Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roil those members present were Mayor Raymond J. Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Fire Chief Jerry Dooley~ Temporary Animal Shelter Manager Ed Voyles, City Services Coordinator Leslie Kavanaugh, Assistant Parks Superintendent Rick Elliott, Administrative Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of of November 14, 1994 as presented~ seconded by Director carried unanimously. the meeting Matra and Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. CAB COMPANY PERMIT Police Chief Charles Elder reported that the Taxi Cab Ordinance in the City Ordinances was written in 1966 and it is possible that the application in the Police Departmemt was written then also. There was a question on Mr. Potters application that he left off~ but there is nothing saying that he will be denied if something is left off. Chief Elders recommendation is to give Mr, Potter a permit to drive~ he has a valid drivers license. If they have the proper insurance and meter~ and meet all the requirements Chief Elder will sign the application. Chief Elder feels that we need to change our application to a way that it has more "teeth" in it to where you leave something off that will be grounds~ We need to get the City Attorney's help on this and make a better application to give a driver a permit. Chief Elder said that he recommends if everything is in place he would sign for Charles Potter to be the driver~ however~ he would like to hold up on any other applications until we can get the application updated~ and like the Boards permission to come up with a new application to be presented at next weeks meeting. Director Lakeman made the motion with the recommendation from Chief Elder that Mr. Charles Potter after compeleting the necessary requirements~ ineurance etc. be ok'ed from the Board of Public Works he may be a driver-driver only~ seconded by Director Marra~ and carried unanimously. Jim Bennett of Bennett Built Inc. i~?~rocess of building a storage depot on Highway and he is requesting to be put on City Sewers the = .................. sioner Bill Gavin said that he is in the two mile finge area. Mr. Bennett said that he also has an out piece of property and he has been approached from people to buy it for other businesses and would like for it also to be put on the sewers. Bill checked with Mr. Toombs and he said that the sewers could handle it. Bill said that Mr. Bennett will have to go before the Council for final approval. Director Matra made the motion to approve Mr. Jim Bennett of Bennett Built Inc. to pursue or investigate at this time to tapping into our sewer system and it has to go before the Council for final approval, Mike Gillenwater said that being out of City resident that he will have to pay 1/3 more for sewer fees and there will be a wavier of any right to remonstrate annexation in the future~ seconded by Director Lakeman, and carried unanimously. HIGHLAND PARK PROPERT~ Assistant Parks Superintendent Rick Elliott reported on the property that Mr. Reed wants deeded back to his father's estate~ it's a 50' strip going to Highland Park for a bike trail. Rick said that the property is City property not the Parks~ and it is a maintenance problem. Rick recommends to the Boar~, the Parks Department doesn,t have any use for this property and he suggests to give it back to Mr. Reed's estate. City Attorney Mike Gillenwater said that we need to advertise it and take bids~ but he needs the Mayor's ok to do this. City Engineer Bob Miller said that if we need to maintain this property we need to have a easement of ~0~ from the top to get in there to clean the ditch. Director Lakeman made the motion to allow our City Attorney to advertise the sale of property on Reeds Lane, seconded by Director Marra~ and carried unanimously. PARKS RECREATION DIRECTOR ANNOUNCED Assistant Parks Superintendant reported that out of 5 applications for the new Parks Recreation Director they have decided that the most qualified applicaant is one that is already working part-time for the Parks Department and he is Rob Poff Rick recommends him position. ' for the MEM~ Mayor Parker read a memo from Dane Connections regarding the rescuing of two Danes and wants to thank the staff at the Jeffersonville Animal Shelter (Director Ed Voyles and Kennel Coordinator Frances Middleton) for their wonderful cooperation in helping to rescue these two Danes. PAGE 3 NOVEMBER ~1, 1994 STREET NAME CHANGE REQUEST Building Commissioner Bill Gavin has a request, from Sprigler Development off of Charlestown/ New Albany Pike to change the name Williamsburg Road to Williamsburg Drive they will pay for the signs and so forth. The Board approved had previously approved the street name. Director Matra made the motion to change the name of Williamsburg Road to Williamsburg Drive in the Sprigler Development Area~ seconded by Director Lakeman, and carried unanimously. MOTOR REPAIRS Wastewater Treatment Plant Manager Kendall Coleman reported that a motor on one of blowers