Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker Jr.~ Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller~ Street Commissioner George Trembly~ City Attorney Mike Gillenwater~ Sewage Office Manager Bob Goldman~ Maintenance Foreman Mike Ewton, Assistant Police Chief Charles Elder, Fire Chief Jerry Dooley~ Animal Shelter Manager Jan Wheatley~ Parks Superintendent Donnie Poole, Administrative Assistant Donna Baird~ Wastewater Treatment Manager Kendall Coleman~ and Clerk Alice Davis. Director Lmkeman made the motion to approve the minutes of the meeting of July 11~ 199~ ms presented~ seconded by Director Matra and carried unanimously. Director Lakeman made the motion to approve the payrolls as seconded by Director Matra and carried unanimously. DRAINAGE PROBLEM GBiO & BR08 GLEN ABBY~ ELKE POINTP City Attorney Mike Gillenwater spoke with Attorney Mike Forsee about the drainage problem at ~210 and ~B08 Glen Abby, Elke Pointe. Mike Forsee said that he talked to Mr. Paynter~ a codeveloper with the subdivision and Mr. Paynter said he will fix the problem. Mike Gillenwater will follow up on this. DRAINAGE PROBLEM 1854 WALPOLE DRIVE City Engineer Bob Miller met with Jorge Lanz about the drainage problem at 185~ Walpole Drive. Bob said that there are two options they are looking at to repair this. Bob said that he will get a quote from Jorge at the end of the week. CONDEMNED HOUSE B20 E. MAPLE STREET Building Commissioner Bill Gavin reported on the demolition of the condemned house at ~0 E. Maple Street, he has 1 bid tentively depending on if there is asbestos in it. It will cost approximately $10,000.00 to demolish the house~ grade~ and fill in the basement. Bill has some of the money in his budget~ and will ask the Council for an additional appropriation. PAGE B JULY 18, 1994 BENEFIT CONCERT Theresa Wheatley and Phyllis Brown Wilkins is asking the Board for some help for a Benefit Concert to welcome in Villiages of Indiana to Jeffersonville who will be taking over the Community House. The fund raiser will be on Thursday August 11, I994 from ?:00pm-lO:OOpm~ we are asking your help by using Warder Park~ closing of Court- Avenue from ?:O0-lO:OOpm~ security for crowd controls Department Heads publish flyers through their offices. Mayor Parker said that Donna Baird can help with the flyers, Donnie Poole said that they can use the Park~ George Trembley will close both sidee of Court Avenue between Spring and Walt Streets from 6:00-11:OOpm. Director Lakeman made the motion to approve the fund raiser for the Community House on August 11~ 1994~ seconded by Director Matra, and carried unanimously. SPECIAL REQUEST 'Phyllis Brown Wilkins asked Mayor Parker if he would appear and make a presentation welcoming the Villiages of Indiana into the City. Mayor Parker suggested to give them a Commerative Cup~ Commodore of the Port~ Donna Baird suggested a Proclamation for the day. The home is located at ~4 Franklin Street. Mayor Parker said that they can coordinate everything with Donna and she will get it ready for them. CHURCH SIGNS FOR ROLLING FIELDS BAPTIST CHURCH Steve Holland, Paetor of Rolling Fielde Baptist church is requesting direction signs for the Church tobe put at lOth Street and Springdale Drive~ ~nd 8th Street and Springdale Drive~ Street Commissioner George Tembly said that the loth Street location is with the State~ but he will work with Rev. Holland on the other location. FIRE HYDRANT, MEADOWS SUBDIVISION CharIie White reported that the fire hydrant located at ~4©R Bishop Lane has a cracked hose fitting. George Trembly said that he will take care of this