MONDAY OCTOBER l?~ 1994
Mayor Raymond J. Pa~ker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roll those members present were Mayor Raymond J.
Parker Jr.~ Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, Street Commissioner George Trembly~ City Attorney Mike

Director Lakeman made the motion to approve the minutes of the meeting
of October 10 , 1994 as presented~ seconded by Director Matra and
carried unanimously.

Elgin Crosswind Regenerative Air Sweeper

Mayor Parker explained that the bids will be reviewed and be awarded
at the next Board meeting. Director Lakeman made the motion to review
the sweeper bids and make a decision at the next Board meeting on
Monday October 24~ 1994, seconded by Director Matra, and carried
unanimously.
CHERRY CREEK CONDOS GARBAGE PICK UP
City Services Coordinator Les Kavanaugh talked with Councilperson
Barbara Wilson last Friday concerning the Cherry Creek Condo
Association in regards to the garbage bins~ Les is glad to report that
the Association is pleased with what they have received and they wish
to pursue this matter no longer.
STREET LIGHT
Betty Martin~ 1440 E. 8th Street is requesting a street light at the
driveway between her home and Fashion Dry Cleaners. She said that
people are rummaging through the garbage, urinatinng on the building
during the day light. Ms. Martin said that she would like to stop the
traffic from using the driveway, she is afraid for her children.
Mayor Parker will have City Engineer Bob Miller take a look at this to
see if a light is necessary. Police Chief Charles Elder said that he
would have a Traffic Officer come to see her today about the problem
and report his recommendations at next weeks Board meeting.

Mayor Parker read a Thank You Card he received from Donnie Poole for
the flowers sent to him during his hospital stay.
LETTER
Mayor Parker read a letter from Jill Daugherty on an outstanding job
that Animal Control Officer Mike Gentry is doing about the dogs in the
Northhaven Subdivision. (see copy)
LAND APPLICATION PERMITB
Mayor Parker reported that he received a letter on our Land
Application Permit from the State that everything is copasetic in
regards to our land application process. Kendall Coleman explained
that when EMC took over in May we applied for a land application
permit to apply pile solids at the plant site in areas where we were
having difficult times getting grass to grow there. The permit is
giving us permission to do that by the State.

ADJUSTMENT ON SEWER BILL REQUEST
City Attorney Mike Gillenwater at the request of Jim Matra is bringing
this to the Board to get permission to adjust a sewer bill for Steve
Vanwaggoner who did a lot of landscaping and watering, Mr. Vanwaggoner
did not know that the sewer and water bill worked together. He owed a
bill for $30.00 in May and would like for it to be adjusted. Jim said
by the Ordinance there is no adjustments. Mike sent him a letter,
could not get in touch with him, he talked to him today and he would
like to have it adjusted, since May there has been a 10% penalty each
month. Director Lakeman made the motion not to adjust the bill, but
to eliminate the penalty if paid by the next billing, seconded by
Director Marra~ and carried unanimously.
1994 NATIONAL RED RIBBON CAMPAIGN
Personnel and Safety Director Harold Lakeman reminded everyone
National Red Ribbon Campaign will be October B3-October 31, 1994.
COMPLIMENT
that
Police Chief Charles Elder complimented Steve Kempf for giving up some
of his Clark County Youth Football roadblock locations to the Special
Olympics on Saturday October 15~ 1994.
PARKING PROBLEM
Police Chief Charles Elder reported that he talked to Mr. Baird on 9th
I! Street concerning a parking problem and he feels now there is no
~ problem at this location. There has been no more complaints at that
location.
STREET LIGHT
Police Chief Charles Elder reported that he met with the Downtown
Merchants, they asked if he would check on a street light back behind
the Eagles Club. Chief Elder said that he will check on this and
bring his recommendations back to the Board next week.
UTICA PIKE COMPLAINTS
Major Dennis Simon reported that he has had several complaints from
residents on Utica Pike between Chippewa Drive and Hopkins Lane with
cars running the barracades going through the construction area about
35-40 miles per hour~ and stirring up dust, Major Simon put some
uniform cars to defer the traffic over the weekend. Major Simon
suggested to have some signs put up on the barracades at each end of
the construction. Mike Gillenwater said that he believes that should
be up to the Contractor. Mayor Parker asked City Engineer Bob Miller
to take care of this with the Contractor.
THANK YOU
Temporary Animal Shelter Manager Ed Voyles wants to thank the Police
for helping capture a boxer dog running loose. The dog charged some
citizens and Police Officers. Office Brian Cleveland captured the dog
and took it to the Shelter. The owner became irate with Mr. Copeland.
The owner was cited for violation for animal control.