blew last week and needs to be repaired and it is not under warranty. The cost of repair will be $2:865.00 and will be by Clark Electric Company. Director Lakeman made the motion to approve the pump repairs for $2,865.00 by Clark Electric Company, seconded by Director Marra~ and carried unanimously. RETURN ACTIVATED SLEDGE PUMP Wastewater Treatment Plant Manager Kendall Coleman reported that sometimes we experience some problems with the return activated sledge pump station at the plant. We had one pump that we had overhauled and repaired and we cannot put this pump back in service due to some investigations that we've been doing trying to correct some other problems. We need to purchase car cable for that pump and the cost for will be $556.50 and would like to install some junction boxes for those pumps, in the future it would reduce the cost of cable replacement, we would only have to replace 30~ instead of 75'. Kendall would like to go with Ready Electric at a cost of $1~596.00 with a total of $2,152.50. Director Matra made the motion to approve EMC to repair the cable and put in junction boxes at a cost of $2~152.50 by Ready Electric, seconded by Director Lakeman, and carried unanimously. DRAINAGE PROBLEM City Engineer Bob Miller reported that Mike Gillenwater, George Trembly, and Bob met with Mr. Hughes owner of Mayfair Apartments about the drainage ditch on his property. Mike explained that there is a ditch running through that apartment complex and does not have an easement to get in there and clean it: although the City has participated in keeping it open in the past. Bob said that the ditch is over grown and it needs to get apiece of heavy equipment in there to clean out a bunch of trees that have grown up along there and to do that it will cost us nearly $8~000.00. Mr. Hughes wants the City to pay for all of this. He made us an offer he would give us $1~500.00 if we do it before the end of the year. Mayor Parker said that he thinks it should be like the sidewalk budget and it be 50-/50. Mike said that Mr. Hughes is going to call him back tomorrow. PAGE 4 NOVEMBER 21, 1994 SNOW PROBLEMS Street Commissioner George Trembly reported that he did a tour of City street to see if there is going to be any problems when it snows. George said that there are 2 problems~ one in Northhaven and the other in Rolling Fields, and we will take care of them ourselves. The big problem is Riverside Drive~ there is no way he can plow Riverside Drive if it snows today because of the cuts in the street, it would tear up a snow plow, Clark Street will be the same way. ROADBLOCK Fire Chief Jerry Dooley is requesting for permission to have a roadblock for Jeffersonville local 558 on December B, 3, 4~ 1994 from i:00-5:00 P.M., at 8th and Wall Streets this is for a toy drive for Christmas. Director Lakeman made the motion to approve the roadblock for December 2~ 3, 4~ 1994 for a toy drive for Christmas~ seconded by Director Marra~ and carried unanimously. Mayor Parker told City Engineer Bob Miller that in regards to the deal about what George Trembly brought up concerning the snow, he asked Bob about the meeting they had with Matt Robinson 'From the Corradino Group. Mayor Parker asked Bob to talk to Mr. Robinson about what we discussed at today's Board meeting and that we could have problems if it snows anytime soon and see what he can do to allievate the problems somewhat, just bring it to his attention. Bob said that he has a letter going out to him today and he will add more to it. Ky. 40056 INFORMATION The club has recently rescued three of our Gen- tle Giants. Marmaduke, a merle male puppy, was picked up by David Clark from the Jefferson County Animal Shelter. The puppy now resides wffh Tommee and David because David. fell in love with him and won't let Tommee place him. John Frey, Holly Bartlett and Genia Thater picked up two Danes from the Jeffersonvilie Animal Shelter. Daisy, a five- to six-year-old fawn female, and Zeus, a three-year-old harlequin male with natural ears, were both picked up and taken to Dr. Kirt Oliver's clinic immediately for complete evaluation. Both were grossly malnourished but in surprisingly good health. The club owes very special "Thank you's" to Shamrock Acres Kennels for providing immediate housing as well as bathing, toenail clipping, flea dipping, and lots of love and attention for our two orphans until foster homes could be set up for them. Both Danes are doing well and gaining weight quickly. Daisy was placed in a foster home with Susan Miles who promptly fell in love with Daisy and decided to keep her. (Thank you very much, Susan, for giving Daisy a wonderful place to live out the rest of her days!) Zeus is currently residing with Holly and awaiting a patient and lov- ing new owner who has the time to teach him what he needs to know. Zeus already knows how to sit on command and tentatively how to walk on lead (still needs some reinforcement on this). He is very attentive and a willing learner who will make someone a very good obedience dog.
