HomeMy WebLinkAbout09-19-1994 MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA MONDAY SEPTEMBER 19, 1994 Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. ' Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Assistant Street Commissioner Ed Rose, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Police Chief Charles Elder, Fire Chief Jerry Dooley, Temporary Animal Shelter Manager Ed Voyles, City Services Coordinator Leslie Kavanaugh, Assistant Parks Superintendent Rick Elliott, Wastewater Treatment Manager Kendall Coleman, and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of the meeting of September 12, 1994 as presented, seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented~ seconded by Director Matra and carried unanimously. PEDDLER'S PERMIT Jason Fresh, a Service Representative for Cellular One is requesting a Peddler's Permit to distribute brochure hangers on doors around Jeffersonville, he will not be knocking on doors, if he goes back he will be an invited guest. The hours will be from 9:00 A.M.-4:00 P.M. Mayor Parker explained the Police will need to have a card on file for references, Mayor Parker also said that he needs to go to the City Clerk Treasurers Office concerning the Permit. Director Lakeman made the mo~ion to approve the processing of a Peddier's Permit, seconded by Director Marra, ano carried unanimously. PARADE PERMIT FOR HUMAN LIFE CHAIN Pat Datillo, is requesting a parade permit to make a human chain on Sunday October 2, 1994 from 2:00-3:00 P.M. starting at the 2nd Street Bridge and going to Spring Street on Court Avenue. Police Chief Charles Elder said that he would have extra patrols for speeders. Director Lakeman made the motion to approve the request of Pat Ditillo for the parade permit, seconded by Director Matra, and carried u~a~imously. CRUSADE FOR CHILDREN ROD RUN AND STREET DANCF Claude Rottet is requesting a permit for a rod run and street dance for June 1995. Mayor Parker asked City Engineer Bob Miller about this since he was over it this year. Bob said that he is not in favor of the rod run. Police Chief Charles Elder said that he had several complaints, it was a little more then we had expected. Chief Elder said that he woJld have to check out how many complaints we had before he ok's it. Mayor Parker said based on the Police Chief's comments and also the City Engineer's let us take it under advisement, and we will do an investigation on this and he told Mr. Rottet to get back with the City Engineer in about a month. PAGE 2 SEPTEMBER 19, 1994 1995 HOLIDAY SCHEDULE Personnel and Safety Director Harold Lakeman presented to the Board the 1995 Holiday schedule, it will be the same as the County's. Director Matra made the motion to approve the 1995 Holiday schedule contingent upon what the County does, seconded by Director Lakeman, and carried unanimously. (see copy) FIRE DEPARTMENT PROMOTIONS Fire Chief Jerry Dooley presented to the Board a list of promotions for the Fire Department starting on October 1, 1994 due to the retirement of Major Ronald Collins. They are as follows: Pvt. David Deark promoted to Sergeant Sgt. Robert Jones promoted to Lieutenant Lt. Dale Popp promoted to Captain Capt. James Carter promoted to Major Director Matra made the motion to approve the various promotions recommended by Fire Chief Dooley effective as of October 1, 1994, seconded by Director Lakeman, and carried unanimously. (see copy) J.U.MoP. COMMITTEE Melba Doggett representing the J.U.M.P. Committee wants to thank everyone for their services they gave the J.U.M.P. Committee during the Steamboat Days Festival and especially for the prompt reaction that was given when one of the electrical poles fell. Melba wants to know who will be responsible for the poles~ because one of our electrical boxes was on that pole. A.A.R.P. Melba Doggett reported that A.A.R.P. is having an expo '94 at the River Falls Mall on October 15, 1994 from 10:30 A.M. to 2:00 P.M. everyone is invited to come and join in the fun. Melba said that she has banners for A.A.R.P. that she would like have hung where the J.U.M.P. Committee banners are on the railroad bridge on Spring Street. KEN ELLIS BUILDING AND PHONE Melba Doggett said that the phone at the Ken Ellis Building has been locked in the office because someone was calling long distance. She feels like there should be a phone there in case of an emergency. Ed Voyles~ Park Board President said that he was unaware of this and it will be taken care of before they meet again. Ed said as for the pole on Riverside Drive they are not sure who the pole belongs~ the City did not put them in~ the Boat owners put in the poles for their electricity. LOUISVILLE AIDS WALK Police Chief Charles Elder wants to remind everyone about the Louisville Aids Walk on Sunday September 25, 1994 from 1:30 P.M. to 3:30 P.M. The bridge will be closed for 2 hours~ the walk will be starting at the 2nd Street Bridge to Ashland Park and back. PAGE 3 SEPTEMBER 19, 1994 LIFT STATION Wastewater Treatment Plant Superintendent Kendall Coleman reported that Rust Industrial Cleaning Services is backing out of the bid to clean out the debri from Mill Creek and the 10th Street Lift Station. Kendall said since that time he would like to give the bid to Thompson Construction Company, Inc.~ they have lowered their price~ the bid will be lower than Rust Industrial Cleaning Services. This would include Mill Creek, loth Street Station and would like to add Power House. Director Matra made the motion to approve the recommendation of Kendall to accept Thompson Construction Co. to clean out the various areas~ seconded by Direcor Lakeman, and carried unanimously. STREET LIGHT City Engineer Bob Miller has a request for a street light in the 900 block of Chestnut Street. Bob recommends to have the street light installed. Director Lakeman made the motion to approve the street light request by Bob Miller, seconded by Director Matra, and carried unanimously. ENVIRONMENTAL SUBCOMMITTEE City Services Director Les Kavanaugh reported that the Environmental Subcommittee met in the Mayor's Conference Room last Thursday. The Committee consists of Steve Stemler~ Donna Frantz, George Trembly, Jerry Fuller, and we had Mr. Pat Brewer of Rumpke. The Committee met to request for consideration that we do a .31 addendum to our yardwaste contract. Les would like to have this approved by next weeks Board Meeting. PHONE CALLS Melba Doggett reported that she has received numerous phone calls about 3 establishments here in the City. They are Bill's Hotel, Haven House, 3rd Base, Mayor Parker said that the Police Department is aware of this. There being no further business to come Works and Safety, Director Lakeman made lO:lOa.m., seconded by Director Marra, and CLERK~ AND TREASURE~ before the Board of Public the motion to adjourn at carried unanimously.
