OF THE CITY OF JEFFERSONVILLE, INDIANA
MONDAY JUNE 2?, 199A
Mayor Raymond J. Parker Jr. called the meeting to order at 9:30 A.M.~
and on call of the roll those members present were Mayor Raymond J.
Parker Jr., Personnel and Safety Director Harold Lakeman, and Sewage
Collection Office Director Jim Matra.
Also present were: Building Commissioner Bill Gavin~ Street
Commissioner George Trembly, City Attorney Mike Gillenwater, Sewage
Office Manager Bob Goldman, Maintenance Foreman Mike Ewton~ Police
Chief Rick Elliott, Fire Chief Jerry Dooley, Animal Shelter Manager
Jan Wheatley, City Services Coordinator Leslie Kavanaugh~ Interim
Parks Manager Donnie Poole, Wastewater Treatment Manager Kendall
Coleman, and Clerk Alice Davis.
Director Lakeman made the motion to approve the minutes of the meeting
of June 20~ 1994 as presented, seconded by Director Matra and carried
unanimously.
Director Lakeman made the motion to approve the payrolls as presented,
seconded by Director Matra and carried unanimously.
CORRECTION
City Attorney Mike Gillenwater brought up to the Board that the
minutes of June 6~ 1994 need to be corrected to show that the Board of
Public Works and Safety approved a composting contract for Rumpke,
Inc. Also the Board optioned to renew the ~nd year of a 3 year
garbage pick up contract with Rumpke, Inc.
GRAHAM STREET UPDATE
Street Commissioner George Trembly reported that Graham Street is now
open.
CHESTNUT AND SPRING STREETS

PERMIT REQUEST
Police Chief Rick Elliott granted permission for Rob Cooke to sell
glow-in-the-dark-necklaces. Director Matra made the motion to approve
this request~ seconded by Director Lakeman~ and carried unanimously.
MUSCULAR DYSTROPHY ROADBLOCK
Bob Hedge representing Muscular Dystrophy is requesting a roadblock on
Friday July 1, 1994 at Market and Main Streets. Director Matra made
the motion to approve the roadblock for Muscular Dystrophy, seconded
by Director Lakeman, and carried unanimously.

DRAINAGE PROBLEM 2210 GLEN ABBY, ELKE POINTE
Debbie Strough, 2210 Glen Abby, Etke Pointe is representing the four
or five homeowners that is directly affected by a drainage problem
since Mr. Stinson has put up a wall at the Country Club Estates
Subdivision behind their street in Elke Pointe. Mrs. Strough
presented pictures of water standing in their yards. Mrs. Strough had
Bob Miller, Mr. Luther, David Stinson~ Peggy Wilder out to look at the
problem on June 10 & 11, 1994. Bill Gavin said that he received a
letter from Mike Gillenwater saying that Mr. Bales and Mr. Schuler are
going to work together on the drainage ditch that Mrs. Strough is
speaking of. Mayor Parker explained that City Attorney Mike
Gillenwater is going to consult with the Planning and Zoning Attorney
Mike Forsee and will get back with you then.
DRAINAGE PROBLEM 2208 GLEN ABBY, ELKE POINTE
Robert Notton~ 2208 Glen Abby, Elke Pointe is here with Debbie Strough
about the same drainage problem. Mr. Notton read a statement to the
Board of Public Works and Safety telling about the flooding in his
backyard and is requesting that it be put in the minutes. (see copy)
DRAINAGE PROBLEM 1854 WALPOLE DRIVF
Mary Cooper 1854 Walpole Drive appreared before the Board representing
her neighborhood with complaints about drainage problems in their
yards. Ms. Cooper showed pictures of water standing in the yards.
Mayor Parker said that he will have Engineer Bob Miller check on this.
Ms. Cooper wrote a letter to Mr. Sprigler who built the homes but has
had no response as of now.
DRAINAGE PROBLEM WALPOLE DRIVE
Cissy Ellis~ Walpole Drive has the same drainage problem that Mary
Cooper ~ust addressed the Board.
TREE IN ALLEY
Mina Smith, 905 E. ?th Street reported that in 1992 she cut a tree
down in the alley behind her home thinking that it was on her property
at a cost of $380.00. Ms. Smith had her property surveyed and the
tree was on City property and she would like to be reinbursed for the
money. Mayor Parker said that she needs to talk to City Attorney Mike
Gillenwater after the meeting.
MEMO FROM COUNTY COMMISSIONERS
Mayor Parker read a memo from the County Commissioners stating that
due to the limited amount of handicap parking spaces the Board of
Commissioners will no longer allow activity for special events in the
jail parking lot area. (see copy)

