Parker Jr. called the meeting to order at 9:30 A.M.~ and on call of the roll those members present w~re Mayor Raymond J. Parker Jr.~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin~ City Engineer Bob Miller~ Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton, Interm Police Chief Charles Elder~ Fire Chief Jerry Dooley, Animal Shelter Manager Jan Wheatley, City Services Coordinator Leslie Kavanaugh, Parks Superintendent Donnie Poole~ Administrative Assistant Donna Baird~ and Clerk Alice Davis. Mayor Parker thanked the Jeffersonville Police Department for the professionalism they displayed in the hostage situation over the weekend. Mayor Parker said that our Acting Police Chief Charley Elder did an excellent job and he appreciates what he did. Following his comments on the hostage situation Mayor Parker excused himself and turned the meeting over to Administrative Assistant Donna Baird~ to go to another commitment. Director Lakeman made the motion to approve the minutes of the meeting of July 25, 1994 as presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. HOSTAGE SITUATION Mayor Parker thanked professionalism they weekend. Mayor Parker did an excellent job did. the Jeffersonville Police Department for the displayed in the hostage situation over the said that our Acting Police Chief Charley Elder and he appreciates what the Police Department HEDGE ON MAIN STREET William Sauer has brought to the meeting copies of two different sets of codes concerning the hedges on Main Street. City Attorney Mike Gillenwater explained that the hedges were on the property before the codes was enacted and if we go on this mans property and take his hedges out we will have to condemn his property. Donna Baird told Mr. Sauer that we will continue to look into this, as Mike said if the man is in his legal right keeping within the law there is really not much we can do at this point. Mike said that the only alternative would be to condemn his property, then go on the property and take them out by force. Donna said that the Mayor is working on a peaceable solution that would be better than forcing something on someone. PAGE 2 AUGUST I7 1994 JUMP ARTS AND CRAFTS Melba Doggett representing Jump Arts and Crafts is requesting banners to be put up on August 15~ 1994 for the show on September 9-10-117 1994 on the railroad crossing leaving the City, one on the fence at the Street Department garage. George Trembly said that he would put them up. TRANSPORTATION Melba Doggett is concerned about the iack of transportation after hours. She explained that we have no Cab Company here and the one's we can call are the Se!lersburg Cab Co. and they will pnly go from Jeff to New Albany~ New Albany to Jeff. Ms. Doggett called the Yellow Cab Co. in Louisville and they will only come from Louisville to Jeff and Jeff to Louisville or New Albany to Louisville and Louisville to New Albany~ but they cannot go from Jeff to New Albany. Ms. Doggett suggests that we give a Cab Co. a permit to go from Jeff to New Albany. Donna explained that it would be up to the Cab Companies to decide if they want to apply for the permit. TARC Meiba Doggett said that we pay $1.9 million dollars into TARC from Southern Indiana. Something needs to be done for local service. Also we need to consider putting punch buttons on the lights for pedestrians on lOth and Main Streets and lOth. and Nachand Lane. City Attorney Mike Gillenwater said that Ms. Doggett would have to call the State about lOth Street. PARKING PROBLEM Frank Bright, ?th Street Pub re-parking problems was not at the meeting, this was tabled. UNITED WAY FUND Administrative Assistant Donna Baird wanted to remind everyone that the United Way Fund cards should be in today~ if anyone needs more time let her know. ETHICS DISCLOSURE STATEMENTS City Attorney Mike Gillenwater reminded ail Department Heads that the Ethics Disclosure Statements were passed out to any employee who needed to fill one out and return it. The Ethics Commission will be reviewing them this week and anybody who~s got employees who haven't filled one out should probably advise them to get them into Hona as soon as possible, because they were due in June and the Ethics Commission maybe recommending to the Mayor that we start imposing the fine of $25.00 a month for anyone who has not filed one that should have. PAGE 3 AUGUST I, 199A DECISION City Attorney Mike Gillenwater reported that we received a proposed decision from the Civil Rights Commission. There was a complaint filed against the City several years ago from a lady who applied to become a Police Officer. The Civil Rights Commission ruled in oor favor. There being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at 9:55 a.m.~ seconded by Directo?
