HomeMy WebLinkAbout10-24-1994MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEPFERSONVILLE, INDIANA MONDAY OCTOBER 84, 1994 Administrative Assistant Donna Baird in the absense of Mayor Raymond J. Parker Jr., called the meeting to order at 9:30 A.M., and on call of the roll those members present were Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Fire Chief Jerry Dooley, Temporary Animal Shelter Manager Ed Voyles~ City Services Coordinator Leslie Kavanaugh~ Parks Recreation/Athletic Director Eric Hedrick~ Administrative Assistant Donna Baird~ Wastewater Treatment Manager Kendall Coleman, Clerk and Treasurer C. Richard Spencer Jr.~ and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of October 17, 1994 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. STREET LIGHT 1440 E. 8TH STREET City Engineer Bob Miller is recommending to have a street light installed at 1~40 E. 8 th Street. Bob has already put up signs that read Dead End, and Alley. Police Chief Charles Elder reported that he sent Officer Monihon up to talk with Betty Martin. Director Lakeman made the motion to approve the installation of a street light at 1440 E. 8th Streets seconded by Director Matra, and carried unanimously. STREET LIGHT, EAGLES CLUB Police Chief Charles Elder reported on the street light at the Eagles Club. Chief Elder said that the Locker Room installed a light out back and it gives sufficient lighting~ he does not recommend to install a street light at the Eagles Club. VACATING B ALLEYS Robert and Sherry Mauk are requesting that the two alleys next to their businesses be vacated. They appeared before the Council for this and was recommended to appear before the Board of Works & Safety to have them vacated. City Engineer Bob Miller is recommending to have them vacated. Director Lakeman made the motion to approve the vacating of the two alleys for Robert and Sherry Mauk, seconded by Director Marra~ and carried unanimously. PAGE E OCTOBER 24, 1994 CAB COMPANY PERMITS Ms. Potter~ Charles Potter's mother appeared before the Board requesting to get permission to start a Cab Company for the 3 Cities. They have no site picked out. Donna Baird asked Police Chief Charles Elder what guide lines they have to go by, Chief Elder said that they have to fill out an application for the drivers and have permits. Building Commissioner Bill Gavin said that where ever they have an office it has to be zoned commercial. City Attorney Mike Gillenwater asked Ms. Potter if she had the Ordinances~ she said yes, Mike asked her if she was prepared to meet those, she said yes. Mike said that he is going to suggest to the Board to withhold the approval until they get a written proposal from Ms. Potter and then they can give approval next Monday. Director Lakeman made the motion to approve for them to pickup an application~ seconded by Director Marra, and carried unanimously. There was more discussion from Ms. Potter and her son about giving them approval. Mike said that we would like to work with them, but this is not the appropriate time during the meeting to work this out. Mike said that he would meet with them after the meeting. The Potters both agreed to do this and left to get the application. Mayor Raymond J. Parker Jr. took over the meeting at 9:45a.m. RESIDENT PARKING Catherine Meiman, representing Falkenstein residence~ 807 E. Court Avenue is requesting a resident parking sign. Mayor Parker explained that he would have Police Chief Elder investigate this and bring his recommendations back to tine Board next Monday. CANNED FOOD DRIVE Scott Sleigh representing TKE Fraternity at IU-SE is requesting permission to collect canned food for the Lay Ministeries in Jeffersonville. The dates will be at the Meadows Subdivision on November 5~ 1994 and November 1B~ 1994 in Northhaven Subdivision. Director Lakeman made the motion to approve the canned food drive~ seconded by Director Marra~ and carried unanimously. FOP ROADBLOCK Police Chief Charles Eider is requesting permission for a FOP Roadblock for Shop with a Cop program on Friday October ~8, 1994 from B:OO-6:OOp.m. and Saturday October ~9, 1994 from 9:00a.m.-l:OOp.m. at Dutch Lane and Hamburg Pike and Walnut and Market Streets. Director Matra made the motion to approve the roadblocks, seconded by Director Lakeman, and carried unanimously. PAGE 3 OCTOBER 242 1994 BIKE TRAIL Carl Reed is requesting for a 50~ strip of land that his Father gave to the City be given back to the estate at Reeds Lane and Highland Park. Carl said that the City has done nothing with the land it is all grower up. Cart was going to have it surveyed and the surveyor said that it would be better if he could get this 50' strip of land deeded back to him. City Attorney Mike Gillenwater said that we need to talk with the Park Board also. Ed - Voyles President of the Park Board said that they will look into this and get back with them. It was given to the Parks in 1935 and it has not been developed. Mayor Parker said there are certain things that have to be done before we can give something back. Eric Hedrick will research this and will get back with the Board next week. LETTER Mayor Parker read a letter from Major Dennis O. Simon, stating that Chief Charles Elder has authorized him to extend to the Department Heads, TB tests, set up with the Clark County Health Department on November 14 & 157 1994 from 9:00a.m.-12:OOp.m. or November 162 1994 from l:OOp.m.-3:OOp.m. It will be necessary to return to the Health Department seventy two hours later to have the test read. Mayor Parker said this is for Department Heads only. The filled out forms will have to be in Major Simons office no later than November 4, 1994. (see copy). DUI ROADBLOCK Police Chief Charles Elder reported on the DUI roadblock last Friday, from ll:OOp.m.-3:OOa.m. Chief Elder said that 1/3 of all the DUI arrests were from the City's roadblock. The roadblock was at the foot of the Second Street Bridge. There were 18 DUI'S~ 18 different citations for seat belt violations~ suspended driver's license, etc. Chief Elder wants to thank the Fire Department for lighting purposes. The roadblocks were paid for by the DUI Grant. SPRING STREET LIFT STATION Wastewater Treatment Plant Manager Kendall Coleman reported that pump ~8 at the Spring Street Lift Station went out and he is requesting the Boards approval to have it repaired. Kendall has a quote from Spencer Machine & Tool Co. for 1,966.94. Director Matra made the motion to approve the various repairs on pump ~2 at the Spring Street Lift Station, seconded by Director Lakeman, and carried unanimously. REPAIR AND PAVING OF STREETS BREAKDOWN Street Commissioner George Trembly presented to the Board a breakdown on the repair and paving of streets. (see copy) HALLOWEEN IN THE PARK Parks Recreation/Athletic Director Eric Hedrick reminded everyone that this Friday October 28, 1994 will be the Halloween in the Park and invites everyone to come. PAGE 4 OCTOBEF~ 24, 1994 AGILITY TEST Fire Chief Jerry Dooley reported on the Fire Department Agility Test last Saturday. There were 13 people who took the test, and should be approximately 45 at the test on Saturday October 29~1994. Court Ave. Jeffersonville, In. 47130 Dear Mayor Parker, As per our phone conversation, Chief Elder has authorized me to extend to your department heads, TB tests, set up with the Clark County Health Department on November 14th. & 15th., from 9:00 A.M. to 12:00 P.M. or November 16th. from 1:00 P.M. to 3:00 P.M. Upon completing of this test it will also be necessary for those tested to return to the Health Department seventy two hours later so the test can be read. If these people are interested in participating it will be necessary for them to fill out the form enclosed and return it to my office no later than November 4th, 1994. Respectfully, Dennis O.
