OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY OCTOBER 10, 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on cait of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: City Engineer Bob Miller, Street Commissioner
George Trembly, City Attorney Mike Gillenwater, Maintenance Foreman
Mike Ewton, Police Chief Charles Elder~ Fire Chief Jerry Dooley,
Temporary Animal Shelter Manager Ed Voyles, City Services Coordinator
Leslie Kavanaugh~ Assistant Parks Superintendent Rick Elliott,
Administrative Assistant Donna Baird~ Wastewater Treatment Manager
Kendall Coleman, Councilperson Barbara Wilson and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of October 3~ 1994 as presented, seconded by Director Matra and
carried unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
CHERRY CREEK GARBAGE PICK-UP
Mayor Parker reported that Councilperson Barbara Wilson is appearing
before the Board concerning the garbage pickup in Cherry Creek
Condominums. Les Kavanaugh said that back in April of '94 the City
took over Cherry Creek Condominum Association and agreed to provide
services to them. The City swapped services fro~ private sector to
pUblic sector allowing Cherry Creek Condominum Association to come on
line with the contract with Rumpke of Indiana. Cherry Creek is asking
to have the garbage bins changed from 2 yard to A yard bins, Rumpke is
picking up the garbage 2 times a week instead of once, providing one
pickup free of charge. The City of Jeff is paying $600.00 a month for
the 2 yard bins, if they go to the 4 yard bins they will charge the
City. more on the month. Barbara Wilson suggested that Mike
Gillenwater, Les Kavanaugh, Mayor Parker sit down with the
representatives at Cherry Creek and see whats going on and what they
are going to do. After all discussion Mayor Parker said that if they
get the 16-4 yard bins they will have to ask the Council for
additional money.
ROADBLOCK CCY FOOTBALL
Steve Kempf representing CCY Football Association is requesting for
roadblocks throughout the City at various locations on Saturday
October 15, 1994 from lO:O0-3:00pm. Director Lakeman made the motion
to approve the CCY Football Association roadblock contingent upon
possible location changes, seconded by Director Matra, and carried
unanimously. (see copy

STREET CLOSING VIKING ROAD
Ron Kurtz, representing Bridgepoint Apartments is requesting closing
the street Viking Road for reasons of drainage problems and taking out
a portion of this Road~ this is not a dedicated street. The closing
will be about 40-50~ from Mockingbird Drive. Police Chief Charles
Elder said that Lt. Schmidt did a study and he recommends closing it
will be no problem. Fire Chief Jerry Dooley discussed it and he has
no objections to closing it. Mr. Kurtz is asking for signs to be put
that say no Outlet on the Ewing Lane side and Dead End on the
Mockingbird side. Mayor Parker asked George Trembly to take care of
this. Donna Baird will advertise this in the paper. Director Lakeman
made the motion to approve the process of closing Viking Road~
seconded by Director Matra, and carried unanimously.
LETTER
City Attorney Mike Gillenwater read a letter from Mr.

CHERRY CREEK LIFT STATION
Wastewater Treatment Plant Manager reported the Cherry Creek
Condominium Association requested that the City take over the sewage
lift station, we recommended some improvements before we could take
over. Kendall and Jorge Lanz of Jacobi, Toombs and Lanz went out last
month and did an inspection on the lift station, Kendall sent them a
letter with the recommended modifications. The Association has
requested a letter stating that once the modifications are complete,
final inspection is performed and everything is up to standards, then
Kendall will come back to the Board and recommend that we take over
the operation and maintainance of the facility for them. They will be
responsible for any major repairs for the first year, this is standard
policy, they will do general maintenance. We witi not be responsible
for any force main, any gravity sewers on sight~ back ups occurred by
power outages. (see copy)
CRUMS LANE 3 LIFT STATION
Wastewater Treatment Plant Manager Kendall Coleman reported that last
month they had a electrical problem at Crums Lane 3. Kendall talked
with PSI they were unaware of any problems we had. An electrical
surge went through the lift station, it knocked out some contact with
some relays and got those repaired, but couldn,t get this one
particular pump back on line. We sent it to the shop, we have a quote
of $4~134.74 to have it repaired. With it being an electrical problem
it can't be a warranty problem. Kendall said that PSI is not going to
take any responsibility for this~ we don~t have any proof that the
problem was PSI. City Attorney Mike Gillenwater said that we need to
determine if it was or wasn't a power surge, if it was and we can
prove it then we need to have PSI take care of it. If it wasn't than
warranty might have to pay. Kendall said that it will be very
difficult to prove it was a power surge caused by PSI.

