Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present were Mayor Parker~ Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Utility Director Steve Tolliver~ Police Chief Rick Elliott, Fire Chief Jerry Dooley, Assistant Fire Chief Clifton James Jr., Animal Shelter Manager Jan Wheatley, Vehicle Maintenance Mike Ewton, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Rodger Caldwell~ Sewer Office Manager Bob Goldman~ Administrative Assistant Donna Metzger, Lt. Dennis Simon, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of December ~1 and ~8~ 199~, as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. LIGHTS ON MARKET STREET Building Commissioner Bill Gavin reported hear from PSI about this matter. that he is still waiting to SEALED BIDS City Attorney Mike Gillenwater has reviewed the sealed bids and they look fine to him. The high bidders should take the money to the Clerk Treasurers Office. The highest bidders are as follows: 1988 Ford F150 Truck, Carlton Thomas, $501.00. Garbage Packer, Tom Galligan, Humpty Dumpty, $350.00. Tilt Top Trailer, Steven Stucky, $106.00. RESIDENTIAL PARKING SIGN Mr. Parrish Roberson wants a residential parking sign in front of his residence at 315 Watt Street. Director Matra reported that he checked on this and said that there is enough room for off the street parking on the side with the alley. CSO OPERATIONAL PLAN Utilities Director Steve Tolliver reported that he asked Jacobi~ Toombs and Lanz to give us a scope of work and cost for CSO Operational Plan. Jorge Lanz gave us the estimate a little high of $20,000.00 or less~ with a total cost of $35,000.00. City Attorney Mike Gillenwater stated that the work has to be done. Steve Tolliver said that we have 90 days to get this done. Director Lakeman made the motion to approve the CSO Operational Plan recommended by Steve Toiliver, seconded by Director Matra, and carried uoanimously. PAGE 2 JANUARY 47 1993 3-WAY STOP OR SPEED BUMPS Mr. Craig Sergent of 1248 Gall Drive requests a 3-way stop or speed bumps or both at Reeds Lane and Gail Drive to slow traffic. Police Chief Elliott will have the traffic Division to check on this. THANK YOU Mayor Parker thanked the Department Heads for last year. He hopes this year will be even a better one, also we want to present a good budget to the Council. DEED City Attorney Mike Gillenwater reported that he just received the Deed from Greater Clark School Corporation on the the property at Riddle and Locust Streets. LETTER City Attorney Mike Gillenwater received a letter from Stites and Harbeson who is representing the City in the matter regarding the purchasing some ground for the New Water Pollution Control Facilities, 16.49 acres. There has been some money placed in escrow and they did not need the money and returned to us a check for $4~808.53. It was paid through the Sewer Department. Also I received a bill on some work that was done on the 16.49 acres. I will send it to the Redevelopment Department to see if they will pay it. SEWER COLLECTIONS Director Lakeman reported that Betty Herdt brought him a report on Sewer Collection~ As of right now our cash flow is $100,000.00 more than this time last year. MAINTENANCE SCHEDULES Mike Ewton reporting for Mike Wathen that the 1993 Maintenance schedules for all the Department Heads will coming out in a couple of weeks. COMPLIMENTS Services Coordinator Les Kavanaugh complimented Mayor Parker for the good News paper article. He reported that he will be speaking to the Clark County Farm Bureau this evening in regards to the recycling efforts at New Chapel Methodist Church. Mayor Parker said that he is glad that Les Kavanaugh is helping Bill Gavin with inspections and complaints. PERMITS Utilities Director Steve Tolliver reported that PDR who was awarded the asbestos removal project needs a permit~ It will take up to 2 weeks to get it. They will start work as soon as possible. Also to get deliquent sewer bills paid~ I suggest that we work with the water company and have the water turned off until sewer bills are paid. PAGE 3 JANUARY A, 1993 CONTRACT Utilities Director Steve Tolliver stated that he has been working with PSIs they presented him with a contract from another company of theirs. They will pay us $248~000.00 over a 9 year period. In order to get this we have to run our generators 96 hours in the summer months and BO hours in the winter months. When we run the generators we are not using electricity. They will pay us directly $28~795.00 a year and will send the checks monthly. We have the contract and need it signed this month, and it will start in June. Mayor Parker asked Mike Gillenwater to read it over and give his opinion.
