Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr., Personnel and safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney M~ke Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder~ Fire Chief Jerry Dooley~ Temporary Animal Shelter Manager Ed Voyles~ City Services Coordinator Leslie Kavanaugh, Assistant Parks Superintendent Rick Elliott, Administrative~ Assistant Donna Baird, Wastewater Treatment Manager Kendall Coleman~ Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of September 19, 1994 as presented, seconded by Director Matra and carried unanimously. ENVIRONMENTAL SUBCOMMITTEE MEETING AND APPROVAL OF ADDENDUM TO YARDWASTE CONTRACT City Services Director Les Kavanaugh reported that the Council agreed to put the mohey in place for the addendum for yardwaste of .31 per household, an addition of $3,100. City Attorney Mike Gillenwater said that we need to have this in writing from Rumpke stating that .31 will be the qharge~ Director Lakeman made the motion to approve the recommendation of Les Kavanaugh for $3,100 additional to the addendum to our yardwaste contract from Rumpke~ seconded by Director Marra~ and carried unanimously.~ - AMERICAN CANCER ROADBLOCK Bob Hedge introduced Melissa Jefferies Director of the American Cancer Society in Clark County, is requesting a roadblock on Friday October 14~ 1994~ from 3: OOpm-?: OOpm at Main and Market Streets, and · Charlestown Pike and Holmans Lane~ Director Lakeman made the motion to approve the American Cancer roadblock~ seconded by Director Marra~ and'carried u~animously. CLOSING COURT AVENUE FOR HALLOWEEN IN THE PARK Police Chief Charles Elder is requesting the closing of Court Avenue between Wall and Spring Streets on October 28, 1994~ from 4:00pm-lO:OOpm, for Halloween in the Park. Director LakemMn made the motion to approve closing of Court Avenue between Wall and Spring ~ Street for Halloween in the Park, Seconded by Director Marra and ii carr'ied unanimously, o PAGE B SEPTEMBER 26, 1994 SAFETY PROBLEMS AT MAPLE STREET SCHOOl Cathy Graninger, Principal of Maple Street School is requesting the help for safety at the school, they have changed the entrance from Division Street to Charlestown Avenue. There is not enough room on Charlestown Avenue for all the busses and cars to drop off children. She is requesting maybe making Charlestown Avenue a one way street, or puttiing up a caution light, or more patrols to get parents to drive more slowly on the South side of the building. Mayor Parker asked Chief Elder to have Lt. Dave Schmidt do an investigation and coordinate this with our City Engineer and Street Commissioner and jointly make a recommendation on what they think can be done to make it more safe for the children and bring this back to the Board. The school has gone from almost 200 to 400 children it is a problem for loading and unloading children . City Attorney Mike Gillenwater said that with the caution light we may be looking for some assistance from the School Corportion. INDOT PROBLEMS WITH lOTH STREET City Engineer Bob Miller explained that the State is looking to give IOth Street to the City of Jeffersonville. Bob met with INDOT on September 16, 1994 and Mary Ann Wright, Division of Program Development was the leader of the meeting. Bob said that Jeff has 5 weeks to make a decision on whether we will take it or not. We would have to take over everything stop lights and etc. Bob said that there will be public meetings on Wednesday October 26, 1994 at 4:00pm and ?:OOpm at Jeff High. Engineer Jorge Lanz, of Jacobi, Toombs and Lanz said that he believes that Jeff can't take it over financi~ly. Bob said the State wilt still do Holman~s and Allison Lane intersection after school is out next year. After discussion Mayor Parker asked Bob and Jorge to have meetings to organize a plan to discuss at the Public Meetings. City Attorney Mike Gillenwater suggested setting up a meeting with New Albany and Clarksville and coordinate our efforts with them instead of everyone doing their own thing. Mayor Parker asked Bob and Jorge to have the plans ready in ~ weeks to present them to the Board of Public Works meeting. 1995 HOLIDAY SCHEDULE Personnel and Safety Director Harold Lakeman reported that the Commissioners passed the County's Holiday schedule for 1995. The City's will be the same as the County's. Director Matra made the motion to approve the 1995 Holiday schedule for the City, seconded by Director Lakeman, and carried unanimously. (see copy) STREET CLOSING Sewer Office Collection Director Jim Matra reported that he read in the paper last Thursday that Michigan Avenue will be closed starting today. City Engineer Bob Miller said that he told Reschar Construction not to start the job until it was approved by the Board and to start it tomorrow. Director Lakeman made the motion to approve the closing of Michigan Avenue for construction of sewers, seconded by Director Matra, and carried unanimously. THANK YOU Street Commissioner George Trembly thanked flowers to the house while he was off. everyone who sent him SPRING STREET PAVING Street Commissioner George Trembly reported that the paving of Spring Street was finished last Thursday. George also wants to thank Police Chief Charles Elder for letting his men help with the traffic. George is requesting permission to put a double yellow line (no passing) down Spring Street from 1-65 down Eastern Blvd. to Spring Street to loth Street. Director Lakeman made the motion to put a double yellow line (no passing zone) recommended by Street Commissioner George Trembly: seconded by Director Matra, and carried unanimously. BANNER Street Commissioner George Trembly reported that Melba Doggett presented him with a plastic Pepsi banner to hang on the Bridge~ there is no way that we can hang that type of banner on the Bridge~ we will have to talk to Ms. Doggett about where she wants it hung. MAYFAIR APARTMENTS Street Commissioner George Trembly said that he had a call on Mayfair Apartments: George sent Mike Gillenwater a letter and want it brought up to the Board that he did some checking and had Mr. Gillenwater to do some checking also. The ditch line that runs through Mayfair Apartments according to Mr. Blankenbeker does not belong to the City, it belongs to the apartment complex~ when they bought the property they bought all of it. Mike Gillenwater said that he will find out who owns the ditch: also unless there is an easement we do not go on private property unless we have a written authorization~ we do not go on any private property. Mike suggests that we get an easement giving us the right to get in to maintain the ditch. 600 BLOCK OF CHESTNUT STREET Street Commissioner George Trembly said that he talked to Mr. Harold Lakeman about the old flood levy~ there is a section of land that is nothing but a mound of dirt and the residents want us to clean it up. George said that he would like to vacate it and give it to the residents. Harold Lakeman said that the Flood Control will cut it this time. George said that he will get a print out from Mr. Blankenbeker saying that it belongs to the City~ not the flood control district. PAGE 4 SEPTEMBER 26~ 1994 CITY AUCTION Maintenance Foreman Mike Ewton reminded everyone that the City auction will be at the Wastewater Treatment Plant on Saturday Oct. 1~ 1994 and they will direct the traffic on to Pennsylvania Avenue and block off the entrance so they will have to park outside the gate and walk. Richard Crum is the Auctioneer. FIRE DEPARTMENT NEW EMPLOYEE UPDATF Fire Chief Jerry Dooley reported that the new employee Rick VanGilder has passed his physical. The Pension Board has voted to send papers to the P.E.R.F.~ his starting date should be about the first of October. BLOODMOBILE CANCELLED Administrative Assistant Donna Baird reported that the Bloodmobile scheduled for last Friday was cancelled because of the TB alert. The American Red Cross~ Clark County Chapter will be having a big donorarama in December.