City Attorney Mike Gillenwater suggested the Board approve the letter
of Kendall Colemans to Cherry Creek Condominium Association concerning
the lift station. Director Lakeman made the motion to approve the
City taking over through EMC, Cherry Creek Condominum Association,
lift station, seconded by Director Matra, and carried unanimously.
STATE ROAD 68
City Engineer Bob Miller reported that he met with Engineers from
Floyd County, New Albany, Clark County, and Clarksville, about the
Highway 68 project. Bob said that are working to find out if the
State can force it on us. If they can Bob wants to get everything
done on 68 before it's turned over to us. The Engineers are going to
have another meeting to see if they can force us to take Hwy 68.
Mayor Parker said to make sure they consult with City Attorney
Gillenwater.
STREET CLOSING
City Engineer Bob Miller reported that Stemler Plumbing Co. is
requesting that Hamburg Pike be closed between Research Drive and
Production Road on Wednesday October 18, 1994 for putting in a sewer.
Director Matra made the motion to approve the closing of Hamburg Pike,
between Research Drive and Production Road~ seconded by Director
Lakeman, and carried unanimously·
ROAD SIGNS
City Engineer Bob Miller is requesting for 8 street signs at
Williamsburg Station. The name of the road will be Williamsburg Road.
Director Lakeman made the motion to approve recommendation of the City
Engineer for 8 street signs, seconded by Director Matra, and carried
unanimously.
FALLEN FIREFIGHTERS MEMORIAL SERVICE
Fire Chief Jerry Dooley reported that on October 16, 1994 the 13th
Annual National Fallen Firefighters Memborial Service will honor 98
Firefighters from 87 States who died in the line of Duty in 1993.
Fire Departments across the nation are encouraged to join the tribute
by lowering flags to half-staff. Director Lakeman made the motion to
approve lowering the flags to half- staff in tribute to deceased
Firefighters on October 16, 199~ seconded by Director Matra, and
carried unanimously. (see copy)
FOLLOW-UP ON EVENT ON THE OVERLOOK
Administrative Assistant Donna Baird has a follow up report on the
event at the Overlook October 88~ 1994. Donna has spoken with Betty
Moore and Brian Zander and Betty said that Warder Park would be
getting decorated for Halloween that day and it would interfere with
it. The Ogden Group is the organization that wants to do put on the
show. Donna said for all practical purposes it was not a good idea to
get things together in two weeks, it's not enough time.
Mayor Parker wants to publicly thank everyone for prayers, card,
flowers, and food in the death of his Mother-in-Law.

ODOR PROBLEM AT OLD WASTEWATER TREATMENT PLANT
Mayor Parker asked Kendall Coleman about the odor at the old treatment
plant. Kendall told the Mayor he was going to meet with the owners
concerning the odor at the plant. Kendall met with Mr Vogel president
of IWR last Tuesday, he delivered a message from the Mayor's Office
about the odor. Mr. Vogel knows what the odor is and they are
bringing in new equipment this week to alleviate this problem. There
is a concern by the Council~ Mayor's Office, and the public that the
odor needs to be controlled.
SAFETY AWARD
Mayor Parker reported that the City of Jeffersonville received a
plaque for a Safety Award in recognition for outstanding achievement
of work place safety and loss control for the period of July 1993-June
1994.

FIRE DEPARTMENTS ACROSS THE NATION ARE ENCOURAGED
TO JOIN THE TRIBUTE BY LOWERING FLAGS TO HALF-STAFF.

Dear Sirs:
I recently spoke with Councilperson Barbara Wilson, and she asked that I follow up with you
concerning the lift station modifications.
This letter shall serve as notice that once ail recommended modifications are complete, and an
inspection has been performed, I will recommend to the Board of Public Works that the City
take over the operation and maintenance of the Cherry Creek lift station.
The City will be responsible for ail preventative and routine maintenance of the station.
During the first year Cherry Creek will be responsible for any major repairs to the equipment
or structures.
