathen to Departments. Mike found out that the tags have to be re-registered every three years. PAVING Street Commissioner George Trembly wants to know what streets are to be paved first. Mayor Parker said that we will do a survey and go from there. 10TH. STREET PUMP STATION Utilities Director Steve Tolliver reported that the lights at the pump station are being turned out instead of being burned out. THUNDER Administrative Assistant Donna Metzger said if you get any calls concerning Thunder you can direct them to her. BUDGETS Administrative Assistant Donna Metzger said that she and Mayor Parker have discussed looking at the Budgets~ he's requesting them to be submitted on May l?th 1993. We want to be prepared this year. Mayor ParKer said that we are going to lean heavily on the City Clerk Treasurer this year for help. GASOLINE Vehicle Maintenance Director Mike Wathen intends to look into our gas tank situations, also he's having a concrete slab put down to set the tanks on. The tanks are measured every morning and afternoon to see if there's a leakage. GAZEBO Administrative Assistant Donna Metzger met with Mainstreet and they want to know what the status is on the Gazebo. Mike Gillenwater said that it has to be ADA accessible before it can be used. A ramp has to be constructed. Mainstreet has plans for it in May. MARKET STREET PROJECT Clerk and Treasurer Dick Spencer Jr. has several citizens and businesses asking him about the Market Street project. Jorge Lanz said that the plans are being finalized now. The plans are to reconstruct the road and curbs: there will be detours. The best way to go will be in two stages. It will take 120 days on phase one from Mulberry Street to Main Street.