problem. (eee copy). VENDOR'S PERMIT Eddie Green~ 50B Jackson Street is requesting a vendor's permit to sell candy and popcycles~ from a truck. Mayor Parker e~(plained the difference between the permits~ and what he needs to do. PAGE 3 JULY 18~ 1994 VENDOR'S PERMIT Paul White~ 3518 Utica-Sellereburg Road is requesting a vendor's permit to sell hot dogs at the end of the Spring Street in his truck. Mayor Parker explained what he needs to go to the Police Department~ and the Health Department. MARKET STREET PHASE I City Attorney Mike Gillenwater reported that before the Market Street Phase I project started we entered into a contract with PDR Engineers to do the construction and supervision on that pro~ect. The number of work days on that project exceeded the number that was expected. PDR gave him a eupplemental agreement which was for them to get additional money to justify the agreement. Mr. Jorge Lanz reviewed it. PDR is requesting $17,368.85 in additional funds. We will pay B5% of the amount contingent upon if the State Department of Transportation says it's justified. Mike will send the state a letter to inform them of what we are going to approve. Director Lakeman made the motion to approve the send the necessary documentation to the State Department of Transportation for $17~368.85 for the Phase I of the Market Street Project, seconded by Director Marra~ and carried unanimously. CONGRATULATIONS Harold Lakeman congratulated Donnie Poole for the new position of Parks Superintendent. Harold said that Donnie will do a good job~ TRUCK REPAIRS WASTEWATER TREATMENT PLANT Wastewater Treatment Plant Manager Kendall Coleman reported that last Thursday he requested approval from the Board to repair the hydraulic jet truck. Tony's Auto repair cost is $2,64?.50. Director Matra made the motion to approve the repair of the Wastewater Treatment Plant truck for $8,647.50~ seconded by Director Lakeman~ and carried unanimously. EWING LANE POOL Parks Superintendent Donnie Poole reported that the Ewing Lane Pool was reopened last Friday after repairs were made. LEAVE OF ABSENCE AssistantPolice Chief Charles Elder is requesting a leave of absence without pay for Georgie Avery for two weeks or more. Director Lakeman made the motion to approve the leave of absence for Georgie Avery~ seconded by Director Marra~ and carried unanimously. RESIDENT PARKING Debra Foushee and Leslie Combs~ 534 E. Court Avenue is requesting a resident parking sign. Director Lakeman said that all she needs is a sticker to put in her car, and she can get it from hie office. There being no further business to come before the Board of Public Works and Safety, Director Lakeman made the motion to adjourn at lO:lOa.m.~ seconded by Director Marra~ and carried unanimously. RE: FIRE HYDRANT LOCATED AT 2402 BISHOP ROAD MEADOWS SUBDIVISION, JEFFERSONVILLE DEAR SIR THE FOLLOWING CONCERNS ARE ASSOCIATED WITH THE REFERENCED FIRE HYDRANT: ' A FEW WEEKS AGO A CITY EMPLOYEE, WHILE SWEEPING THE STREETSt HAD A VERY DIFFICULT TIME OPENING THE VALVE OF THE SUBJECT HYDRANT( THE EMPLOYEE WAS TRYING T~) USE THE HYDRANT TO ADD WATER TO THE SWEEPER). ~'HE EMPLOYEE COMMENTED THAT HE COULDN'T GET IT OPENED THE LAST TIME THAT HE TRIED; THIS TIME HE WAS AFRAID HE WOULD BREAK THE STEM, HOWEVER, IT FINALLY OPENED AFTER USING GREAT FORCE. THE EMPLOYEE ALSO NOTED THAT THE HYDRANTS HOSE FITTING WAS CRACKED AND DID NOT MAKE A GOOD OR SAFE CONNECTION. CC: THIS FIRE HYDRANT IS LOCATED TOO CLOSE TO THE sIDEWALK AND PARTS EXTEND OVER THE SIDEWALK CREATING A SAFETY · HAZARD ESPECIALLY FQR SMALL CHILDREN ( I'VE SEEN CHILREN THROWN FROM THEIR BIKES).
