OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY JULY 11~ 1994
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.,
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ City Engineer Bob
Miller, Street Commissioner George Trembly~ City Attorney Mike
Gillenwater, Maintenance Foreman Mike Ewton, Assistant Police Chief
Charles Elder~ Fire Chief Jerry Dooley, Animal Shelter Manager Jan

Director Lakeman made the motion to approve the minutes of the meeting
of July 5, 1994 as presented, seconded by Director Matra and carried
unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
DRAINAGE PROBLEM 2210 & 2208 GLEN ABBY~ ELKE POINTE
City Attorney Mike Gillenwater reported that he -talked with Planning
and Zoning Attorney Mike Forsee who~s been dealing with the drainage
problem at 2210 & 8B08 Glen Abby, Elke Pointe. Mike said that when
the residents of Elke Pointe had the meeting with the developer at the
Planning and Zoning meeting the plat had already been approved. The
problem is caused by the new development. Mike Gillenwater explained
that under the Common Enemy Doctrine which is a law in Indiana you can
build up your property if they did not block any established
drainwave. Mike said that the ditch needs to be improved where it's
been blocked and the question is who~s to pay for it, the City or the
residents who will benefit from it. Mayor Parker asked City Engineer
Bob Miller if he had any kind of estimate of cost if the City took it
on. Bob said that it would cost approximately $3,000.00. Bob said
that it would consist of putting a pipe in and drain it on Walt Bales
and Mr. Bales doesn't want it drained on his property. Bob has blue
prints showing that it was to drain on the Schuler property and it
wasn't done that way, so he gave Walt Bales the OK to put up the wall.
Bob gave Mr. Schuler 4 months to get it straightened outs but he did
not do it. Bill Gavin said that Mr. Schuler will not communicate with
us, Bob said that he won't return his calls either. Mike said that to
get his attention they need to hold him accountable for all the things
that he designs. Mayor Parker asked Bill to get in touch with him and
give him an update.
DRAINAGE PROBLEM 1854 WALPOLE DRIVE
City Engineer Bob Miller said that he met with Tom Galligan,
representative of Irish Park about the drainage problem at 1854
Watpole Drive to see what he did to drain the pond. Bob said that he
will get with Jorge Lanz to see what to do about the problem.

Street and Plank Road property if there is no problem as for as
utilities is concerned, seconded by Director Matra, and carried
unanimously.
PROPERTY AT BaO E. MAPLE STREET
Mary Ellen Kennedy, ~BB Maple Street has a complaint about the house
at ~GO E. Maples Street. Ms. Kennedy said that the house has been
condemned and is a danger to the neighborhood, and is requesting that
something be done about it. Mayor Parker asked Building Commissioner
Bill Gavin about this, Bill said that the house is in a very bad
condition. It would cost about $10,000.00 to tear it down and the
City doesn't have the money. Mike Gillenwater has contacted the owner
several times and she has been very uncooperative. Mayor Parker told
Bill Gavin to contact the Council President about getting a special
approporation on this. Bill said that he will get some bids before
seeing Mr. Stemler.
VALVE REPAIR ON CLARIFIER
Wastewater Treatment Plant Manager Kendall Coleman reported that the
valve on the clarifier at the Wastewater Treatment Plant needs
repaired, it shirred a pin. The valve is 84' in the ground, to
correct the problem we will have to dewater the area. Kendall has 3
bids to repair the valves and make them permament repairs he is
recommending to the Board to approve the bid from Irish Park Inc. for
$15,650.00. The other bids were from Witten Brothers, Inc.
Charleetown, Indiana, $18~000.00, Hall Contracting Corp. Louisville,
Ky. $30,000.00. Mayor Parker said that the expense is for the City
to incur, the warranty is gone. Director Lakeman made the motion to
approve repairing the clarifier drain valve, by Irish Park
Inc.,seconded by Director Matra, and carried unanimously.
STREET SIGNS
Street Commissioner George Trembly reported that he received a letter
from the State pertaining to signs that we have around our
neighborhoods that say Slow Children ~ they recommend that we take the
signs down, they are illegal, they are not in the mannual on Uniform
Traffic Control for the State and in some cases there has been some
litigation because of this sign. Mike Gil!enwater suggests that we
take them down or change the wording, George said that there is no
different wording in the manual. These signs do not comform with the
standards. George will check on thio again before taking them down.

EWING LANE SWIMMING POOL REPAIRS
Interm Parks Department Manager Donnie Poole reported that he had to
close the Ewing Lane Swimming Pool at 2:00pm on Friday afternoon
because a 8" supply line that goes to the filter exploded. If we get
the pump today it will be Wednesday before we can reopen the pool.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
lO:05a.m., seconded by Director Matra, and carried unanimously.