PUMP REPAIR
Wastewater Treatment Plant Manager Kendall Coleman wants approval from
the Board for repairing a pump at Crums Lane ~3 lift station at a cost
of $4,134.00. Director Matra made the motion to repair the pump at
Crums Lane ~3, seconded by Director Lakeman, and carried unanimously.
MANHOLE RISERS
Wastewater Treatment Plant Manager Kendall Coleman is requesting the
Boards approval on the purchase of 30 manhole risers at a cost of
$71.00 each, total $8,130.00. Director Lakeman made the motion to
approve the purchase of 30 manhole risers at a cost of $2,130.00~
seconded by Director Marra~ and carried unanimously. (see copy)
REPAIR PUMP AT POWER HOUSE LIFT STATION
Wastewater Treatment Plant Manager Kendall Coleman is requesting the
Boards approval to have the Crain Demning Pump at the Power House Lift
Station repaired at a cost of $1,375.00. Director Matra made the
motion to approve to start the process of repairing the pump, at Power
House Lift Station, seconded by Director Lakeman, and carried
unanimously. (see copy)
REPLACE 3 IMPELLER~
Wastewater Treatment Plant Manager Kendall Coleman reported that 3
impellers at the Treatment Plant needs to be replaced. Kendall has a
quote from Straeffer~ Sales & Service, Inc., at $1,950.00 each.
Director Matra made the motion to approve to replace the 3 impellers
at $1,950.00 at the Treatment Plant, seconded by Director Lakeman, and
carried unanimously. (see copy)
LANDSBERG COVE AND EASTBROOK STATIONS TELEPHONE LINES
Wastewater Treatment Plant Manager Kendall Coleman has a letter from
Metzger Electric in reference to Landsberg Cove and Eastbrook stations
installation of telephone lines and monthly rentals. There is two
lines signal grade one from Landsberg Cove to Main Plant at Dutch Lane
and one from Landsberg Cove to Eastbrook station with monthly rentals
for each line at $28.00 per line for each station. Roger Schmitt
Builders will have to pay the city of Jeffersonville in full for two
line installation and monthly rentals for each station for one year in
advance. Also any increases incurred would be the responsibility of
Roger Schmitt Builders. (see copy)
STREET LIGHT
City Engineer Bob Miller is recommending to the Board to have a street
light installed on McArthur Street between 30-B1 and 30-33 in Eastgate
Subdivision. Director Lakeman made the motion to approve the street
light, seconded by Director Matra, and carried unanimously.

FIRE DEPARTMENT AGILITY TEST
Fire Chief Jerry Dooley reported that the agility test practice will
be on Saturday October 22~ 1994 at 8:00am and the Agility test will be
on Saturday October 29, 1994 at 8:00am at the New Albany Fire
Department Tire. There are no openings at this time~ this is done
once a year and it expires on October 23, 1994.

I have had to bother him many times, and each and every time

the safety of my pets is very importaut, and after a near
serious encounter last spring I felt even my safety was an

October 23 - October 31, 1994
"HEALTHY MEANS DRUG FREE"
Dear Friend,
The Clark County Youth Coalition is a non-profit, volunteer organization concerned about the
effects of alcohol and other drugs in our community. We are dedicated to serving the youth and
their families within Clark County. We are excited again to be sponsoring our county's
participation in the National Red Ribbon Campaiqn from October 23 - October 31, 1994.
Let's strive to make Clark County a better community
for our children and grandchildren.
This campaign is a way for communities to show a unified and highly visible commitment to
reducing the demand for alcohol and other drugs. As a symbol of our unification we plan to paint
the county red, adorn our clothes, our doors and mailboxes, schools and workplaces with red
ribbons. We plan to reach thousands of citizens, especially our youth, through various
activities at different school levels. We encourage you to do your part. Together we can make a
difference by reducing the demand for alcohol and other drugs.
