Parker Jr. called the meeting to order at 9:30 A.M., and on call of the roll those members present were Mayor Raymond J. Parker J~., Personnel and Safety Director Harold Lakeman~ and Sewage Collection Office Director Jim Matra. Also present were: Building Commissioner Bill Gavin, City Engineer Bob Miller, Street Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage Office Manager Bob Goldman, Maintenance Foreman Mike Ewton~ Police Chief Rick Elliott~ Fire Chief Jerry Dooley~ Animal Shelter Manager Jan Wheatley~ City Services Coordinator Interim Parks Manager Donnie Poole, Administrative Assistant Donna Baird, Clerk and Treasurer C. Richard Spencer Jr., and Clerk Alice Davis. Director Lakeman made the motion to approve the minutes of of June 2?, 1994 as presented, seconded by Director Matra unanimously. the meeting and carried Director Lakeman made the motion to approve the payrolls as presented, seconded by Director Matra and carried unanimously. Director Matra made the motion to approve the claims as presented, seconded by Director Lakeman, and carried unanimously. DRAINAGE PROBLEMS 2210 & 2208 GLEN ABBY C~ty Attorney Mike Gillenwater reported that he was suppose to meet with Attorney Mike Forsee about this problem~ but Mike was on vacat~on~ he will report on this next week. DRAINAGE PROBLEM 1854 WALPOLE DRIVE City Engineer Bob Miller reported the drainage problem that Mary Coooer at 1854 Walpole Drive has is the storm sewer that was put in years ago to drain the pond, the pond was a retention base. The pipe is not bi~ enough to carry the water off. The only way to eliminate the problem is to bring a pipe the same size or a little bigger along side the exhisting pipe. Tom Galligan of Irish Park said that he put the pipe in and it was a City ~ob. When they built houses there it took the retention base out and now the retention base is the street. It's not designed to take the volumne of water in the water shed. It's not a drainage problem~ it's a capacity problem. It would orobabty cost about $40.000.00 to fix it. Mayor Parker asked Bob Miller to talk to Jorge Lanz about this problem. STREET CLOSING Tom Galligan of'Irish Park is requesting to close a portion of Hamburg Pike on Monday July 11, 1994 from 9:00am-~:OOpm to take the sewer line across the road. The section of street is at the Animal Shelter entrance at Liter's Quarry. Director Lakeman made the motion to approve the closing of a portion of Hamburg Pike, seconded by Director Marra~ and carried unanimously. PAGE B JULY 5~ 1994 RESIDENT PARKING Phyllis Kaelin, ?ID Goyne Avenue is requesting a resident sign, she did not appear at the meetings this was tabled. JULY NEIGHBORHOOD JAM~ SPRINGDALE UNITED METHODIST CHURCH parking Mary Wallace representing Springdale United Methodist Church is requesting permission to have a the second annual July Neighborhood Jam (outdoor concert) on Saturday July 9, 1994~ 6:0©-9:30pm. Director Matra made the motion to approve the request of Mary Wallace for the July Neighborhood Jam, seconded by Director Lakeman and carried unanimously. TAYLOR CONSTRUCTION Building Commissioner Bill Gavin reported that he had a complaint from neighbors in the Foxboro Subdivision regarding lot ~39 which a permit was issued for construction in September 1993 to Taylor Properties of Louisville Kentucky. All they did was dig a basement, set forms and nothing else has been done. The permit was for one year he dug a basement but did nothing else. Bill sent him a letter on April 1994 he contacted Bill on April 24~ 1994. Mr. Taylor said that they anticipated starting construction when the weather is better. Bill said that the basement is full of water which is a danger to the children. Mike Gillenwater said that there is no Ordinance to fill in holes. Mike said that he will send him a letter. HEDGES ON MAIN STREET Steve Prather, 534 Main Street is appearing before the Board in regards to the complaint on the hedges that are in front of his home. Mr. Prather said that he has complied with the City Ordinance~ he thought everything was resolved, but he was contacted about a week and a half ago from Mr. Bob Miller and Mike Gillenwater that they still have a problem with the hedges. Mr. Prather said that the hedges have been there for approximately 2© years and he has lived there for 7 years, the problem started approximately 2 years ago. Mayor Parker said that we have numerous complaints about the hedges, he explained that if there is a problem we have to investigate it to see what we can do and resolve it. The investigation showed that the hedges are still in the view of the driver and that could cause an accident. Mayor Parker said that we will work with Mr. Prather to see this problem resolved. BUDGET SESSIONS Mayor Parker reported that the Budget Sessions will start tonight in the Mayor's Conference Room for the Fire and Police Departments. Donna Baird will get in touch with the other Departments to see if and when they will have to meet with the Council. INVITATION Mayor Parker invited all Department Heads and anyone else to the ground breaking for Phase II of Market Street. It will be at Main and Market Streets at l©:©Oam now that we have the money in places thanks to the City Clerk Treasurer Office. PAGE 3 JULY 5, 1994 VACATE PROPERTY City Attorney Mike Gillenwater reported that he spoke with Attorney Virgil Bolley about a piece of property at the corner of loth Street and Plank Road that Dora Marie Stevens owns and wants it vacated~ it's next to the Taco Bell. Mike said that he will bring it back to the Board next week after Bob Miller and Bill Gavin looks at the drawings. BANNERS Street Commissioner George Trembly said that he received a call from a lady in New Albany about putting up a banner advertising the Home Expo on July 8-17~ 1994. Mayor Parker said that he doesn't want to start a commercial operation for advertising for personal business. DRAFT LETTER Street Commissioner George Trembly said that he has a draft letter to put in the news paper pertaining to cutting grass and blowing it into the street. We have an Ordinance on this~ we have been cracking down on commercial grass cutters about blowing grass into the street, we started enforcing the Ordinance about two weeks ago BRIDGE CLOSING Police Chief Rick Elliott reported that the Second Steet Bridge will be closed on Saturday July 9~ 1994 from 5:30-9:30pm for the Oral Deaf School Night Move Run. NEW POLICE APPLICANT Police Chief Rick Elliott reported that Mark Lovan has been approved by PoE.R.F. for hiring and we tentively come up with the swearing in date of August 1, 1994. There being no further business to come before the Board of Public Works and Safety~ Director Lakeman made the motion to adjourn at lO:RSa.m., seconded by Director Matra, and carried unanimously.
