OF THE CITY OF JEFFERSONVILLE~ INDIANA
MONDAY AUGUST 29~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin, City Engineer Bob
Miller, City Attorney Mike Gillenwater~ Sewage Office Manager Bob
Goldman~ Maintenance Foreman Mike Ewton, Police Chief Charles Elder,
Assistant Fire Chief Clifton James Jr., Temporary Animal Shelter
Manager Ed Voyles~ Parks Superintendent Donnie Poole, Administrative
Assistant Donna Baird, Clerk and Treasurer C. Richard Spencer Jr., and
Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of August 88~ 1994 as presented, seconded by Director Matra and
carried unanimously.

RESIDENTIAL PARKING SIGN
Police Chief Charles Elder sent Lt. Dave Schmidt to 1228 Mosswood Ct.
about a residential parking sign. Lt. Schmidt reported that he talked
with both parties involved and neither one wants to cooperate. Chief
Elder wants to table this until next week.
STOP SIGN, MEADOWLARK DRIVE
Police Chief Charles Elder reported that Lt. Dave Schmidt did a
traffic survey last year on Meadowlark Drive for speeding. Chief
Elder said that he did not realize that this was for a stop sign~
he will have Lt. Schmidt run radar and will advise the Board next
week.
RESIDENTIAL PARKING 326 WATT STREET
Trini Mayflower, 326 Watt Street is requesting a Handicapped Parking
Sign in front of her home~ because the neighbors are parking in front
of her home. Mayor Parker explained that the Police Department will
investigate this and give their recommendation next week. Chief Elder
said that he would send an Officer to her home today.

Variety Show a mini Circus at Hazelwood
and is requesting permission for calling
people in this area. Telemarking based in Cincinnati is going to do
the calling, phone calls will start next week if they can get a P.O.
box. Mayor Parker asked Ms. Williams to coordinate this with Donna
Baird so she can forward this information to Police Chief Elder.
Director Lakeman made the motion to approve the phone soliciting
contingent upon passing the information onto the Police Department~
seconded by Director Matra, and carried unanimously.

STREET CLOSINGS FOR REPAIRS
City Engineer Bob Miller read a letter from Street Commissioner George
Trembly on the street closings for repairs starting on September 12,
1994. (see copy)
EMC CAPITAL EXPENDITURES REPORT
City Attorney Mike Gillenwater reported

STREET CLOSING OF MARKET STREET PHASE II
City Attorney Mike Gillenwater wants to take some action on the
closing of Market Street between Chippewa Drive and Hopkins Lane for
Market Street Phase II. Director Lakeman made the motion to approve
the blocking of Market Street between Chippewa Drive and Hopkins
Lane,to accommodate the construction work on Phase II of Market
Street, seconded by Director Matra, and carried unanimously.
EMERGENCY ESCAPE ROUTE
Personnel and Safety Director Harold Lakeman reported that he left all
the Departments an Emergency Escape Route, and he needs a drawing of
the way you can get in and out in case of an emergency in all the
buildings. It's for IPEP, Workmans Comp. carriers.
RESIDENT PARKING SIGN
Police Chief Charles Elder said that Director Lakeman gave him a name
of Mrs. Chrone who lives across the street from Wall Street Church is
requesting a residential parking sign. Chief Elder said that Lt. Dave
Schmidt went down and investigated this and he recommends for her to
have a sign, but he does not have the address as of now. Director
Matra made the motion to approve the residential parking for Mrs.
Chrone whos address will be provided at a later date, seconded by
Director Lakeman and carried unanimously.
PARKING PROBLEM AT 15TH & SPRING STREET
Police Chief Charles Elder reported Lt. Dave Schmidt talked to Rev.
Jimison of First Trinity Baptist Church about the parking problem at
the Church. Rev. Jimison suggested that they put up two signs that
read NO PARKING BETWEEN SIGNS on 15th Street that would allow the
residents to get in and out of his driveway. Bob Miller reported that
the signs are already up.
STREET LIGHTS
City Engineer Bob Miller said that Bridgepointe Apartments are
requesting 3 street lights at the apartments. Bob investigated this
and he recommends 2 lights. Director Lakeman made the motion to
approve the 2 street lights for Bridgepointe Apartments~ seconded by
Director Lakeman, and carried unanimously.

SURPLUS PROPERTY
Vehicle Maintenance Supervisor Mike Ewton reported that the surplus
property is ready for bids or auction and if anyother Departments has
anything to add they can. City Attorney Mike Gillenwater said that
sealed bids has not been good.
THANK YOU
Temporary Animal Shelter Director Ed Voylee wants to publicly thank
George Trembly, Donnie Poole~ Bob Miller for all the help they have
received from them. Ed said that they have drop cages to put animals
in when they are closed~ the animals will be left with water and food
for no longer than 12-14 hours no matter what day it is. Mayor Parker
said that the Humane Society and individual citizens have been very
helpful with their time.
UNITED WAY
Administrative Assistant Donna Baird reported that September ?~ 1994
will be Metro United Way Day of Caring, to see where your money goes,
if anyone is interested in going to an Agency where the United Way
supports see Donna to set up a time.

