OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY AUGUST 8~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll' those members present were Mayor Raymond J.
Parker Jr., and Sewage Collection Office Director Jim Matra.
Mayor Parker appointed Fire Chief Jerry Dooley to fill in for Director
Harold Lakeman in his absence.
Also present were: Building Commissioner Bill Gavin~ City Engineer Bob
Miller, Street Commissioner George Trembly, City Attorney Mike
Giltenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman
Mike Ewton, Interm Police Chief Charles Elder, Animal Shelter Manager
Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Parks

Wastewater Treatment Manager Kendall Coleman, Councilpersons Robert

Director Matra made the motion to approve the payrolls as presented,
seconded by member Dooley and carried unanimously.
PRIME AMERICA
City Clerk and Treasurer C. Richard Spencer, Jr. explained that Prime
America appeared before this Board about a month ago and they would
like to propose an investment benefit to the City employees. Dick
said that they have requested a letter from the Board stating that it
would be ok for them to solicit the City Employees. This will not be
payroll deduction it will be coming through the Credit Union. It is
on a voluntary basis.
PEDDLER'S PERMIT
Brian Offutt, 2023 Hamburg Pike is requesting a Peddler's Permit to
sell flowers inside balloons on street corners, and in businesses.
Brian said that he does not intend to go door to door. Clerk and
Treasurer Spencer explained that he doesn't believe he could stand on
the corner, because the City can be held liable. He could stand on
private property and will not need a permit. Also concerning the
businesses he would have to get permission from the owners.
STEAMBOAT DAYS FESTIVAL
John Gleason representing Steamboat Days Festival is requesting the
street closings, booth set-up. The times are the same as last year,
the only change is: the rides will open after the parade. Director
Matra made the motion to accept Mr. Gleasons recommendations and
various street closings for Steamboat Days Festival~ seconded by
member Dooley, and carried unanimously. {see copy).

MUSCULAR DYSTROPHY ROADBLOCK
Interm Police Chief Charles Elder reported that Bob Hedge called him '
and asked Inim to present to the Board a request to have a roadblock
for Muscular Dystrophy on Friday August 12, 1994~ 3:00 P.M.-?:O0 P.M. ~
at Market and Main Streets and Saturday August 13, I994, 3:00
P.M.-6:00 P.M. at Jeff/Charlestown Road. Director Matra made the
motion to approve the Muscular Dystrophy roadblocks for Bob Hedge,
seconded by member Dooley, and carried unanimously.
RIVERFRONT BIDS
Mayor Parker asked Redevelopment Director Carroll Gowens and Clerk and
Treasurer Spencer to help him with the bids on the Riverfront. The
Ogden Cooperation, was the only bid. Mr. Gowens asked Ogden
representative Brian Zander to explain the proposal. Mr. Zander said
they are responding to a request for a proposal to lease the
waterfront property at the foot of Spring Street. Mr. Zander
explained the different events that they propose to have on the
Riverfront. Mayor Parker if anyone would like to ask Mr. Zander any
questions regarding his proposal. Mayor Parker said that the decision
will be made at a later date Mr. Gowens reported that the
Redevelopment Commission has awarded a bid to start on the
infrastructure down on Spring at the latte~ part of this month. We
will be doing a few things down there, but we have asked that the
Construction Company not to tear out any of the street until the
Steamboat Days Festival is over. Mr. Gowens eaid that we bare
is real close to making a decision on this Grant. We also are going
to apply for $150~000 Land and Water Conservation Grant, thats a
matching grant that we can probably redo the boat ramp & etc. The
bids for the Overlook will be opened today.
HAMBURG PIKE/MEADOWS SUBDIVISION SEWER BID OPENINC
Keith Eaton of Jacobi, Toombs & Lanz explained the bid openings for
Hamburg Pike/Meadows Subdivision sewer project. The sewers will begin
at Scott Drive to Dunbar to Hamburg Pike. The Bids are as follows:

Mayor Parker said that these bids will be taken under advisement and
will be awarded at next weeks meeting.
STREET DEDICATION
City Engineer Bob Miller reported that Suburban Acres section ~6
Pebblebrook has been inspected and meet all City specs, and codes~ Bob
recommends to the Board to dedicate this into the City. Director
Matra made the motion to approve the dedication of Pebblebrooke in
Suburban Acres into the City~ seconded by Acting Director Dooley, and
carried unanimously.
~ONCERT.
Parks Superintendent Donnie Poole reminded everyone that the Concert
that Teresa Wheatley appreared before the Board for is this Thursday
night at Warder Park. Administrative Assistant Donna Baird said that
she and Hona have tickets in their offices to sell if anyone wants to
buy one.
There being no further business to come before the Board of Public
Works and Safety~ Director Matra made the motion to adjourn at
lO:15a.m., seconded by Acting Director Dooley, and carried
unanimously.
