Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roll those members present were Mayor Parker,
Personnel and Safety Director Harold Lakeman, and Sewage Collection
Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, Street
Commissioner George Trembly, Supervisor Bob ~ilier, City Attorney Mike
Gillenwater, Utility Director Steve Tolliver, Police Chief Rick
Elliott, Fire Chief Jerry Dooley~ Assistant Fire Chief Clifton James

until the Street Dept. and Sewage Dept. Heads can review them for the
best price and quality and make their recommendation at next weeks
Board Meeting, with the exception of the gasoline we will accept
Makowsky's bid. Director Lakeman made the motion to accept the
gasoline bid from Makowsky Oil Co.~ seconded by Director Matra and
carried unanimously.

LIGHTS ON MARKET STREET
Building Commissioner Bill Gavin reported that PSI looked the
situation over and reported that Arrow Electric installed the lights
through the De-Mars Haka Riverpointe project and has nothing to do
with PSI. If there are any more complaints they have to through
Be-Mars Haks.
B-WAY STOP OR SPEED BUMPS
Police Chief Rick Elliott reported that his traffic officer went to
Gail Drive and Reeds Lane at the request of Mr. Craig Sergent and
studied the traffic problem and he stated that speed bumps are not
permissible and the 3-way stop is not appropriate at this time, he
will keep a check on this area for speeders.
BILL SENT TO REDEVELOPMENT DEPT.
City Attorney Mike Oillenwater said that a bill for the work that was
done on property condemned by the Redevelopment Department should be
paid by that department. They sent us an escrow check and Steve
Tolliver gave it to Jim Matra to deposit.
CONTRACT WITH PSI
City Attorney Mike Gillenwater sees no problem with the PSI Contract.
The Contract appears to be in order. Director Matra made the motion
to accept the PSI Contract, seconded by Director Lakeman~ and carried
unanimously.
RESIDENTIAL PARKING
Building Commissioner Bill Gavin received a call from a resident who
lives across from Jeff Boat who said that the parking problems have
returned and wants to know what can be done about it. Police Chief
Rick Elliott reported that the situation will be resolved with more
enforcement in this area.
FOXBORO SECTION
Foxboro Subdivision would like to have Section ~1 dedicated to the
City. It is acceptable now. The entrance is breaking down~ but we
have a letter on file from the builder about repairing it. Director
Lakeman made the motion to accept Foxboro Section ~l's dedication,
seconded by Director Matra, and carried unanimously.
SOLICITORS LICENSE
Rev. Robert Logan requests a solicitors license for Community Council
of America to solicit membership. City Attorney Mike Gillenwater will
look this over and make the decision and will get in touch with you in
the next day or two and tell you what the results are.

FIREFIGHTERS AGILITY TEST
City Attorney Mike Gillenwater stated that as part of the Consent
Decreed that we executed with the Department of Justice in reference
to the law suit filed against the City we are obligated to adopt new
Firefighters Agility Test. Fire Chief Jerry Dooley agreed that we
have to adopt this test. Director Lakeman made the motion to adopt
the new Firefighters Agility Tests seconded by Director Matra, and
carried unanimously.
DRAINAGE AT CLAYSBURG TOWERS
City Services Coordinator Les Kavanaugh reported that he has received
the letter from Royal Estate Management stating that they would pay
some of the costs not to exceed $565.00 for fixing the drainage
problem at Claysburg Towers. Director Lakeman made the motion to
accept this, seconded by Director Matra, and carried unanimously.
ADDITIONAL PARKING
Police Chief Rick Elliott reported that Jeff Boat officials are
requesting more space on Market Street across from Wise Owl at Gate 5.
Truck drivers can't see to get out of the gate. They need about an
additional 40' or 4 car lengths. Jeff Boat will furnish the paint if
the Street Department can do the painting. George Trembly will take
care of this, weather permitting.
LOAD LIMIT SIGNS
Residents in Northaven called the Mayors Office complaining about
semi-trucks cutting through the subdivision to go to Charlestown Pike.
They want load limit signs put up and extra enforcement, We need to
check the Ordinanace on this and put load limit signs up on Sportsman
and Gall Drives. Police Chief Rick Elliott will give warnings to
these drivers.
WATER PROBLEMS
Zack and Sandy Harper residents at 15lB Clairview Drive have
complained about water in their yard. The catch basin doesn't carry
the water out fast enough. Steve Tolliver said that Bob Miller is
going to take a look at this and report back on what can be done.
STREET PATCH IN ALLEY
Administrative Assistant Donna Metzger received a call from Mrs Minnie
~yson a resident at 625 E. 9th Street said that the alley behind her
~ouse has a big hole in it and needs patched. George Trembly will
take a look at this.
LOADING ZONE PERMITS
Police Chief Rick Elliott reported that Vickie Haire brought to his
attention that the loading zone permits are due now and wants to know
who should send them out. Clerk and Treasurer Dick Spencer Jr. said
to have Vicky Haire send them out and the Business' can send the money
to the Clerk Treasurers Office and it will go into the General Fund.

GRANT
Police Chief Rick Elliott eaid that they had applied for a $50~000,00
grant with the State of Indiana for overtime for drunk driving~ we've
been denied because of serious alcohol related crashes are down.

PARKING METERS
City Clerk and Treasurer Dick Spencer Jr. received a call from
Bloomfield, Indiana and they are interested in all the parking meters.
There is also some interest from private individuals in purchasing the
parking meters. We need to make a decision on how to dispose of them.
There are about 250-300.
COMPLAINT
City Attorney Mike Gillenwater reported that there has been a
complaint about the Handicapped accessible ramp on Court Avenue at the
Jennings Accounting Office. It is 4' out into the sidewalk. Mike
said that if anyone gets hurt they can sue the City. Bill Gavin said
that he does have a permit. Mike will send them a letter on this
problem about liability purposes.
There being no further business to come before the Board of Public
Works and Safety~ Director Lakeman made the motion to adjourn at
lO:40a.m.~ seconded by Director Marra~ and carried unanimously.