Attached are the proposed Capital Expenditures that we believe are necessary to upgrade and
maintain the treatment facility and collection system. The Capital Expenditure items are
classified by priority as 1 or 2. Priority 1 items are the most important and need to be
addressed due to their critical role in the treatment process, production of effluents of required
quality, collection of the wastewater, and performance of those tasks in a safe manner.
Priority 2 items are important to prevent further deterioration of equipment and facilities.

DISCUSSION OF PROPOSED CAPITAL EXPENDITURES
Wastewater Treatment Facility
Replace Portable Pumps
The existing portable pumps are deteriorated due to age and excessive use, which has resulted
in high maintenance and repair expenditures. The pumps are routinely used in maintenance
tasks at the facility and collection system.
Replace Portable Samples
We currently have two samplers in service, one of which has become unreliable. Two
samplers are needed in case a sampler is down for repair, or if two sites need sampled at the
same time.
Seal Drive and Parking Area
Several areas are showing signs of deterioration. Proper maintenance of the drive is necessary
to prevent major replacement and repair in the future.
Extend Loading Area at Solids Process Building
When loading solids on trucks, it is necessary to locate the trucks outside of the building
during loading. During the winter months, it is very difficult to keep the building heated;
therefore, the trucks must go to the landfill immediately so solids do not freeze in the truck
bed.
Collection System
Repair line at Eighth Street, Mech~.~ic to Penn
This section of line has been televised and major infiltration is occurring at the pipe joints.
The infiltration is causing extreme damage to the road surface, due to cave-ins, and allowing
excessive volume of water to enter the treatment facility.
Replace Line at 10th Street, West of Watt
The line is showing signs of severe deterioration. A portion of the line has already required
major repairs. The remaining part of the line is in need of repairs also. The repairs are
needed to decrease infiltration, and to eliminate the possibilities of major backups, cave-ins,
and road surface deterioration.
Graham Street, East court to Seventh
The line is showing signs of severe deterioration. The repairs are needed to decrease
infiltration, and to eliminate the possibilities of major backupg, cave-ins, and road surface
deterioration.
Graham Street, Seventh to Maple mad Court to East Court
The line is showing signs of severe deterioration. The repairs are needed to decrease
infiltration, and eliminate the possibilities of major backups, cave-ins, and road surface
deterioration.
Various Repairs in Old Do~vntowa Area
There are various locations in the older section of the downtown area that showing severe
signs of deterioration. The repairs are necessary to reduce infiltration, blockages, cave-ins,
reduce the volume discharged through the combined sewer overflows during rainfall
occurrences, and reduce deterioration of the road surfaces.
Lift Sttaions
Pump Replacement at Mill Creek (No. 2)
The No. 1 pump is scheduled for replacement at this time. Both pumps have bypassed their
life expectancy and replacement parts have been discontinued by the manufacturer. The lift
station handles a large volume of flow from the eastern part of the city and should be
replaced without hesitation.
Pump Re_placement at Middle School
Both pumps have bypassed their life expectancy and replacement parts have been
discontinued by the manufacturer. If the pumps are left in service, the maintenance and repair
cost would be excessive, and will begin to cause operational problems.
~g_rade of Colonial Park
Maintenance activity and the cost and volume of flow have increased over the past years. To
provide the capacity needed for future growth in the area, modern eq~fipment and more
pumping capacity is a must.

Replace Rollin~ Fields with Gravity Sewer
The lift station is operating near maximum capacity. Gravity sewer system is now available
so that the unit could be removed from service if so desired. When comparing upgrade,
repair, and long term operational cost, it would be more cost effective to run the gravity
system to serve the area.
Increase Capacity at Maenolia
The flow to the lift station has increased over the years, causing the station to operate at or
near maximum capacity. The pumps, motors, and controls need to be upgraded in order to
provide the Capacity for future growth.
Vehicles
Vacuum/Jet Truck
The addition of a vacuum truck would help provide a very good preventative maintenance
program, and improve performance of the combined sewer system.
Trailer to Transport Backhoe
As the collection system continues to expand outward, it is becoming time consuming to
mobilize the backhoe from one location to the next. The trailer would help reduce
maintenance and repair expenditures to the backhoe.
Ca~o Van For Pretreatment, Laboratory
The Dodge Ram currently used by the lab personnel has high mileage (102,790), and has
become unreliable. The transmission has been repaired several times since its purchase. A
cargo van would be more convenient for emergency spill response, industrial monitoring, and
transporting samplers.
Pick-up Truck (3/4 Ton)
A 3/4 ton pickup truck is recommended to replace one of the Dodge Rams. The Dodge Ram
has high mileage and cannot transport large equipment or tools to and from the work site.