BUDGET SCHEDULES
Mayor Parker passed out the budget schedules for this year, he said
that he talked to Council President Stemter and they are going to have
a meeting on Thursday to determine who they are going to call to go
over their budget with them. Some Department may not have to come
before the Council. Mayor Parker will get back with the Departments
to tell them if and when they will have to be there.
DRAINAGE PROBLEM BRIGHMAN AND BRIGHTON AVENUES
City Service Director Les Kavanaugh said that he has a SR,O00.O0
drainage problem. Les said that he would like for Kendall Coleman
have someone come up to Brighman and Brighton Avenues and clean out
the lines. Les said that he has had this problem for R? years.
ROADBLOCK
Police Chief Rick Elliott has a request from Judy Himmel and Bob Manor
for a roadblock for Chelsea Weismann who has leukemia and her
insurance has run out, for July 9-10, 1994 from lO:OOam-~:OOpm. The
locations requested are Hamburg Pike and Dutch Lane~ 8th and Main
Streets, 8th and Wall Streets~ Market and Walnut Streets. Director
Lakeman made the motion to approve the roadblocks at the various
locations, seconded by Director Marra and carried unanimously.
There being no further business to come before the Board of Public
Works and Safety, Director Lakeman made the motion to adjourn at
lO:25a.m., seconded by Director Matra, and carried unanimously.

STATEMENT TO CITY OF JEFFERSONVILLE, BOARD OF PUBLIC WORKS MEETING
ON MONDAY JUNE 27, 1994.
MY NAME IS ROBERT NOTTON; MY WIFE AND I HAVE LIVED AT 2208 GLEN ABBEY
1N JEFFERSONVILLE SINCE JULY, 1989.
LAST TUESDAY, JUNE 21ST OUR BACKYARD FLOODED FOR THE FIRST TIME
SINCE WE HAVE LIVED HERE. LAST NIGHT OUR YARD WAS FLOODED FOR THE
SECOND TIME.
THE FLOODING, WHICH AFFECTS MY NEIGHBORS AT 2212, 2210, AND 2206 GLEN
ABBEY IS CAUSED BY A RECENTLY INSTALLED FOUNDATION FOR A WALL
ALONG THE REAR OF OUR PROPERTY L1NES ADJACENT TO COUNTRY CEUB
ESTATES. THIS WALL PASSES THROUGH A NATURAL DRAINAGE SWALE
DAMMING UP THE SWALE AND DIVERTING WATER INTO MY YARD.
THE FLOODING DID NOT COME AS A SURPRISE TO ME AS I RECOGNIZED THE
FLOOD POTENTIAL WHEN I FIRST SAW THE PLANS FOR COUNTRY CLUB ESTATES
OVER TWO YEARS AGO. MR. DAN LUTHER OF SCHIMPLER-CORRADINO & ASSOC.
MET WITH TWO OF MY NEIGHBORS AND ME TO DISCUSS THE DEVELOPMENT OF
COUNTRY CLUB ESTATES. AT THAT MEETING, IN MY BACKYARD, MR. LUTHER
TOLD US THAT THE DEVELOPERS WOULD HAVE TO INSTALL A DRAINAGE PIPE
TO PRECLUDE FLOODING IN OUR BACKYARDS.
ON MARCH 31, 1992 MY NEIGHBORS AND I ATTENDED THE PLANNING & ZONING
COMMISSION MEETING TO ASCERTAIN WHETHER OUR FLOODING CONCERNS
WOULD BE ADDRESSED BY THE DEVELOPERS OF COUNTRY CLUB ESTATES.
BOTH MR. BALES AND MR. STINSON WERE PRESENT AT THE MEETING AND WERE
REPRESENTED BY THEIR ATTORNEY AND ENGINEER ( MR. LUTHER.) MR. LUTHER
ANNOUNCED TO ALL PRESENT THAT THE DEVELOPERS WERE GOING TO
INSTALL A DRAINAGE PIPE AS PROMISED TO PRECLUDE FLOODING OF OUR
YARDS AS HE HAD TOLD ME IN THE BACKYARD MEETING A FEW MONTHS
PREVIOUS.
COMMITTEE MEMBER / COUNCILWOMAN PEGGY WILDER THEN ASKED IF THIS
WOULD BE ACCEPTIBLE TO ME. I SAID IT WOULD.
EARLIER THIS MONTH, I APPROACHED MR. STINSON DURIIqG THE
CONSTRUCTION OF THE FOUNDATION FOR THE WALL, ABOUT THE DRAINAGE
PIPE. HE RESPONDED THAT HE WAS NOT GOING TO INSTALL A PIPE THAT THE
POTENTIAL FLOODING PROBLEM WOULD HAVE TO BE ADDRESSED BY MR.
SCHULER.
MR. SCHULER DISAVOWS RESPONSIBILITY, SINCE MR. STINSON AS DEVELOPER
HAS DAMMED UP THE DRAINAGE SWALE.
SINCE THE CITY OF JEFFERSONVILLE HAS APPROVED THE PLANS FOR ELK
POINTE AND COUNTRY CLUB ESTATES AND OUR YARDS OURNOW BEING
FLOODED I ASK THAT THE CITY ALLEVIATE THE PROBLEM BY INSTALLING
DRAINAGE PIPE OF AN APPROPRIATE SIZE ACROSS OUR BACKYARDS PARALLEL
TO THE WALL.
